A financial assistance of INR 10,000 was provided to surrendered woman Communist Party of India-Maoist (CPI-Maoist) cadre Susila Jilakara alias Puspa in Koraput under Government's surrender policy meant for the Maoists in the State, reports Times of India. Puspa, wife of top Maoist leader Chandra Bhusanam alias Ghasi, had laid down arms before Koraput Police on April 26. Ghasi had been arrested on April 6. The Andhra Pradesh Government had announced a cash award of INR one million and INR 200,000 on Ghasi and Puspa respectively.

As development works are increasingly becoming targets of the Communist Party of India-Maoist (CPI-Maoist) in their strongholds, the Government will now raise a new 13,000-strong force — Specialized India Reserve Battalions (SIRBs) — having both security and engineering components to execute development works in Red zones, reports Times of India. “The Cabinet Committee on Security has approved the raising of 10 new SIRBs and conversion of three, not yet raised but sanctioned, India Reserve Battalions (IRBs) into Specialized India Reserve Battalions,” said Union Home Minister P. Chidambaram on August 1. Presenting his ministry’s report card for July, he said: “These SIRBs, having both security and engineering components, are being raised to execute the development works along with anti-naxal operations in the naxal-affected areas.” The need for such a force was felt for long as the Maoists had been frustrating Government’s attempt by targeting development works and economic installations. They had attacked as many as 1,241 ‘economic targets’ between 2007 and 2011.The Security unit of the new force will accompany its engineering staff wherever they would be engaged in development works.

At least two cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed in a gun battle with the Police in Kesamundi forest of Bijapur District on August 1. "Two bullet-ridden bodies of Maoists were found at the battle site with their guns," a senior officer at the Police headquarters told IANS. He said the Police did not suffer any casualties and personnel were combing the area to recover more bodies, if any. The gun battle began in the morning when Maoists fired at a joint combing team of the District Force (DF), Chhattisgarh Armed Force (CAF) and the Special Task Force (STF).

Bihar Deputy Chief Minister Sushil Kumar Modi admits Maoists are collecting money to let the projects continue. “The Government does not deny levy collection but construction companies have to tell us so we can provide them security cover. We have already given security guards at some places,” he says. Several area commanders arrested in Aurangabad and Gaya have admitted to charging levy up to 7-10 per cent of the project cost. “If the quality of work is poor (correspondingly the profit margin of company will be higher), Maoists even bargain for up to 20 per cent levy of the project cost,” said a Police officer in Aurangabad.

Maoist leadership has been expanding the Dandakaranya Special Zonal Committee's (DKSZC) role to Andhra-Orissa Border (AOB) zone. If sources are to be believed, the Maoist central leadership brought a new division in AOB, which was formed a year ago, under the ambit of DKSZC. With the entry of Bonda Gupteswar or Bonda Ghati group, DKSZC has at present 10 divisions. The sources said Maoists are adopting new strategies and restructuring organisational ranks in AOB to gain an upper hand in their fight against security forces. "Bonda Ghati was brought under DKSZC to strengthen military formations and seek area domination in AOB and the adjacent areas of Chhattisgarh border," they said.

The Communist Party of India-Maoist (CPI-Maoist) cadres shot dead two persons, identified as Lekhu Yadav and his nephew Manoj Yadav, in Banka District on August 1, reports Times of India. An armed group of 10-12 Maoists abducted five persons from a paddy field at Phulhara village, adjacent to dense Karmatand-Hathia Jharna forest area. They reportedly released three of the villagers before killing Lekhu and Manoj. Sources said Lekhu was a former Maoist who had left the banned outfit nearly three years ago. Maoists reportedly suspected that Lekhu was working as a Police informer and held him responsible for the arrest of some of their comrades in the past. According to reports, the Maoists had threatened Lekhu recently in connection with the arrest of Maoist ‘area commander’ Bal Govind Yadav.

