According to the statement, the HRCP mission discovered that the complaints against Law-Enforcement Agencies ranged from dereliction of duty, abandonment of post, long delays in responding to distress calls to downright collusion with criminals. Unless these shortcomings were removed, the people of Karachi could have little hope of peace and security.

Ethnic and politically linked violence in Pakistan’s financial capital, Karachi, has killed 800 people so far this year, the country’s independent Human Rights organisation said on August 5, reported Daily Times. “About 800 people have been the victims of violent shootings in the last seven months,” Zohra Yousaf, chairwoman of the Human Rights Commission of Pakistan (HRCP) said. The HRCP previously said 490 people were killed in the first six months of the year and in a latest report it states that another 300 people died in July. Much of the violence has been blamed on tensions between supporters of the Muttahida Qaumi Movement (MQM) and the Awami National Party (ANP). It was decided that Rangers be given Police powers to carry out search without warrant and take action against criminals and elements having intentions to carry out terrorist acts. The notification, issued by Additional Chief Secretary (Home) Waseem Ahmad, authorised officers of Rangers to exercise all powers of police under the code and authorised them to cordon off an area under control of terrorists, criminals, and retaliate, when fired upon, and shall arrest without warrant any person who has committed an act of terrorism or a scheduled offence, and in doing so are authorised to enter and search, without warrant, any premises to make arrest, take possession of any property related to crime, fire-arm, weapon, explosive or any other article used or likely to be used in the commission of above scheduled offence. The notification further reads, “Pakistan Rangers shall prevent terrorism in the district and use necessary force to prevent commission of acts of terrorism, take action against target killers, Bhatta collectors and clear no-go-areas, if any. In supersession to the department’s notification of August 20, the validity of period, for exercise of powers, envisaged under section 5 of the Anti-Terrorism Act, 1997, by Pakistan Rangers (Sindh) in City District Karachi, is extended for three months with immediate effect.”

Chief Justice (CJ) Iftikhar Muhammad Chaudhry, heading a five-member bench, on August 26 observed that for the last one month situation in Karachi had been out of control and there was a complete breakdown of the government’s machinery, according to Daily Times. “People are being abducted for ransom; beheaded dead bodies of innocents with tied arms and legs, wrapped in sacks, are being recovered in large numbers daily and street crime is rampant,” the CJ observed. He said that target killings took place in other provinces as well, but for the last one month Karachi’s situation had worsened, adding, “It’s high time that someone should take responsibility of Karachi’s mayhem.” The CJ, while rejecting the federal and Sindh governments’ report regarding worsening law and order situation in Karachi, again sought comprehensive report from them on the subject after consultations with intelligence agencies. The apex court observed that it seemed that there was lack of coordination among intelligence agencies regarding sharing of information over law and order situation in Karachi. The Inspector General of Police (Karachi) was directed to proceed against the target killers across the board, irrespective of their party affiliations, and also provide detail of Police Stations and the crimes that take place in their jurisdiction and the manner people were being killed there. The IG was also directed to file details of injured persons, loss of properties and whether people had been arrested and responsibilities had been fixed. During the course of proceedings, Sindh government submitted a detailed report on the incidents of target killings, which have been taking place in Karachi for the last more than one month. According to the report, 300 people were murdered in incidents of target killings, as 232 cases were registered. The report stated that 117 target killers had been arrested and the challans of 179 accused were submitted in the court. Sindh Attorney General contended that judiciary could not resolve the issue of Karachi, as one target killer, who was involved in 100 cases of murder, had been acquitted by the court. Upon this, the CJ remarked that the court could not award punishment without evidences, and it was failure of the investigating agencies, which could not submit proofs to the courts.

A statement issued by the CID said that Tariq, Danish and Shah were captured during a raid conducted in a congested area near Vita Chowrangi.The CID said that the three were associated with the banned Lashkar-i-Jhangvi (Lj) group and trained in Federally Administered Tribal Areas (FATA) for executing ‘different jobs’ in Karachi. They had plans to attack senior politicians and prominent religious personalities. The CID team seized five kilograms of explosive material, six mortar rounds, 15 detonators, nine devices, two electric wire sets, three TT pistols, several bullets and a snatched car. The militants confessed that they had committed several crimes in Karachi, including killings and kidnapping, according to the CID statement.

Rangers unearthed two torture cells, detained 133 suspects and recovered a cache of weapons in an operation conducted in different areas of Lyari Town. Rangers seized two torture cells located in Liaquat Colony and recovered instruments being used for torture, including chairs, chains, knives, ropes and weapons. Sources said that the torture cells were located in Nayaabad. One was underground while other was at the first floor of an occupied building. Rangers’ spokesman Major Zaman said that Rangers picked up 133 suspects and also recovered 110 weapons of different natures including hand grenades and machine guns. Rangers completed the operation in seven hours.

CID Anti-Extremist cell chief, SSP Chaudhry Alsam Khan said that Akhtar Ayub was linked to the Fazlullah group of the TTP and earlier masterminded suicide bombings.
