A "martyrs' prayer event" was held at Toronto in Canada in the night of March 2 in the honour of the two Liberation Tigers of Tamil Eelam (LTTE) pilots killed during the failed suicide air attack on the Sri Lankan capital Colombo on February 20, reports National Post. The Royal Canadian Mountain Police (RCMP) and Toronto Police officer showed up with video cameras and filmed as the LTTE flag was raised and several hundred people laid flowers at a makeshift shrine to the dead militants. Toronto is home to the world's largest population of Sri Lankan Tamils and many are reportedly sympathetic to the LTTE. The RCMP has said the city has become a lucrative fundraising base for the LTTE.

The Criminal Investigations Division (CID) arrested a high ranking member of the Liberation Tigers of Tamil Eelam's (LTTE) international finance wing, the State-owned radio reported, according to Colombo Page. The CID arrested the suspect, who arrived in the country from Geneva in Switzerland on January 10, 2010, while hiding in a house at Pallidora road in Dehiwala area in Colombo. The CID claimed the suspect has arrived in the country to look into the business enterprises owned by the outfit. Reportedly the suspect has obtained a passport and visa after producing false information to the immigration and emigration controller. Reports indicate that the LTTE received funds nearing 300 million dollars a year from its overseas network.

In its manifesto for the April 8 general election, the TNA has sought federal solution based on shared sovereignty while reiterating its position on the right to self-determination. The stated position of the TNA on Eelam has been that it has never articulated the demand. In its election manifesto, the TNA also demanded re-merger of northern and eastern provinces. Under the amended Constitution of the nation, any party advocating secession would be disqualified from Parliament.

This ruling was made in the case of “R” who joined the LTTE in 1992, at the age of 10. “R” occupied various positions until, at the age of 18. He was ‘appointed’ to lead a mobile unit transporting members of the intelligence division through the jungles to Colombo. He also acted as chief security guard to the leader of the intelligence division and second in command of the combat unit of the intelligence division. In October 2006, he was sent under cover to Colombo to await further instructions but two months later he discovered that the Sri Lankan Government was aware of his presence in the capital. Then he fled to Britain and claimed asylum on the basis that if he returned to Sri Lanka he would face mistreatment due to his race and LTTE membership. The application was refused, saying there were grounds for considering that he had committed war crimes.

Tamil National Alliance (TNA) highlights the “dangers” arising from the post-war influx of Sinhalese into the predominently Tamil Jaffna peninsula and the Wanni by drawing attention to the construction of permament Sri Lankan Army camps in the in the region, reports Express Buzz. Suresh Premachandran, who is contesting from Jaffna District, said that the construction of permanent camps meant the transformation of the existing camps into family stations, which in turn, would mean a great increase in the population of the Sinhalese. This fear stems from the fact that the Sri Lankan Army is almost exclusively Sinhalese. “The army has about 40,000 troops now in the Wanni.Very soon, the troops’ families will join them. Once a permanent settlement comes up, infrastructural facilities like Sinhalese schools and Buddhist temples will come up, and the ethno-cultural character of the Wanni will change,” Premachandran said. Tamil nationalists point out that the predominantly Tamil Wanni has been substantially denuded of Tamils by the war, which had gone on for 30 years. The existing Tamil population has been impoverished by the war, especially in the last two years of it. Further, C. Sridharan, another TNA candidate in Jaffna, is quoted by Sudar Oli daily as saying that the Army is constructing 4,000 family quarters at Kokkavil. There would soon be at least 8000 school going Sinhalese children, for whom Sinhalese schools would have to be opened, he said. “Similar family stations will come up in Iyakkachchi, Palai and Jaffna,” he warned.

The military spokesman Major General Prasad Samarasinghe said that the de-mining process in the northern region is nearing completion, reports Colombo Page. Both sides of the A-9, B-69, B-35 routes in Mullaitivu and Mannar Districts, Kokavil, Kilinochchi, and Muhamalai to Paranthan have been cleared, Major General Samarasinghe said. According to Samarasinghe already 183,219 Internally Displaced Persons (IDPs) have been resettled in their own villages after their land was cleared of landmines. Another 84,700 are to be resettled as soon as the de-mining is complete. Some 29,000 IDPs have gone out with permission and 54,000 remain in the camps. The spokesman also said in recent times 480 civilians have been injured due to landmine explosions.

The British House of Commons said in retrospect that it regrets UK arms exports to Sri Lanka during the fragile ceasefire period and suggests that the UK Government should take a "longer term view about unstable countries" when exporting arms as where the weapons end up and how they would be used become important, reports Colombo Page. A report, released on March 30 by the Committee on Arms Export Controls of the British House of Commons, welcomed the review and subsequent revocation of nine extant licenses for Military exports to Sri Lanka. The report says the UK Government revoked a number of extant export licenses "in the light of changed circumstances." The licenses were for replacement components for military utility helicopters and Military telecommunications equipment. Ian Lucas, the Minister for Business and Regulatory Reform, has confirmed in December 2009 that all licenses, from 2004 had been reviewed and the UK Government had not supplied any helicopters or airframes to the Sri Lankan Air Force. The UK however, had supplied helicopter components for Sri Lankan transport helicopters and the Minister has said that based on the available information during the final stages of the conflict, Sri Lanka has used those helicopters for medical evacuation, logistical support, re-supply and other humanitarian purposes.

An Australian court has released three persons, who were charged with sending funds to the Liberation Tigers of Tamil Eelam (LTTE) after pleading guilty to their charges, reports Colombo Page. Three Tamil persons, Aruran Vinayagamoorthy, Sivarajah Yathavan, and Arumugum Rajeevan, pleaded guilty to providing over USD 1 million to the LTTE outfit between 2002 and 2005. They were arrested in 2007 by the Australian Federal Police following a two-year investigation. The trio was earlier charged with the terrorism but the Australian prosecutors in 2009 withdrew all terrorism charges against the three LTTE supporters. The men pleaded guilty in December 2009 to a lesser charge of providing funds to a terrorist organization. Although LTTE is not banned in Australia, under the charter of the United Nations Act, Australian federal law makes it a criminal offence to funds to a terrorist organization banned either by the UN or by the Australian Government. However, Vinayagamoorthy also pleaded guilty to providing electronic equipment, including radio transmitters, used in bomb attacks in Sri Lanka. Justice Paul Coghlan of Victorian Supreme Court on March 31 accepted the guilty pleas and sentenced Vinayagamoorthy to two years in jail but released him on a good behaviour bond for four years. Justice Coghlan sentenced Yathavan and Rajeevan to one year in jail and released on a good behaviour bond for three years.

Addressing a press conference yesterday, the IGP said all arrangements have been finalized to provide security for the parliamentary polls throughout the country including in the North and East.
