Police said here that the Naxals stormed the police station, beat up the staff on duty and snatched a good number of rifles and Rs. 8000 that was kept in the locker. Investigators suspect that the main target of the LTTE was Deputy Defence Minister General Anuruddha Ratwatte, who was to travel back home from Parliament. Besides, two Tiger cadres were also killed and another suicide cadre blasted himself in Colombo in the incident. It is still not known how many of them were involved in the incident. Following the explosion, 28 persons including eight policemen were killed and 74 persons were injured. The Army had recovered five rocket propelled grenade launchers, five T-56 weapons and grenade shells from the incident area. A top-level joint Army-Police investigation has been launched.

Replying to a question in the State Assembly on March 17, Manipur Chief Minister W Nipamacha Singh said that the government will consider the possibility of announcing a cease-fire in the State so as to bring all the 19 insurgent groups operating in the State to the negotiating table. He, however, added that the process would take time as the groundwork for the cease-fire was yet to be done. Nipamacha Singh also disclosed that an informal meeting with the Mizoram Chief Minister has been held “to contain the insurgency movement in the State” He added that the Assam Chief Minister will also be approached soon for coordinating anti-insurgency operations. Answering a barrage of questions Nipamacha Singh asserted that the process for negotiation would take sometime as the number of insurgent groups in the State was quite large. He revealed that despite government feelers, none of the groups had so far responded. The incident occurred when 40 to 50 heavily armed militants descended upon Chatisinghpura village in Anantnag district at around 9 pm (IST) and called out members of Sikh families, police said. Male members were separated and shot at. While 34 died on the spot, one person died in an Ananatnag hospital and another was referred to Srinagar hospital with serious injuries. This is the first time that the Sikh community has been targeted in the decade long militancy. The militants were dressed in camouflage uniforms. The incident is viewed as part of the ethnic cleansing efforts of militant groups and intended to provoke a communal backlash in other parts of the country.

He is reported to have assured the family that a search for the hijackers is on and they would be nabbed and brought to justice soon. Security agencies are expecting a recurrence of attacks on security installations in Jammu and Kashmir and minorities during the current South Asia tour of US President Bill Clinton. The Lashkar-e-Toiba which was involved in the March 20 Sikh massacre has been directed by its Pakistan based mentors to kill at least 100 minority community members during Mr Clinton’s visit. Besides this, the group's top leader in Kashmir, Abu Zaid has also been directed to intensify attacks on security installations in an attempt to draw world attention to the Kashmir issue. The arrested militants who belong to (Peoples Liberation Army) PLA,(Peoples Revolutionary of Kangleipak) PREPAK and(United National Liberation Front) UNLF of Manipur also disclosed that the Myanmarese army had destroyed the National Socialist Council of Nagaland – Khaplang [NSCN (K)] central headquarters and begun proceeding towards the general headquarters (GHQ) of the militant outfit. The attack on the GHQ has also forced the chairman of NSCN (K), S.S. Khaplang, to seek refuge in the jungles. Some of the fleeing cadres have managed to enter Nagaland while most of the fleeing militants, mostly (United Liberation Front of Assam) ULFA and NSCN (K) cadres are believed to have sneaked into parts of Arunachal Pradesh and Nagaland. The actions of the Myanmarese army comes as a sequel to a series of bilateral discussions between India and Myanmar, where it was agreed to share intelligence to curb cross-border militancy, drug peddling, smuggling and maintain proper border management. Within Nagaland, the Tuensang district has witnessed fierce factional feuds between both the factions of NSCN, which had claimed 43 lives in 1999. In the past three months, 10 factional clashes have caused deaths in the district. The battle between the Khaplang and Isaac Muivah factions of NSCN in the district is aimed at achieving full control over the region, which borders Myanmar.

