Expressing displeasure at the worsening law and order situation in Karachi, President Asif Ali Zardari while chairing a meeting at the Chief Minister House on November 1 directed the Law Enforcing Agencies (LEAs) to conduct raids on the dens of criminal elements, reports The Nation. The President also took notice of proliferation of the arms and weapons in the metropolis and observed that the arms licences should be Smart Card-based to ensure that no fictitious licences were issued. Taking note of the use of mobile phones by the militants and criminals, Zardari also asked the Government to work out a plan to ensure that no SIMs are available at the retail shops and the outlets of mobile companies, rather they are posted to the Computerized National Identity Card (CNIC) addresses of the applicants. The President directed the interior minister to frame draft in this regard for the Cabinet’s approval. The President advised the Provincial Law Minister to work on enacting suitable legislation, in consultation with all stakeholders, for the protection of the witnesses. He observed that one of the reasons hindering effective prosecution was that witnesses backed out due to fear and insecurity. He advised the Government to study the model of witness protection laws adopted in other countries in the wake of rising militant activities for this purpose.

MQM remained unfazed with TTP’s threat and in response MQM leadership reiterated that “it wants an educated and Quaid-e-Azam’s Pakistan where everyone enjoys the right to live all in freedom”. Faisal Ali Subzwari, the MQM’s Deputy Parliamentary leader in the Sindh Assembly, said the MQM had come to know about the TTP’s threat only through the media and had nothing much to comment on it. “It should be up to the authorities and the security administration to see if there is any substance in that threat,” said Subzwari, who is also Sindh Minister for Youth Affairs. MQM Chief Altaf Hussain directed the party to hold a countrywide referendum against the Taliban, reports Daily Times. The Coordination Committee will decide the final date of the polling. According to the details, the referendum would be held under the social forum of the MQM and all preparations have been completed, including printing of the ballot papers. The MQM’s media centre said that the party was going to ask a simple question to Pakistanis on the ballot paper, “Do you want a Pakistan of Quaid-e-Azam or a Pakistan of Taliban?”

As the Supreme Court has directed the Sindh Government to tackle a growing influx of Tehreek-e-Taliban Pakistan (TTP) in Karachi to bring peace back, the security agencies have informed the Federal Ministry of Interior about the presence of at least 25 al Qaeda and TTP-linked militant outfits which have infiltrated the port city and turned it into a battlefield between the law enforcement agencies and the miscreants, The News reported on November 5 . The Supreme Court had directed the Police and other law-enforcement agencies in Sindh to “take all possible measures to meet the challenge posed due to immigration of TTP who are armed with sophisticated weapons”. While looking into the rising incidents of killings in Karachi, the Supreme Court has ordered the Sindh police chief to submit a report on the mass infiltration of TTP militants. The 25 key al Qaeda and TTP-linked militant outfits which have literally taken hostage the port city of Karachi include five factions of the Lashkar-e-Jhangvi (LeJ) - Lashkar-e-Jhangvi Al Alami, Qari Zafar group, Qari Shakeel group, Akram Lahori group and Farooq Bengali group. Then there are three factions of Tehreek-e-Taliban Pakistan (TTP), which are active in Karachi – Commander Waliur Rehman group (from South Waziristan), Badr Mansoor group (from North Waziristan) and Mullah Fazlullah group (from Swat). In an official statement issued in Karachi, the Sindh Police Chief has called for incorporating the suggestions of the Ulema belonging to different schools of thought in the security plan for the Muharram. He said concrete steps also be taken to prohibit the distribution and sale of hate material including pamphlets, placards, CDs, DVDs, audio and video cassettes during the Muharram, all over the Sindh province. Leghari directed that the organisers of Muharram processions and majalis as well as ulema be provided the lists of the contact numbers of the concerned DIGs, SHOs and Control rooms and central control room. He also directed to amplify security arrangements on bus and trucks terminals, railways stations, all entry and exit points in the city. Fayyaz Ahmed Leghari said scanners and walk-through gates and monitoring by hidden security cameras be also ensure in the sensitive areas. Security clearance stickers be also issued to the vehicles to allow entry to the processions, he said. Quoting a report, the statement said more than 5000 majalis and over 750 processions organised in Karachi during Muharram 1 to 10. There are total 260 imambargahs in the metropolis, it added.

