Nations General Assembly (UNGA) President Miroslav Lajcák has cited Sri Lanka as a successful example of how civil society could collaborate with the government on peace building, reports Daily Mirror on May 2. He has made reference to Sri Lanka’s peace building efforts during both the opening and closing remarks of the high level meeting on Peace Building and Sustaining Peace which was held at the UN Headquarters from April 24-26. President Lajcák cited the work of Mrs. Vishaka Dharmadasa, as an example of how an individual can contribute to a country’s peace building initiatives. He also cited an example of how Sri Lanka’s civil society made a contribution to the GoSL efforts on drafting a reconciliation and peace building programme for the country.

Four Sri Lanka Freedom Party (SLFP) Members of Parliament (MPs) who were appointed by President Maithripala Sirisena through the national list after they were defeated at the general election in 2015 and are sitting in the opposition, have been asked to resign from their MP posts, reports Colombo Page on May 9. Attorney Rajika Kodituwakku, President's Coordinating Secretary said, the President appointed Dilan Perera, SB Dissanayake, Lakshman Yapa Abeywardena and Thilanga Sumathipala, who were defeated in the General Election in 2015, on the belief that they would work according to his ideology and if they cannot be with the President's ideology, they should resign and hand over their slots to the President. Then the President will be able to appoint a group of people who respect the President's ideology, Kodituwakku said addressing a media briefing held at the SLFP headquarters.

Attorney Rajika Kodituwakku, President's Coordinating Secretary said, the President appointed Dilan Perera, SB Dissanayake, Lakshman Yapa Abeywardena and Thilanga Sumathipala, who were defeated in the General Election in 2015, on the belief that they would work according to his ideology and if they cannot be with the President's ideology, they should resign and hand over their slots to the President. Mark Field, Minister of State for Asia and the Pacific told British Parliament that he met Foreign Minister Tilak Marapana in the margins of the Commonwealth Heads of Government Meeting in London and discussed about the progress achieved by Sri Lanka. “I met Minister Marapana on April 18. We discussed the progress made by Sri Lanka against its international commitments. I set out the British Government's view that there is much remaining to be done and we have been disappointed by the pace of change,” he said. He said there was limited progress on Human Rights in Sri Lanka and Sri Lanka remained a Human Rights Priority Country for the British Government.

The Office on Missing Persons (OMP) is launching a series of regional-level public consultations, commencing in Mannar on May 12, reports Colombo Page on May 11. The consultations are a vital step in the process to operationalise the functions of the OMP in its search for missing and disappeared persons, the Chairman of the OMP attorney Saliya Peiris said in a statement. Consultations will be held with the families of missing and disappeared persons, activists, professionals and organizations working on the issue. Within the next few weeks, the OMP will visit the districts of Matara, Trincomalee, Mullaitivu, Kandy, Kilinochchi, Jaffna, Batticaloa and Ampara. The visits are included in the first phase of tours planned by the office. The purpose of these meetings will be to share the OMP’s organizational plan and strategies, as they currently stand, in order to hear public views and incorporate suggestions on measures and processes.

Army has agreed to further release 522 acres of private lands in the Northern and Eastern Provinces to resettle the displaced community presently living in the welfare centers or in the residences of their friends and relatives, reports Colombo Page on May 13. The Government has already released 4,992.84 acres of private and government lands in the Northern and Eastern Provinces used by the three forces during the conflict situation. The land that are not further needed, have already been released to their original owners with the consent of the Ministry of Defense. The Minister of Finance and Mass Media Mangala Samaraweera and Minister of Resettlement, Rehabilitation, Northern Development & Hindu Religious Affairs D.M. Swaminathan have jointly proposed allocating Rs. 866.71 million to the Sri Lanka Army to relocate the army camps presently existing in the private lands. Sri Lanka's three-decade long war with the LTTE came to an end on 18 May 2009 with the elimination of most of the LTTE leadership. According to the HRW, the Government's victory, however, had come at the cost of serious violations of the laws of war by both sides. The Office on Missing Persons (OMP) on May 29 expressed optimism to establish several regional offices within next the six months, reports Daily Mirror. The OMP earlier announced its plan to establish 12 regional offices, eight in the North and East, and four in the rest of the country, in order to expand its services and to receive information and complaints about the missing. OMP Chairman Saliya Pieris PC said if all the processes were completed smoothly, they would be able to establish not one but more regional offices in the coming months. “Most likely, the first set of regional offices would be set up in the North,” he told. The regional offices would be established in Jaffna, Kilinochchi, Mannar, Batticaloa, Trincomalee, Ampara, Mullaitivu, Vavuniya, Matara, Kurunegala, Moneragala and Kandy.

The Joint Opposition unanimously decided on May 30 to oppose the 20th Amendment to the Constitution proposed by the Janatha Vimukthi Peramuna (JVP) to abolish the Executive Presidency, reports Daily Mirror. These discussions took place when they met former President Mahinda Rajapaksa. Initially, there were differences of opinion. However, they reached a consensus that they should oppose the move undertaken by the JVP. They took the position that the constitution should not be amended in such a piecemeal manner. While claiming that the International community could not be a spectator anymore with regard to Sri Lanka, Leader of the Opposition and the Tamil National Alliance (TNA) R. Sampanthan on May 30 said if the Government continued to fail in its commitments, the International Community must clearly state its position on follow up mechanisms to safeguard the victims and ensure non-recurrence of the past, reports Daily Mirror. He told this during a meeting with the visiting United States House of Representatives Armed Services Committee Delegation led by McClellan Thornberry in Colombo. “We are unhappy about the way the country is progressing. The majority of the people in this country were willing to address the national issue once and for all. What is lacking is that the courage from the Sinhala leaders to go out to the people and explicitly tells them on the need for a new Constitution and the benefits of framing a new Constitution. Some Sinhala political leaders are trying to satisfy the hardliners than being just and equal to all people in this country, they cannot go on this path forever, it will only end up in history being repeated. Especially the President and the Prime Minister must go to the Sinhala people and genuinely explain the need for a new Constitution. Since 1988 every successive Government and President have made several attempts to change the present Constitution, therefore, this should not be a difficult task for the majority of Sinhala people to understand,” he said.

Chairperson of Human Rights Commission of Sri Lanka (HRCSL) Dr. Deepika Udugama on May 31 said that the Prevention of Terrorism Act (PTA) should be abolished in order to prevent violations of citizen’s human rights without posing any threat to national security, reports Daily Mirror. She said that it was the Commission’s preliminary recommendation to the Government to abolish the PTA Act, since it was observed that the human rights were heavily violated via the Act throughout the past decades. “It does not mean that we should not take adequate laws and regulations for the sake of the national security. But such rules should be drafted in accordance with to protect the human rights.
