A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Sadho alias Sadho Hembram, was arrested by Police from his house under Arki Police Station area in Khunti District of Jharkhand on July 1, reports The Avenue Mail. During this, 45 pieces of Maoist posters and a banner were recovered from the house. A bike was also seized. Sub-Divisional Police Officer (SDPO) Varun Rajak said that a total of three cases are registered against him in Arki police station. In which there is also a case of murder. In which he is accused of murder in the case registered on 22 December 2023. Sado Hembram is also accused of murder. He was involved in the murder of Jeevan Hembram in Bohanda of Arki police station area on 22 December 2023.

Director General of Police (DGP) R R Swain said on July 1 that the Bhartiya Nyaya Sanhita provides a clear Legal Mandate to tackle cross-border terrorism in Jammu and Kashmir (J&K), reports Daily Excelsior. He stated, “We are deeply aware that the responsibility now lies with us to ensure these reforms achieve their full potential. It casts an onerous responsibility on the J&K Police, which have been fighting terrorism for the last 35 years, depleting our core investigative foundation…The new laws demand more from our existing resources, requiring the strengthening of our verticals, primarily through embedding Law Officers in our core investigative framework. We have requested the Home Department to strengthen us with 321 Law Officers at various levels”. He stressed the importance of maintaining public peace and security to enable effective law enforcement and outlined measures such as enhanced training for investigating officers and the deployment of CCTV technology for real-time monitoring.

Barwadih Sub-Divisional Police Officer (SDPO) Venkatesh Prasad said that the Maoists were engaged in extortion. Police seized two country-made pistols, eight cartridges, a mobile phone, and three motorcycles from their possession. JJMP is a splinter group of Communist Party of India-Maoist (CPI-Maoist).

On July 1, two judicial tribunals, presided over by Justice Sachin Datta of the Delhi High Court, upheld the Indian government's decision to designate two Jammu and Kashmir-based pro-Pakistan groups, including Tehreek-e-Hurriyat led (TeH) by Syed Ali Shah Geelani, and Muslim League Jammu Kashmir (Masarat Alam faction) (MLJK-MA) as banned organisations, reports Daily Excelsior. Earlier, the confirmation of the ban on Tehreek-e-Hurriyat, under the Unlawful Activities (Prevention) Act (UAPA) was issued on June 22, 2024. Separately, the Union Ministry of Home Affairs (UMHA) announced the outlawing of Muslim League Jammu Kashmir (Masarat Alam faction) on December 27, 2023, with the tribunal convened on January 15, 2024, also confirming the ban on June 22, 2024.

Six Communist Party of India-Maoist (CPI-Maoist) ‘militia’ (people’s army of the Maoists) members, were arrested amidst a police vehicle inspection at Kothapalli crossroad, fleeing with explosive materials in tow in Mulugu District of Telangana on July 1, reports devdiscourse.com. Upon interrogation, the arrestees admitted to their longstanding involvement with the CPI-Maoist. They were reportedly on a mission, instructed by Maoist leaders, to plant explosives aimed at both police personnel and civilians, ostensibly to deter their entry into forested zones. Authorities confiscated a trove of materials, including gelatin sticks, batteries, detonators, wires, and revolutionary literature, from their possession. The identities of the arrested ‘militia’ are yet to be ascertained.

A total of 197 missing persons cases were submitted to the Commission of Inquiry on Enforced Disappearances (COIOED) in the first half of the year, according to a report released on July 1, reports Dawn. The commission was set up in 2011 to trace the missing persons and fix responsibility on the individuals or organisations responsible. The report showed that 226 cases were disposed of in the first six months of 2023. The commission said that the total number of cases received up till June 30 was 10,285 while 8,015 cases were disposed of with a total of 6,464 people traced so far and 1,551 cases disposed of. The report added that 2,270 cases were left while 4,514 were returned home, 1,002 were present in internment centres, 671 were in prisons and 277 found dead. It said 47 cases were received in June and 28 were disposed of with 13 of them unrelated to enforced disappearances, nine returned to their homes, three were confined in internment centres, two were confined in jails and one person’s dead body was found.

