The Intelligence Bureau and the special cell of the Delhi Police have busted a Jaish-e-Mohammed (JeM) terror module active in the national capital Delhi, Times of India reports on May 4. The Police have detained 12 suspects from Delhi, NCR region and Deoband in Uttar Pradesh. Sources said eight of the 12 suspects were nabbed from Delhi, while four of them were picked up from Deoband. Bomb-making material and improvised explosive devices (IEDs) were recovered from the suspects who are being interrogated at special cell's headquarters at Lodhi Colony. The identity and nationality of the suspects have not been disclosed.

The "Do It Yourself" (DIY) manuals have become an instant hit with aspiring terrorists, oneindia.com reports on May 5. While in Bengaluru, Church Street blasts case, it was found that the accused had relied on a 'do it yourself' manual shared with him on WhatsApp, the same has been found during the probe launched by the Delhi Police after the arrest of alleged Jaish-e-Mohammad (JeM) operatives. The similarity between the probe in Delhi with the Church Street blasts is that both accused had allegedly relied on 'do it yourself' manuals to prepare bombs.It is a highly circulated manual on WhatsApp. The accused in the Churchstreet blasts case was in possession of one such manual he had received from a group on WhatsApp. Even in the Delhi case, a similar modus operandi has been found. These persons who were part of a group had received the manual on to prepare the bombs. They were referring to the same and managed to prepare one bomb. However, during the making of the second bomb, it misfired and one of them ended up burning his hand. An Intelligence Bureau (IB) official said that it is extremely difficult to keep a tab on everything and anything that goes on in WhatsApp groups. Yes it has become problematic and material is too easily available. These manual provide step by step instructions on how to prepare a bomb, the officer also says. It is not necessary that the same manual is in circulation throughout the country. Various terrorist groups especially the al Qaeda and the Islamic State (IS) have prepared similar manuals and circulated it around not just in India, but also the rest of the world, the officer also informed.

Three suspected JaisheMohammed (JeM) militants, identified as Mohammad Sajid, Shakir and Sameer arrested for allegedly planning an attack in the national capital, were on May 4 remanded to 10day Police custody by a court as the investigators said their custodial interrogation was needed to crack their Delhi module, reports NDTV.During the proceedings, Police told the judge that Mohammad Sajid was arrested and Improvised Explosive Device (IED) was recovered from him, adding that his hand was also burned while making explosives. The agency while seeking 15day custody told the court that the two other accused Shakir and Sameer were later arrested and some literature related to the terror organisation were recovered from them. Their movement was being continuously monitored by the central intelligence agencies and special cell of the Delhi Police for last one year, sources said, adding the trio had got indoctrinated through the internet. While Sajid and Sameer hail from Delhi, Ansari is a resident of Deoband in Uttar Pradesh (UP). They were produced before a court which remanded them in 10 days' Police custody.The three JeM suspects, who are remanded are among 12 suspects detained from Delhi and UP, as reported on May 4.

On May 5, Police said, three arrested Jaish-e-Mohammed (JeM) suspects had planned huge attacks across the country to avenge the atrocities inflicted on their community in India and abroad, reports Asian Age. “Angered by the atrocities that they claimed were against their community in India, especially in Kashmir, the terrorists said they got motivated and radicalised to take revenge,” a source said. The three men roped in many others to form a terror cell to plan multiple attacks in India and abroad. “On interrogation the terrorists said that they had pent up anger as their people were tortured and atrocities were committed against their community all over the world,” said the source.Investigators added that the three were initially inspired by Islamic State (IS), but later shifted their ideological leaning to JeM. Special Commissioner of Police (special cell) Arvind Deep said that Sajid Ahmed, believed to be mastermind of the terror ring, was self-radicalised and propagated ideology which was in line with that of IS until he came in touch with a cyber-entity “Talha,” who the investigators believe is close to Jaish 'chief' Masood Azhar. Officials privy to the investigation said Sajid Ahmed came in touch with the other two accused, Sameer and Shakir Ansari, through a social networking site. They later communicated via secured communication systems like chat rooms. They had a Whatsapp group that included the nine other suspects detained for questioning by the Police, said the Police.Apart from data shared through Internet and an 8 GB pen drive recovered from the possession of the accused, the investigators are also scrutinising books that the three arrested men possessed.

Investigators interrogating the three youths arrested for alleged links with Jaish-e- Mohammed (JeM) on May 6, said the trios were shown videos pertaining to alleged atrocities against Muslims in Jammu and Kashmir, Muzaffarnagar and Iraq to induct them into the outfit and execute terror strikes in the national capital, reports Daily Excelsior. A senior Police official said prime accused Sajid had joined a social media page where he met a cyber entity ‘Talha’, believed to be close to JeM chief Maulana Masood Azhar, who is wanted by India in connection with 2001 Parliament attack case and the terror strike on Pathankot Indian Air Force (IAF) base in January. Once Sajid had roped in, the other two, Sameer Ahmed and Shakir Ansari, watched videos showing alleged atrocities against Muslims in Jammu and Kashmir, Muzaffarnagar and Iraq. The idea was to induct them into the outfit and plan serial blasts here, the official added.