Talking to The News from Karachi, Gabol said that his city was under complete control of criminal gangs, which were collecting and earning around PKR 100 million daily through bhatta, dacoity, theft, etc. He said that the 1992 operation was political but now Karachi needed an operation conducted by an institution without any motive of political nature, only to clean the metropolis from the criminal gangs. This exchange of arguments took place between ANP Senator Shahi Syed and MQM’s Tahir Mashhadi during a debate on the law and order situation in Karachi, Balochistan and Gilgit-Baltistan. Shahi Syed said that people belonging to all political parties and sects were being killed in Karachi. “The name of Taliban is being used by the hired killers. Extortion is being collected in the name of Taliban,” the ANP senator said. He expressed fears that the Pakhtun could be targeted in the city in the name of operation against Taliban. Shahi Syed questioned as to why an indiscriminate operation had not been launched against the criminals operating in the city when all the three coalition partners in the Government — the Pakistan People’s Party (PPP), MQM and ANP had agreed on it and even signed a code. Demanding a full-fledged operation against extortionists, drug mafia and target killers in the city, the ANP senator said the criminals had even established their control rooms in different parts of the city. “This operation should not be against one particular party, ethnic group or sect and it should be across the board,” he said. Deputy Inspector General (DIG) of Police East, Shahid Hayat, in a press briefing, said that the illegal arms were seized after the law enforcers caught a bus that was smuggling the items. Earlier, the Police had received a tip that arms were being smuggled from Khyber-Pakhtunkhwa to the city. DIG East, said that these arms were being smuggled in the city to be used during the Ashura procession in Muharram and the upcoming elections. Superintendent of Police (SP) Investigation Naveed Khawaja deployed his men on the Super Highway and start checking Karachi-bound buses. When the Police signalled one of the vehicles to stop, the driver slammed on the accelerator and tried to speed away. However, the Police managed to chase him down and intercepted the vehicle. The bus driver, Muhammad Fayyaz, and cleaner Dost Muhammad were taken into custody. Inspector General (IG) Sindh Fayyaz Leghari said that this was a suicide blast, but further details were not available so far. He added that a mini truck had been used to deliver the explosives. Various measures and laws proposed to deal with the menace have never been taken care of, Malik complained, and said that Law Enforcing Agencies apprehend terrorists, but they are later released because of loopholes in the laws to deal with such criminal elements. “When we don’t take action the Supreme Court questions us. When we take it, courts overrule it,” the Interior Minister remarked in a reference to the order of the Sindh High Court to suspend the notification of the Government banning motorcycle riding in Karachi. “If the ban was imposed on motorcycle riding and mobile in Karachi and Quetta, it was in accordance with constitution to prevent any untoward incident,” Malik said in defence of his decision. He said there were very solid intelligence reports that motorcycles could be used for detonating bombs on the first day of Muharram and substantiated his claim by saying that 438 bombs were denoted during the current year through motorcycles in various parts of the country.

They submitted that the Federal Interior Ministry had announced the ban on motorbike riding in Karachi during Ashura to prevent terrorist activities. It was stated in the petition that Interior Ministry had received information through Law Enforcement Agencies, including spy agencies, that more than two dozen terrorists had entered the city and any unpleasant accident could occur after their arrival. “The threats of terrorist activities were received that they may use motorcycle during Ashura to carry out any criminal activity”, said the petition.

A Police report prepared in compliance of the apex court’s directives in a suo moto case on the target killings in Karachi revealed that Taliban-linked militants have recently stepped up their activities in 15 “identified” areas of the city, reported The News. “There are certain indications of their [the arrested militants’] involvement with the hardcore Taliban in the tribal areas, be it in the form of fundraising for them or training with those jihadists,” it was stated in the report. “These elements were definitely influenced by the ‘basic teachings of extremism’.” It was pointed out that these elements had a “background of criminal activities” and were involved in “extortion, kidnapping-for-ransom and bank robberies”. In the report, the police admitted that the extremist elements were present in the city for a long time. However, they added that the Sindh police, especially the Karachi’s law enforcers, were fighting against these elements. The Counter-Terrorism Unit of the Crime Investigation Department (CID), which is working against the militants, has to face the brunt of their backlash in the form of suicide attacks – some examples including the strikes on the CID Civil Lines office and the house of Senior Superintendent of Police (SSP) Muhammad Aslam Khan. Besides, Police officials were murdered in some of the 15 areas that have been pointed out. It was also disclosed that 50 militants were arrested in the city this year.