During the second quarter of 2024, the country witnessed 380 violence-linked fatalities and 220 injuries among civilians, security personnel, and outlaws, resulting from as many as 240 incidents of terror attacks and counter-terror operations, Dawn reported on July 1 quoting the report released by Centre for Research and Security Studies (CRSS). Khyber Pakhtunkhwa and Balochistan provinces were the epicentres of violence, accounting for nearly 92pc of all fatalities and 87pc of attacks (including incidents of terrorism and operations) during this period. The report claimed that the violence and casualty rates across the country plummeted in the second quarter and the country experienced a 12pc reduction in overall violence, with 380 fatalities recorded compared to 432 in the first quarter. The most notable improvement was seen in Balochistan, where violence decreased by 46pc, with fatalities falling from 178 in the first quarter to 96 in the second quarter of this year. However, Punjab and KP experienced a surge in violence, with an increase of 13 and 31 fatalities, respectively, compared to the previous quarter. The report said that civilians, Government officials, and security personnel suffered 62pc of all fatalities, significantly higher than the 38pc fatal losses among outlaws. Among the civilian fatalities, there were 24 workers who were targeted in Balochistan and KP due to their ethnic identities in addition to four coal miners and two polio workers. As many as 11 people lost their lives due to sectarian violence. Police and Army personnel became frequent targets of terrorist attacks. There were two DSPs among the police officials who lost their lives while 31 cops were also victims of violence. Nearly 65 soldiers including an army captain lost their lives while a former brigadier, Ameer Hamza, also got fatally ambushed by unidentified attackers.

Pakistan and the Afghan Taliban held crucial talks, first in several months, in the Qatari capital as part of the latest push to iron out their differences on TTP. Durrani and Mujahid were leading their countries' respective delegations. According to data released by an Islamabad-based think-tank, Pakistan Institute for Conflict and Security Studies (PICSS), militants carried out 69 attacks across the country in the month of June, Dawn reported on July 2. These attacks resulted in 60 deaths, including 33 Security Forces (SFs) personnel, 26 civilians, and one militant. Additionally, 65 people were injured: 33 civilians, 31 SF personnel, and one militant. Compared to May, there was a 20 per cent decline in militant attacks, a 33 per cent decrease in resultant deaths, and a 25 per cent decrease in injuries. The month of June also witnessed the arrest of Tehreek-e-Taliban Pakistan (TTP) top ‘commander’ Nasrullah alias Maulvi Mansoor, a member of the TTP’s Shura. The data shows that Khyber Pakhtunkhwa (KP) remained the most affected province, followed by Balochistan. In KP, militants carried out 27 attacks, resulting in 21 deaths, including 15 SF personnel and five civilians, while 18 people were injured, including nine civilians, eight SF personnel, and one militant. Militants also kidnapped five people, highlighting a rising trend in kidnapping in the province. In tribal Districts of KP (erstwhile FATA), militants carried out 28 attacks, resulting in 30 deaths, including 18 civilians and 12 SF personnel, and 28 injuries, including 16 SFs personnel and 12 civilians. Balochistan witnessed 11 attacks, resulting in six deaths, including four SF personnel and two civilians, while 14 people were injured, including eight civilians and six SF personnel. Insurgents also kidnapped 10 people from Balochistan, three of them were later released. Balochistan recorded a 52 per cent decline in militant attacks, an 80 per cent decline in resultant deaths, and a 69 per cent decline in injuries in June, which is significant in the context of the prevailing security situation. Punjab and Sindh also saw improvement in security, with the former witnessing one and the latter two militant attacks, resulting in one death in Punjab and two in Sindh.

The statement was an outcome of a denial of a writ of habeas corpus filed by Rana in May, 2024 challenging the US District Court’s order in California which acceded with the request of the US government that he be extradited to India. Bajaur District Police Officer Sajjad Ahmad said that the former senator was on the way to a by-election campaign in Damadola when he was attacked. Hidayatullah, brother of ex-Governor Khyber Pakhtunkhwa, Engineer Shaukatullah Khan, was in Damadola to support his nephew Najibullah's election campaign for PK 22 in the upcoming by-election on July 11. The other deceased were identified as Malik Irfan, Nazaruddin, Yar Muhammad, and Samiur Rehman. No one had claimed responsibility for the attack as of yet.

The Islamabad High Court (IHC) criticised the Government on July 3 over its handling of enforced disappearances, questioning who would come to a country where people are vanishing, reports The Express Tribune. IHC's Judge Miangul Hasan Aurangzeb presided over the hearing regarding the recovery of missing person Atiq-ur-Rehman, a resident of Abbottabad who has been missing for 20 years. The petitioner, Hajra Bibi, requested the court to enforce the production order issued by the Commission of Inquiry on Enforced Disappearances. “You can do it a hundred times in ordinary cases, but in such cases, we are under great pressure. What kind of commission is this?” Justice Aurangzeb said, addressing the commission officials. The officials informed the court that the case had been pending in the Supreme Court (SC) since 2007. The court questioned why contempt of court proceedings had not been initiated for non-compliance with the production order. The officials responded that contempt of court applies to individuals, not institutions. Irked by the response, “I want to see the government's position. Is it that those we take will remain taken? Is it the government's position that those who die will remain dead, and those alive will remain alive? People are disappearing in Pakistan. Who will come here?" Justice Aurangzeb remarked.
