Sunday Times reports that nominations for the Provincial Council elections in the East are to be called by the end of March 2008, after the completion of the local government polls there. Government sources said that President Rajapakse had instructed the Elections Commissioner to announce dates for nominations for the Eastern Provincial Council polls by the end of the month with the election date set for as early as April. The local council polls in the Batticaloa district are scheduled to be held on March 10.

The Thamil Makkal Viduthalai Pulikal (TMVP), a breakaway faction of the Liberation Tigers of Tamil Eelam (LTTE) on March 11 (today) won eight out of nine local councils while the ruling United People’s Freedom Alliance (UFPA) won the Batticaloa Municipal Council with 11 out of 19 seats, reports Colombo Page. Polling for the local body elections in Batticaloa went off peacefully on March 10, though there were some allegations of vote rigging, sources in the district said, adds IANS. There were nine political parties and 22 independent groups fielding 831 candidates for 101 posts in nine Pradeshiya Sabhas (local councils) and the Batticaloa town municipality. Founded by ‘Colonel’ Karuna in 2004, the TMVP now led by his deputy Pillaiyan contested the elections in alliance with the ruling Sri Lanka Freedom Party (SLFP). Political rivals had christened it the King's Party. Being the only armed group in the area, the TMVP is feared by the people of Batticaloa, reports reaching Colombo say. But in the run up to the current elections, it did not use the arms that it had. The campaign, at least in the final stages, was violence free, local sources said. However, the TMVP's rivals had bitterly complained of intimidation by overt as well as covert means over a long period. The pro-LTTE Tamil National Alliance (TNA) had been 'banned' by the TMVP. The opposition United National Party (UNP) had opted out of the elections saying that it was not going to be free and fair. On voting day, the Sri Lanka Muslim Congress (SLMC) had complained to the authorities of vote rigging by the TMVP. The elections had assumed importance because they were the first to be held after the Tamil areas of Batticaloa district were liberated from the clutches of the LTTE in mid 2007. The successful conclusion of the elections is expected to help the government in holding elections to an eastern provincial council. The northeast has not had provincial council elections since 1990.

President Mahinda Rajapakse on March 18 announced that democracy given to the people in the Eastern Province will soon be given to the North as well. Addressing the 101 newly elected local council members of Batticaloa district, the President said, "How many lives of our brethren have been sacrificed to fulfill someone else’s dream of Eelam? It is not like living under the gun point when you have the democracy; under democracy, the power is justice, but not the gun like under terrorism." He added, "With great determination I assure you, the freedom of democracy and the right to development that have been given to you will be granted to the people in the North in the near future. Future is for democracy, not for guns."

Speaking at a press conference, JVP leader Somawansa Amarasinghe said, "The government should disarm the group as it was bound to use weapons to win the elections through coercion and intimidation. If the government wants a free and fair poll, it should disarm the Pillayan group before holding the Provincial Council election in the East." He added that there is a threat from the LTTE on the TMVP but the security forces were capable of providing sufficient security to the group.
