In a notification issued on July 12, the Tamil Nadu Government banned the Communist Party of India-Maoist (CPI-Maoist), under the Criminal Law Amendment Act, 1908, and reportedly asked the Union Government to ban the outfit under the amended Unlawful Activities (Prevention) Act. An official statement said that the CPI-Maoist was indulging in "unlawful activities, maintaining links with other banned extremist groups, circulating handbills, pasting hand-written posters containing seditious slogans, calling upon the people to pursue the path of violence and had involved itself in violence and in criminal cases and causing terror among the people". Further, the outfit was encouraging its members to use "criminal force and violence against the Government machinery" through seditious literature wall writings, posters and pamphlets, it said. It was also inciting the working class to join the violent struggle to establish a dictatorship of the proletariat, it added, citing posters appearing in various places in the Madurai, Tiruvallur and Dharmapuri districts.

The Chhattisgarh Government on July 12 ruled out conditional talks with the Maoists, saying a dialogue was possible only if the latter affirmed their faith in democracy and agreed to end the insurgency. "Andhra Pradesh had a bitter experience when it initiated a dialogue (with the Maoists) last year. I do not want to go on the Andhra Pradesh pattern of conditional dialogue," Home Minister Ramvichar Netam stated in the State Legislative Assembly. "The rebels should affirm their faith in democracy and agree to an unconditional dialogue for a solution to the (decade-old) insurgency," he added. Netam also informed the Assembly that there had been 237 gun battles between police and the Maoists between January 1, 2004 and June 14, 2005 in which 57 people, including 30 police personnel, 18 Maoists and nine civilians were killed, besides 97 Maoists arrested. He also disclosed that the Central Government had provided Chhattisgarh seven battalions of the paramilitary Central Reserve Police Force for anti-Maoist operations. They had been deployed in the eight violence-affected districts of Bastar, Dantewada, Jashpur, Kanker, Kawardha, Koriya, Rajnandgaon and Surguja.

While replying to a debate on the budget of Home Department in the West Bengal Legislative Assembly on July 14, Chief Minister Buddhadev Bhattacharjee said that Maoists have joined hands with their counterparts in Nepal and established a corridor through Bihar. He disclosed that they were operating in Bankura, Purulia and West Midnapore through Jharkhand. It was not possible to seal West Bengal's border with Jharkhand because of jungles and hills, he added. Giving a detailed account of the attacks on July 10 in which three leaders of the Communist Party of India were killed at Bandwan in Purulia and Barikul in Bankura districts, besides claiming the life a senior police officer, the Chief Minister said that the attack was plotted on a hilltop at Ghatsila in Jharkhand by Maoists from Andhra Pradesh and Jharkhand. He also claimed: "Neither this is an extension of the Naxalite Movement nor this has any local basis. They are not local people. They are outsiders who are using some local youth in a game of bloodshed. The Maoist terrorism in Bengal is an import from Andhra Pradesh and their leaders' only agenda is to terminate people."