Nine officers and 94 soldiers have been wounded in the battle. 172 soldiers are reported to have received minor injuries in the Wathirayan battle alone. The Ministry claimed that the LTTE has suffered over 150 casualties so far, though the precise figure would be known only after the fighting and clean-up operations end. The LTTE claims that only eleven cadres were killed, including three holding the rank of Lieutenant. Meanwhile, security forces pulled back from the Manmunai base, ostensibly as part of redeployment to strengthen positions north of Chempiyanpattu after they came under an LTTE attack on March 27. Tiger sources claim that the LTTE has run over the base. The army admitted that three artillery guns at the Manmunai detachment were damaged due to heavy LTTE fire and that they pulled back to the Palaly camp. According to the army, an armoured tank used by Tigers (believed to have been captured from the Indian Peace Keeping Force [IPKF]) was destroyed. After losing control over the Palaly area in the Elephant Pass sector for six hours, the army announced that troops were able to recapture the area. Speaking in Parliament on March 28, Nepal said, “The state and NC and their activists are the reason for the increasing number of Maoist rebels and their activities. When people fail to find justice from the government are instead suppressed by it, they turn to other options.” He cited the case of a rapist who was released by the police as a result of “political protection from NC leaders”, despite the repeated pleas of villagers. The issue was subsequently settled by the Maoists, who ‘punished’ the culprit. Nepal added that the rebels were using the flaws and failures of the government as the basis to enhance support and sympathy for their campaign. Madhav Kumar Nepal also stressed the need for the government to pay serious attention to resolving the Bhutanese refugee problem and addressing various serious issues like Kalapani, border related matters and the issues of domicile Nepalese.

Ground troops estimate that over 150 LTTE rebels were killed as the guerrillas tried to push north of Elephant Pass. However, the LTTE's underground Voice of Tigers radio in its broadcast said only 16 of their cadres were killed. The Voice of Tigers gave the names of the 16 cadres and said two of them were women fighters. Local residents said that at least five civilians were killed and about 30 wounded when they were caught up in the fighting which erupted, on March 27, with a multi-pronged rebel assault. The LTTE also said they had stormed the military garrison at Pallai and destroyed its main artillery base, while making advances toward Thalaiyadi. The LTTE have failed to retake the Jaffna peninsula in recent months after attacks on the Elephant Pass base. The Defence Ministry did not give a death toll for March 29's fighting. The rebels' clandestine radio, monitored from northern Sri Lanka, on March 29, said 19 guerrillas had been killed in the fighting around Elephant Pass. In an interview with Sri Lanka’s Sunday Observer, on March 30, President Chandrika Kumaratunga described as 'satisfactory' the pace of the talks between the People's Alliance (PA)––the ruling coalition, and the Opposition United National Party on constitutional reforms. She said that the present phase of the talks would be concluded by mid-May. 'The discussions are going on slowly but progressing. We have got down to brass tacks,' said. She also hinted that the frequency and duration of the talks might be increased to keep the deadline. Kumaratunga had said that the only obstacle in the way of bringing about a new Constitution, as mandated to the PA, was the present Constitution itself. Even now, 12 of the 14 political parties represented in Parliament had agreed on the new Constitution. However, since the PA believed in 'consensual rather than conflictual government' it had decided to seek the cooperation of the UNP as the main Opposition party 'as much as we can' to bring about a consensus. The President has described as discouraging LTTE ideologue Anton Balasingham’s recent interview and said that the LTTE had not given up its ' usual conflictual manner of attacking democratic parties'. On the question of de-escalation of the conflict, Kumaratunga said that she would not allow the withdrawal of troops 'even if I am killed'. 'However as and when the talks with the LTTE progress, a de-escalation could be considered.

The issue has assumed urgency since the training course initiated by the State government for the first batch of surrendered militants of the United Liberation Front of Assam (SULFA) expires in May 2000, and the Centre is yet to come out with any package to absorb them. The State's Home Secretary has rushed to the Ministry of Home Affairs to plead its case, as failure of the government to absorb them would render the initiatives taken by the State meaningless and provide an opportunity for resurgence of militancy in the State. A similar surrender package offered by the Meghalaya government has failed to evoke any response from the militant groups operating in the State. This was stated by Chief Minister E K Mawlong while replying to a question in the State Assembly, on March 31. According to the Chief Minister, not a single militant in the State has so far surrendered under the scheme for surrender-cum-rehabilitation announced by the government in September 1999.
