Pakistan’s Interior Minister Moinuddin Haider, while addressing heads of leading religious schools in Karachi, urged the Ulema (religious scholars) to co-operate with the government in identifying religious schools which are supporting terrorism. He said that he was well aware of the fact that 99 per cent of religious schools were focussing on providing education and only a few were supporting terrorism. He asked the religious leaders to identify those religious institutions which were supporting the Taliban. Responding to the Minister’s observations, speakers in the meeting were unanimous in their view that interference of some powerful elements in the affairs of religious schools was the root cause of terrorism in the religious schools, and urged the minister to nab such elements. They said terrorism and such training was introduced during the first Afghan war in early 1980s and such elements got strength after the formation of Taliban government in Afghanistan. They also gained strength from the fact that no action was taken against the so-called "Jehadi organisations" in Pakistan. An unidentified speaker opined that terrorist elements were not confined only in religious schools, but they are also in the ordinary schools and other sections of the society.

Engineer Ilyas Zubair, a frontline leader of the Sipah-e-Sahaba Pakistan (SSP), has voluntarily surrendered himself before the Chief of Crime Investigations Agency (CIA), who later detained him under the Maintenance of Public Order Ordinance (MPO), news reports indicated on December 4. SSP sources said that at the time of arrest, Ilyas was holding the post of secretary, finance in the provincial party set-up and was also the secretary-general of the party's Karachi Division.

Approximately 19 persons were injured when an explosive device went off in the premises of Abdul Hameed Colony residential apartments, Orangi Town, Karachi, on December 13. Official sources said another device was defused before it could explode. Sources added that the victims, members of the Agha Khan community, were returning after offering prayers and celebrating the 65th birthday of the community's spiritual leader Prince Karim Aga Khan. Media reports quoting official sources added that the community also has some people of Afghan origin and most of them are reported to be supporters of the Northern Alliance and fled to Karachi after the Taliban captured Afghanistan. Mahmood Ghazi, Pakistan’s Minister for Religious Affairs said, in Karachi, on December 21, the US administration’s decision to freeze the assets of the Lashkar-e-Toiba (LeT) "could be the result of some misunderstanding". While not elucidating on the possible misunderstanding, he added that the LeT should confine its terrorist activities to Jammu and Kashmir and not "indulge in any outside activity, if they are doing so." He said the outfit should clarify that its activities were confined to the "struggle against Indian rule in Kashmir." He also pointed, "I believe they should establish a better public relations machine, something which they lack at the moment." Commenting on Pakistan’s support for terrorist outfits active in Kashmir, he said, "Pakistan supports Kashmiris' struggle inside Kashmir and it condemns all forms of terrorism."

District Superintendent of Police Anwar Zeb Khan told Dawn, a Pakistani daily that no top leader of the Lashkar was found during the raid. "The top leadership has gone into hiding since early this month," he added. He also denied sealing the office premises. Police also raided the office of the JeM, situated on the premises of Masjid-i-Badha, near Sakhi Hasan, news sources added. Similarly, the office of Sipah-e-Sahaba Pakistan (SSP), a sectarian terrorist outfit, located on the premises of Masjid Siddiq-i-Akbar, was also searched by the police. Five persons were taken into custody during the raid.

The Sindh Police said that they had recovered a total of 9,482 weapons of different calibre during their province-wide deweaponisation drive in the year 2001. The figure, news sources said, also included 1,661 weapons, given up by people voluntarily, while police during raids recovered the rest. During the deweaponisation campaign, police also arrested 3,891 accused and booked them under relevant laws. The largest single category of weapons recovered during the deweaponisation drive was handguns (5,663), including pistols and revolvers of different description. Guns numbering 1,397 followed this. As reported earlier, the Federal government launched a countrywide deweaponisation campaign from June 1, 2001. The campaign involved a 20-day grace period till June 20 for voluntary surrender of illegal weapons, following which the police launched the recovery drive. During the 20-day grace period, according to news sources, 1,661 weapons were voluntarily surrendered. These included 713 from Sukkur, 653 from Karachi, 106 from Larkana, 116 from Hyderabad and 73 from Mirpurkhas. The police, despite the grace period, conducted raids and arrested 396 people besides recovering 701 weapons.
