On June 2, the Sri Lankan Prime Minister Wickremesinghe reportedly rejected the Liberation Tigers of Tamil Eelam’s (LTTE) demand for an Interim Administration outside the law and the Constitution of the land in the Tamil-speaking North Eastern Province (NEP). Another media report said that he has written to the Norwegian Foreign Minister, Jan Petersen, requesting the facilitators to arrange a dialogue with the LTTE, which would enable the Government to explain and clarify its proposals for an administrative mechanism for the NEP. As reported earlier, on May 30, the LTTE rejected the proposals pointing out that their participatory role in the proposal was not specified and too bureaucratic and inefficient.

According to media reports, on June 4, Liberation Tigers of Tamil Eelam (LTTE) chief peace negotiator Anton Balasingham wrote to Prime Minister Ranil Wickremesinghe rejecting the Government proposed apex body for the North-East development. However, he expressed willingness to resume talks on a draft framework for an interim administrative structure for the North-East Province (NEP). He also reportedly wrote that the group was "disappointed to note that you (Government) have not given a clear and precise response to our proposal but rather indicated, negatively that you could not act against the rules and laws of the land."

On June 4, the Ministry of Defence reportedly clarified that the Sri Lankan Army had lodged 18 cases against the Liberation Tigers of Tamil Eelam (LTTE) relating to killing of intelligence unit members to the Sri Lanka Monitoring Mission (SLMM). The clarification came in the wake of a report on May 29 that the Army Headquarters lodged only two such complaints. Meanwhile, the SLMM has claimed that the Army has reported only two such cases to it.

The group also rejected the Prime Minister's offer for a provincial administrative structure. "We are disappointed to note that the Prime Minister's statement does not offer anything new. The so-called provincial administrative structure' is the new name given to the Apex Council proposed by him for development and rejected by us as extremely limited and inadequate," the LTTE said. "While our leadership has proposed an Interim Administrative framework, a politico-administrative structure for the NEP with wider participation of the LTTE, the Government has offered a council with a structure and mechanism for the development of the region," it added. The Sri Lanka Monitoring Mission (SLMM) on June 27 released its investigation report on the June 14 incident when the Sri Lankan Navy (SLN) drowned a Liberation Tigers of Tamil Eelam (LTTE) vessel off the Mullaitivu coast. The report while indicating that the SLN was right in intercepting the LTTE supply vessel, added that the LTTE violated the UN Convention of the Law of the Sea (UNCLOS) by "not flying an appropriate flag and official, visible identification at the time of the incident". However, the SLMM has said that it was unable to conclusively determine what exactly happened, but the Navy had not violated the cease-fire agreement by intercepting the LTTE vessel, it added. The Mission has also recommended that the Government and LTTE "should as soon as possible" reach an agreement on measures to prevent such clashes at sea. Further, the report also added that there was no evidence of the LTTE sea cadres’ crew being under the custody of the SLN.
