The Communist Party of India-Maoist (CPI-Maoist) cadres attacked a Central Reserve Police Force (CRPF) camp, 18 kilometres from the Bijapur District headquarters, and set it ablaze in the night of September 5, reports Daily Bhaskar. The whole structure of the camp was destroyed in the fire and the loss is estimated to be somewhere around INR 5 million. According to Superintendent of Police R N Das, the camp, which was nearing completion, was being set up to relocate the 85th Battalion after the Supreme Court ruled that Security Force personnel must vacate school buildings, adds UNI. However, no trooper was there at the camp when the incident took place.

According to The Telegraph, the success of the intensified anti-Communist Party of India-Maoist (CPI-Maoist) drive in the Saranda forests in Jharkhand bordering Odisha has prompted the State Government to plan similar operations at other Maoist bastions in the State. Sources said the Saranda model of flushing out Maoists holed up in dense forests would be replicated in Districts such as Malkangiri and Koraput which share borders with Andhra Pradesh and Chhattisgarh. As in the case of Saranda, where the troopers of Odisha and Jharkhand have joined hands in the anti-Maoist drive, help from Andhra Pradesh and Chhattisgarh would be sought for similar joint initiatives in Koraput and Malkangiri where the Maoists appear to have entrenched themselves taking advantage of difficult terrain.

Two months after the Supreme Court held that the deployment of Special Police Officers (SPOs) in the fight against Naxalites [Left-Wing Extremists (LWEs)] was illegal, the Chhattisgarh Assembly on September 8 passed an Act authorising an “auxiliary armed force” to “assist security forces in dealing with Maoist/Naxal violence” and legalising existing SPOs by inducting them as members, reports Indian Express. The Chhattisgarh Auxiliary Armed Police Force Act came into force with retrospective effect from July 5, the day the apex court passed its order.

The Chhattisgarh Police on September 10 arrested two persons for allegedly channeling INR 1.5 million from the Essar industrial group to the Communist Party of India-Maoist (CPI-Maoist), The Times of India reports. According to Dantewada Superintendent of Police Ankit Garg, on interrogation, one of the arrested persons, identified as B.K. Lala, said the money was from the Essar group and intended for the Maoists. Sources said that Lala worked as a contractor for Essar, carrying out odd jobs and renting excavation equipment to the company. The other arrested person, identified as Lingaram Kodopi, was collecting the money on behalf of the Maoists.

The Times of India reports that the Central Reserve Police Force (CRPF) has earmarked 70 exclusive battalions for counter insurgency and Naxal (Left-Wing Extremist) operations which will be insulated from regular law and order duties performed by the force. Creation of two distinct units, one for undertaking operations and the other for performing duties like conduct of polls, etc, was recommended in the aftermath of the Naxal attack in Chhattisgarh's Dantewada District where 75 armed CRPF personnel and a State policeman were killed on April 6, 2010. "We have earmarked and created 70 battalions for counter-insurgency tasks. These battalions will never be used for other law and order duties and will follow a strict regime of training, deployment and performing their specific job," CRPF Director General K Vijay Kumar said.

"The Improvised Explosive Device was kept in a steel container and was defused in good time before any vehicle could pass over it," a senior Border Security Force officer said. The force had received a specific intelligence about a booby-trap following which an operation was launched to detect any such device and prevent a possible ambush by the Maoists, the officer added.

The body of G Surraiyya, the sarpanch of Potampalli, about 500 kilometres from Raipur, was found on a forest road. "Surraiyya was abducted by the Maoists on September 13 and killed with a sharp weapon. India Today reports that faced with consistent threats by terrorists in the North-East region, the Railways have started running bullet-proof engines for its goods trains as a pilot project in North-East Frontier Railways (NEFR) zone. A senior board official said: "Based on the inputs about the threat to the presence of rail personnel in these goods trains on particular route lines, the NEFR has recently started operating 33 goods trains with bullet-proof locomotives." The Railways is considering extending the pilot project to other terror-prone routes, particularly in Maoist-hit South-Eastern (West Bengal and Jharkhand) and South Central (Chhattisgarh) zones, where night operations are risky.
