Eight persons, including two activists of the Muttahida Qaumi Movement-Altaf Hussain (MQM-A), were shot dead by unidentified terrorists in two separate attacks in the Liaquatabad and Azizabad areas of Karachi on September 2. The first incident occurred in the early hours of the day when two MQM-A cadres were shot dead by unidentified assailants near the Sindh Government Hospital in Liaquatabad. Reportedly, 45 minutes after their burial, unidentified terrorists targeted a gathering of mourners near the Azizabad area. The News has indicated that six persons, including a prayer leader, were shot dead in this incident. Official sources have linked the two incidents and suspect that the same group of terrorists carried out both the attacks.

The Sindh Government has banned the entry of 67 North West Frontier Province (NWFP) clerics for the next 90 days. An official notification said that the ban was imposed because the entry of these leaders could adversely affect the law and order in the province. NWFP Jamaat-e-Islami (JeI) deputy chief Hakeem Abdul Waheed is among the 67 clerics. Commenting on the ban, Waheed said "My speeches have never inflamed sectarianism. I have never been banned from any part of the country."

A bomb explosion was reported on September 19 at the tenth floor of a high-rise commercial complex at Shahrah-e-Faisal in Karachi. However, there were no casualties. The 11-storey Kawish Crown Plaza is allegedly owned by the Karachi-based underworld don Dawood Ibrahim, an accused in the 1993 serial bomb blasts in the Indian city of Mumbai. The raids occurred at the Jamia Abi Bakar and Madrasa Dar-ul-Islam seminaries in the Gulshan-e-Iqbal area of Karachi. Among those arrested were 13 Malaysian, two Indonesian and a Burmese. According a report in the Pakistani journal The Herald, the inspector general of Sindh police has admitted that the Karachi business centre, the Kawish Crown Plaza, where a bomb blast occured on September 21 was "ostensibly owned by Ahmed Jamal but actually belonged to Dawood Ibrahim." Earlier, the Sindh Home Minister, Aftab Sheikh, while speaking to the press on the same day had said that the Dawood had a 'network from Mumbai to Karachi and was working in both countries." According to the report this was the first public admission from senior government functionaries that the Mumbai crime king, Dawood Ibrahim may have acquired substantial interests in Pakistan's business capital.

Yaqoob Tahir, registrar of the seminary Jamia Abi Bakar situated in the Gulshan-e-Iqbal area, told The News that about a month ago Karachi Police summoned one of their Indonesian students, namely Abdul Hadi whose name was written on his passport as Gun Gun Rusman Gunawan, for questioning. After questioning he was later taken towards an undisclosed location. "Since then we have no information regarding his whereabouts," the official said adding "We have informed his government but so far we did not receive any response." Unnamed official sources were quoted as saying that Gunawan had been handed over to the US authorities. Meanwhile, an Indonesian student arrested from a seminary in Karachi on September 20 on suspicion of links to the Jemaah Islamiyyah is a brother of Hambali, an official said on September 22. "I believe it is so," Interior Ministry spokesperson Iftikhar Ahmed told AFP. "I don’t have it in writing in front of me but that is what I’ve heard." As reported earlier, security agencies arrested 16 foreigners on September 20 after raiding two seminaries in Karachi. Hambali, in US custody since his arrest in Thailand on August 11, 2003, is alleged to be closely linked to the Al Qaeda.
