Liberation Tigers of Tamil Eelam (LTTE) ideologue and chief negotiator in the peace talks with the government Anton Balasingham, met with LTTE chief Prabhakaran at an undisclosed Anton Balasingham met with LTTE leader V. Pirapaharan at an undisclosed location in Mullaitivu region, on March 2. The two discussed the political situation in the island, the progress of peace talks and issues that would be discussed at the forthcoming round of talks in Japan, reports said. Balasingham arrived from London via Colombo and was received in Kilinochchi by the heads of the various wings of the LTTE. Balasingham is due to meet with the Sri Lanka Monitoring Mission (SLMM) incoming chief Tryggve Tellefsen and outgoing head Trond Furuhovde, on March 3. On March 14, he will meet with Norwegian Foreign Minister Jan Petersen, reports added.

New chief of the Sri Lanka Monitoring Mission Maj. Gen. (Retd.) Tryggve Tellefsen met with Liberation Tigers of Tamil Eelam (LTTE) senior commander Col. Karuna, in Karadiyanaru, Batticaloa district, on March 4, reports said. LTTE Batticaloa-Ampara special commander T. Ramesh and other LTTE representatives, besides SLMM Batticaloa district head Heikki Hulkkonen and other SLMM members participated in the meeting. The LTTE and the SLMM discussed the cease-fire agreement and its implementation. After the meeting, Tellefsen visited the 53-3 brigade of the Sri Lanka Army and held extensive discussions with brigade commander Rajitha de Silva, reports added.

The Defence Ministry has identified 38 villages in Vavuniya for resettling internally displaced persons (IDPs) outside the high security zone in those villages, the state-run Daily News said today, March 10. The process will be completed and resettlement would commence this week, after the areas are certified as being free of landmines. An estimated 1,000 families would resettle in these villages, including in Thandikulam, Neerveli, Pannilar and Puliyankulam. Government Agent Ganesh was quoted as saying, "This will be a slow process as the government should ensure that these people are provided their basic facilities and that their lands are free of mines".

Two other opposition parties––the Lanka Sama Samaja Party (LSSP) and the Communist Party––did not participate in the joint opposition demonstration, reports said. The LTTE confirmed the deaths of its cadres and that its vessel was sunk, but said it was a merchant vessel. Three sailors and an officer of the SLN were injured in the incident. The Defence Ministry said the SLN had "credible information… that an LTTE vessel carrying warlike material was approaching the Mullaitivu coast with the aim of unloading weapons at mid sea into small boats". The LTTE vessel carried no flag or name and had failed to convince the commander of SLNS Sayura "that it did not pose a serious threat to the national security". Even as the LTTE cadres fired at Sayura injuring SLN personnel and damaging its control room, the later retaliated "for the purpose of protecting vital interests involving the country's sovereignty and territorial integrity. A 20-member delegation of the Liberation Tigers of Tamil Eelam’s (LTTE) political affairs committee left Killinochchi, on March 30, on a visit to Nordic countries to study aspects of federalism, constitutional framework and administrative structures employed there, the LTTE peace secretariat was quoted as saying. Earlier in 1990, the Liberation Tigers of Tamil Eelam (LTTE) laid siege to the garrison in August and captured it September. The SLA at the time retreated to Mandaithivu, south of Jaffna. The LTTE holds that the Fort symbolises more than 300 hundred years of Tamil enslavement to foreign powers. The Portuguese originally built a Fort at this site on a smaller scale in early 17th century. The LTTE fears that, once completed, the work at the fort would increase the defences of the Army and make difficult any future onslaught.

President Chandrika Kumaratunga assured Colombo-based foreign diplomats on March 31 that the peace process would continue, irrespective of which political party was in government. She assured all the people of Sri Lanka, including the Liberation Tigers of Tamil Eelam (LTTE), that the process of seeking a peaceful resolution to the protracted ethnic conflict will continue ‘without a pause’. She urged the international community to exert all its influence to ensure that the rule of law prevailed and the fundamental rights of the people safeguarded. The President was indirectly asking the international community to prevail upon the LTTE and ensure that it respected the fundamental rights of the other communities.