"A week ago, the Maoists held a condolence meeting at the Kantapahari school grounds for Sidhu Soren, a squad member killed in a police encounter, where all major Maoist leaders of the state were present," they said. A Communist Party of India-Maoist (CPI-Maoist) ‘area commander’, identified as James Murmu, who was arrested on August 4 in Jharkhand, has revealed that the Maoists are planning to target Mohammad Bazar station in the bordering Birbhum District of West Bengal and Security Forces(SF) guarding coal-laden trucks in neighbouring Pakur. “Altogether 200 fresh recruits are being trained to attack the Mohammad Bazar Police Station under the supervision of CPI(Maoist) zonal commander Ravi Marandi, alias Vishvanathda,” a Police source quoted the 25-year-old as saying. He pointed out that CPI- Maoist frontal organisations such as Nari Mukti Sangathan (Association for Women’s Emancipation) and Kisan Kranti Morcha (Peasant Revolution Front) were also being strengthened to spread their ideology and strengthen base in rural areas. There have been as many as 1,041 incidents of terrorist violence in the Maoist-affected States as compared to 202 terrorist acts in Jammu and Kashmir, Minister of State for Home Jitendra Singh said in a written statement in the Lok Sabha (Lower House of Parliament). As for northeastern states, the number violent incidents stood at 338, till July 31. According to ministry records, 254 civilians have died in Maoist-related incidents, 39 persons died in northeastern states and 25 civilians in terrorist acts in Jammu and Kashmir.

The Trinamool Congress (TMC) party is reportedly raising armed squads in interior parts of Jungle Mahal (West Midnapore, Bankura and Purulia Districts of West Bengal) to counter attacks and extortion demands of the Communist Party of India-Maoist (CPI-Maoist). Repeated incidents of Maoists threatening local TMC Members of Legislative Assemble (MLAs), including Churamoni Mahato and Srikanta Mahato, as well as attacks on state Western Region Development Minister Sukumar Hansda, have forced the TMC leaders to raise the squads. The armed squad raised by TMC leaders of Jamboni and Belpahari area in West Midnapore is locally known as ‘Vairav Vahini’. Reportedly, the TMC has roped in People’s Committee against Police Atrocities (PCPA) cadres as well as Sidhu Kanho Gana Militia cadres who joined the TMC before the elections. The cadres are trained in handling arms and they have started training local villagers. Armed forces are being raised at Chandri and Baghjhapa in Jhargram, and Balidiha in Jamboni. Sisir Adkhikari, Union minister and senior TMC leader in charge of Jungle Mahal, said: “Maoists-backed PCAPA and militia members have been attacking our party workers everyday and extorting money. They have forcibly stopped political activities. We are trying to revive our booth-level and block-level committees to resist these attacks,” he said, not specifying if they are armed.

"Maoists are inhuman and anti-national, we have launched a decisive drive against these violent elements rather than shying away from fighting them," CM Singh said. "Maoists have posed a grave threat to country's internal security and the state government is not only successfully countering them but also exposing their conspiracies." In his 20-minute speech, CM Singh said: "I got courage to take on anti-national forces active in the state, mainly in the Bastar region, from the people of the forested areas where so many people have lost their family members to Maoist violence." The Chief Minister also presented a detail before a gathering of roughly 5,000 people how he was striving to unleash development in the poverty-hit but mineral-rich state that came into existence in November 2000. "I am doing my best to improve the people's life quality and build up infrastructure across the state and the results have started coming in. The per capita annual income in the state has gone up to Rs.44,000 from Rs.10,000 while per capita power consumption has risen to 1,400 units from just 300 units," CM Singh said. Further, CM Singh announced creation of nine new Districts that will come into effect from 2012, reports IBN Live. The CM announced new districts of Sukma, Kondagaon, Gariaband, Balaudabazar, Balod, Bamtera, Mungeli, Surajpur and Balrampur, thus taking the total number of administrative Districts in the State to 27.

A probe by State Prison authorities after the August 17 Seraikela divisional jail breakout revealed that two hi-tech devices installed to block cell-phone signals failed to sieve transmissions of certain frequencies for at least three months — a snag the six criminals, including Maoist leader, Balaram Sahu, alias David, perhaps liberally used to their advantage to plan their great escape. On January 17, a lone and hurriedly installed jammer, instead of the requisitioned three, had helped three Maoists flee Chaibasa divisional jail in West Singhbhum District. A section of jail officials conceded that the jammers were lying defunct for around three months. They said Hyderabad-based Public Sector Unit (PSU), Electronics Corporation of India Limited (ECIL), which had installed the jammers, had been informed, but they were yet to follow up on the matter. While chinks in Seraikela prison security are becoming visible with each passing day, Police are yet to trace the six fugitives. Seraikela-Kharsawan SP, Abhishek said the recently commissioned four-member task force had launched a massive manhunt at various places. “We are trying our best to track them down,” he said.

