China on October 1 said its technical hold on India's move to get Pakistan-based Jaish-e-Mohammed (JeM) 'chief' Masood Azhar designated a terrorist by the United Nations has "been extended" for another six months, days before the expiry of the hold, according to The Times of India. "The technical hold on India's listing application submitted to the 1267 committee in March, 2016 has already been extended," Chinese Foreign Ministry spokesman Geng Shuang said. "There are still different views on India's listing application. The extended technical hold on it will allow more time for the committee to deliberate on the matter and for relevant parties to have further consultations," Geng added. China's move to extend the technical hold comes ahead of the expected meeting between Indian Prime Minister Narendra Modi and Chinese President Xi Jinping in Goa during the BRICS Summit on October 15-16, 2016.

India on October 6, accused China of "sending a dangerous message" by blocking its bid to obtain UN sanctions against Jaish-e-Mohammed (JeM) 'chief' Masood Azhar, reports The Telegraph. The Ministry of External Affairs (MEA) also confirmed that India had raised its concerns over China's decision a week back to keep on "technical hold" New Delhi's demand for sanctions against Azhar even though Jaish itself is listed as a terror organisation by the UN.The UN's sanctions committee on al Qaida and other terrorist groups - referred to as the 1267 committee after the UN resolution under which it was set up - has over the past three years repeatedly emerged a theatre for conflict between India and China. "We conveyed to the committee that it is expected to proscribe Masood Azhar under the 1267 sanctions regime on the basis of our submission," MEA official spokesperson Vikas Swarup said. "Such a designation would help send a strong signal to all terror groups across the world that the international community is no longer going to tolerate selective approaches to terrorism. Concomitantly, it will also be sending a dangerous message if it fails to act upon India's submission."Swarup did not mention China, but made clear he was referring to the country when he said that 14 of the 15 members on the sanctions committee had agreed with India's position and only one nation was holding out.

India on October 6, reacted sharply to the UN extension of the “technical hold” on banning Jaish-e-Mohammed (JeM) 'chief' Masood Azhar, saying the global body will be sending a “dangerous message” if it fails to act upon India’s demand for his designation as a global terrorist, reports Hindustan Times. Noting that the UN Sanctions Committee has already proscribed JeM, he said the panel, however, ignored the need to take action against the organisation’s main leader, financier and motivator who continues his terrorist actions unhindered. Responding to the extension of the hold, he said, “The Committee has already pondered (over) our submission for the last six months. It will get a further three months to ponder, but that will in no way change the strange situation we have of the Committee designating the terror organisation but failing to or ignoring the need to designate the organisation’s most active and dangerous terrorist.“We conveyed to the Committee that it is expected to proscribe Azhar under the 1267 Sanction Regime on the basis of our submission. Such a designation would help send a strong signal to all terror groups across the world that the international community is no longer going to pursue, or tolerate, selective approaches to terrorism...Distinction between good and bad terrorists is fallacious and counterproductive. Concomitantly, it will also be sending a dangerous message if it fails to act upon India’s Submission”, he added.

Pakistan’s external intelligence agency Inter-Services Intelligence (ISI) has purportedly asked cadres of Jaish-e-Mohammed (JeM) to go to any extent to carry out ‘revenge strikes’ in India post Indian Army's surgical strikes inside Pakistan occupied Kashmir (PoK) on September 28, 2016,Times of India report on October 10. Maulana Masood Azhar, ‘chief’ of the JeM, is thinking about attacking Indian Parliament, again, the report said. Chatter picked by the agencies suggests that if the fidayeen (suicide attackers) fail to target Parliament, they should attempt to attack the Delhi Secretariat. Also on the target list are Akshardham and the Lotus Temple, documents with the intelligence agencies suggest. According to Jaish aakas (handlers), the operatives should launch their attacks in crowded places, such as markets, only if they fail to target places of prominence. This intelligence has been communicated to field officers and attempts are being made to foil any such attempt. The threat to the capital is from both factions of JeM - one led by Masood Azhar and a splinter group named Jaishul-Haq Tanzeem that is headed by Maulana Abdur Rehman (code name MAR), who had broken off from the main body several years ago. MAR had played a key role in the hijacking of Indian Airlines Flight IC-814 to Kandahar, Afghanistan.

Indian Prime Minister Narendra Modi recently concluded the BRICS Summit, and termed it a success, with multiple MoUs penned in various fields, however, India’s biggest concern: cross-border terrorism from Pakistan was not adequately addressed during the meeting, with China obstructing India’s attempts at naming Pakistan-based Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT) during the Goa declaration, india.com reports on October 17.India was expecting to mention the terror outfits in the declaration, but, as MEA Secretary Amar Sinha told, the BRICS nations couldn’t arrive at a consensus on the issue. ”Pakistan-based outfits are focused on India. It doesn’t concern them (other Brics nations) really, it affects us,” Sinha said. However, international terror outfits like the Islamic State (IS) and Jabhat-al-Nusra, were mentioned in the declaration. When asked why India couldn’t address cross-border terrorism adequately, Sinha said that India focussed on ideas and concepts and refrained from specific terms. ”We were focused on the ideas we wanted to be included. And if you look at what the joint statement says, I think it is pretty clear that we are talking about our neighbourhood,” Sinha said.Meanwhile, the declaration called for adoption of the Comprehensive Convention on International Terrorism (CCIT) at the UN general assembly, immediately. The PM had taken up the adoption of the Convention with most world leaders that he has met in the past two years. An early adoption of the Convention found mention in Sunday’s Declaration in Goa as well.

Intelligence agencies have warned that terror outfits Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT), having failed to get adequate “logistical support from sleeper cells in India”, are planning a major lone-wolf attack in the coming days, Asian Age reports on October 19. Following specific intelligence inputs to this effect, nearly 75 per cent of the NSG commando force has been kept on stand-by in major cities, including Delhi, Mumbai and Kolkata, to deal with any eventuality.The home ministry had recently issued an advisory to all states to increase security during the festive season. Following surgical strikes by the Indian Army across the Line of Control, Indian intelligence inputs have revealed that Pakistan-based terror groups LeT and JeM are getting “increasingly desperate” to carry out a major strike in an important Indian city. Intelligence sources claim that further investigations revealed that these terror organisations were not able to activate and get enough support from their local sleeper cells due to which the execution of a major strike did not seem possible. Thus, they have shifted their focus and are planning to use a lone wolf for the attack. “Following a high state of alert and sustained pressure by security agencies which even led to the smashing of an Islamic State (IS) module in south India by the NIA, it has become increasing difficult for sleeper cells to reactivate themselves,” a senior intelligence official said.