Delhi Police's Special Cell released six people, detained for being linked with Jaish-e-Mohammed (JeM) May 8, reports The Times of India. A day before four others were also released. After questioning them for three days, Police said they found no evidence to show that the 10 were involved in plotting a terror strike. The youths, however, admitted to attending indoctrination sessions conducted by the prime accused, Sajid, sources claimed.Meanwhile, Police said evidence against three other youths arrested in the case became stronger after the Special Cell received a preliminary forensic report of the trio's mobile phones and Facebook accounts, which now confirms their links with Jaish functionaries. Sources said, according to the report, Sajid had uploaded a photo of Masood Azhar on Facebook and was also in touch with two Pakistan nationals, Rashid Aman and Sajjad Gori, who are known JeM operatives. Sajid had messaged Masood's brother Talha that he and another accused, Shaqir, wished to undergo arms training and wanted a visa to come to Pakistan. Talha did not reply, the sources said.However, sources added that two of the 10 youths are still under the scanner for calls and messages they exchanged with Sajid. All 10 are being counseled. The law of the land is being explained to them and they are being told how they were being fed a `doctored' version of the Quran and jihad (holy war) sources said. Police would keep them under surveillance, tracking their movements through manual and electronic means for the next one year, cops said. The 10 were picked up on May 4 and 5.

They will use the right interpretations from the Holy Quran to dissuade them from the jihad path. Last week, Police released 10 young men, accused of being Jaish-e-Mohammed (JeM) sympathizers. Their parents or guardians were asked to give undertakings ensuring that their wards will be on the “right path” henceforth. Last month at a meeting organised at Union Home Minister Rajnath Singh’s house, it was decided that the disaffected can be stopped from joining terror outfits like Islamic State (IS) only with the active participation of the Police and imams. “The Home Minister stated that all the Police chiefs will be informed that imams should be roped in to deradicalise the youngsters,” claimed Ilyasi, who was part of the meeting.

Police have put its social media monitoring labs on alert and sensitised its intelligence network particularly in communally sensitive districts in the wake of the IS propaganda. The 22-minute documentary, mostly in Arabic shows jihadists, supposedly from India, who have joined ISIS ranks threatening to "return" to "avenge killing of Muslims in India". Taking note of the video Union Home Minister (UHM) Rajnath Singh had said the Centre was taking all steps to tackle the issue. The cause of concern for the UP Police stems from recent arrest of at least two UP youths who were in touch with the IS through its social media network. While Shakir was arrested by Delhi Police on May 4 from Deoband in Saharanapur for his alleged links with banned terror outfit Jaish-e-Mohammed (JeM), Rizwan was picked up by the Mumbai Police from Kushinagar District in Uttar Pradesh on January 23."Their arrests have proved that ISIS and its subsidiaries are trying desperately for a foothold on India in general and UP in particular. This is a cause of serious concern, particularly when one finds young blood turning to world's top terror outfits," said a senior IPS officer. "The intelligence agencies are verifying if the video and its content are authentic but we have put our intelligence on alert," said Director General of Police (DGP) UP Javeed Ahmed. "We have put our social media labs on alert as well and will leave nothing to chance," he said. The above statement is a part of a report sent by the military intelligence to the state government of Punjab on 18 May, 2015. The report also claims that JeM is getting help from Pakistan's Inter Service Intelligence (ISI) and The Indian Mujahideen (IM).The report specifically mentions that the JeM 'commander' Awais Mohammed, who has been given the task of carrying out the attacks, is expected to visit Malaysia, from where he will obtain a fake Malaysian passport to enter India. Three new JeM 'offices' in Pakistan's Punjab and Khyber Pakhtunkhwa have been opened while the old ones in Kohat and Hazara are being revived, says the report.

The Interpol has put the photograph of Shahid Latief, 'chief handler' of the Pathankot (January 2, 2016) attackers, as `global terrorist' on its website alongside Jaish-e-Mohammad (JeM) 'chief' Maulana Masood Azhar and his brother Abdul Rauf following India's request for Red Corner Notice (RCN) against them, The Times of India reports on May 29. While Latief’s picture has been uploaded on the website for the first time, Maulana Masood Azhar's two photos also appear on the wanted list. There is no photo graph of Azhar's brother Abdul Rauf in the RCN request. After a red corner notice is issued, Pakistan and Interpol are now bound to arrest these persons on the basis of RCN notices. The request for RCN against four handlers - Azhar, Rauf, Latief and Kaashif Jaan -was sent to Interpol by National Investigation Agency (NIA) two weeks ago. The notice against Azhar and Latief says they are wanted by India, among other things, for "punishment for murder, attempt to murder, waging or attempting to wage war, or abetting waging of war against government of India, conspiracy to commit offences punishable by section 121of Indian Penal Code".