The Force, which has deployed almost 60,000 personnel for counter-Naxal [Left Wing Extremism (LWE)] operations, has trained handpicked commandos to be deployed in the special tasks units of the Commando Battalion for Resolute Action (CoBRA). "The snipers will act as the main assault weapon and cover for a raid unit which is on foot. Some of the best forces in the world undertaking jungle warfare tasks deploy snipers for operational success," a top security officer said, deployed in the Naxal grid of Chhattisgarh and Odisha. The marksmen have been trained on the SSG-69 sniper weapon and have been deployed alongside the CoBRA, which undertake specific and special operations in Naxal terrain. The snipers take the hide of a suitable geographical feature in the jungles and can aim for more than the usual range covered by the standard weapons of the personnel. This is the first time that a security force has deployed snipers for anti-naxal operations.

Expressing concern over Maoists again assembling in certain areas of West Bengal, intimidating people and even resorting to violence, which recently claimed the lives of two persons in West Midnapore District, Chief Minister Mamata Banerjee said that she still believed good sense would prevail on them, reports The Hindu. “They can talk, discuss, negotiate, but murder is a criminal offence,” she said even as she welcomed those among them who wanted to return to the national mainstream. “No one has the right to murder,” she emphasised. The Chief Minister announced that her Government would provide a compensation of INR 200,000 to each of the families of the civilians whose kin were killed in Maoist attacks to be supplemented with the INR 300,000 financial assistance available from the Centre. “It will be given to those either murdered in attacks by Maoists or while resisting them,” she said. “Besides this package for civilian families, we are also considering providing either a government job to a member or a monthly pension,” Banerjee said. Her Government was working towards solving the problem of left-wing extremism through development and pursuing the peace process, Banerjee said, adding, “I do not believe in the politics of killing.”

Bringing the “main stakeholders to the discussion-table with the government, is the main objective” civil rights activist Sujato Bhadra, who leads the group of interlocutors, said. Talking to journalists after a meeting with the Chief Minister at the Secretariat, Bhadra said, “We have been invited for talks- ‘a group of six concerned citizens’ will go soon to hold talks with the ‘main stakeholders – the armed opposition [the Maoists]. SFs claimed that they have virtually pushed the Maoists out of their area of dominance, which in the parlance of the rebels is referred to as liberated zone. Saranda is spread over 85,500 hectares along the border of Jharkhand and Odisha where neither the Police nor any Government machinery ventured in the past one decade. This gave the Maoists the liberty to run the area from over a dozen camps, including their Eastern Regional Bureau headquarters.

The Statesman reports that angry villagers set two motorbikes of the Communist Party of India-Maoist (CPI-Maoist)-backed Peoples’ Committee against Police Atrocities (PCPA) cadres on fire and vandalised a Tata Sumo before pushing it into a pond when the PCPA cadres went to Dhanguri village under Sankrail Police Station in West Midnapore District to bring in villagers to a rally at Ramkrishna Vidyalaya ground in Lalgarh and beat people who refused to attend the rally. The Democratic Forum against Terror, Corruption and Imperialistic Aggression organised the rally at the venue to protest against the Government’s policies. Chhatradhar Mahato, the jailed leader of PCPA, had contested the Assembly poll under the banner of this forum. “Two villagers were injured during the clash, but the PCPA activists fled the scene after facing strong resistance," said Alok Rajoria, Additional Superintendent of Police. The PCPA cadres but also faced resistance at other villages in Binpur, Belpahari, Gopiballavpur, Salboni and Nayagram where many villagers declined to attend the rally, a senior Police officer said. Several frontal outfits of Maoists and sympathisers attended the rally, but the gathering was not up to the expectation of the organisers, a Police officer said. “They expected a gathering of 50,000 people, but it was hardly 10 to 15,000," a senior Police officer posted at the venue said.
