"Our movement and activists are peaceful and they have no role in the violent and terrorist attacks in the district," the spokesman, Sirajuddin, told Dawn. "We do not believe in intimidating, harming or killing Muslims, and this is against the teachings of Islam," Sirajuddin claimed. He also said the Lal Masjid operation had caused hatred among people against the army and the law and order situation would worsen if movement of troops in the area continued. He stated, "We do not want army’s deployment here. Before deployment no violent incident had taken place in Swat. Peace will prove elusive as long as army is stationed here."

The pro-Taliban cleric Maulana Fazlullah’s private Shariah court reportedly punished three alleged criminals by lashing them in public. "After the government’s indifference, we have set up our own private Islamic court to dispense justice to the people and today is the beginning of the struggle for a cherished goal (enforcement of Shariah)," Sirajuddin, spokesman for Maulana Fazlullah, told Daily Times after the court’s first Islamic punishment was executed in the Swat district of North West Frontier Province (NWFP). According to the spokesman, the three alleged criminals were caught "red-handed" while trying to abduct two women from the Matta sub-division in September 2007. Shamroz, Bukhtiar and Muhammad Sher were awarded 25, 20 and 15 lashes each, respectively.

Four persons were killed and another sustained injuries when militants ambushed their vehicle in the Arkot area of Swat district of North West Frontier Province (NWFP) on October 13, Dawn reported. Local people said a businessman, Afzal Gujar, was injured, while his two brothers — Ayub Khan and Ahsanullah — and Shahzaman and Akber Bacha were killed. The whereabouts of Afzal are yet to be ascertained. Last month, a bomb had exploded outside the businessman’s home and following the blast, Afzal is reported to have kept in confinement a brother of a local militant and released him after intervention by local elders. Officials believe that the killings might be linked to the enmity between Afzal and militants.

18 soldiers and two civilians died and 35 others, including nine civilians, were injured in a bomb blast aimed at a vehicle carrying Frontier Constabulary (FC) personnel in the Swat district of the North West Frontier Province (NWFP) on October 25, according to Daily Times. The blast occurred at Nawan Killi, about a kilometer from Swat city, at around 2:45 pm (PST). It set off an explosion of ammunition carried inside the military truck, triggering bullet fire. The blast also damaged 25 shops, a service station, a CNG station and a petrol pump. "I suspect this was the handiwork of a suicide bomber… Part of the truck has been blown up. There is no crater to suggest that it was a roadside bomb. It has been hit from the side," Frontier Constabulary Commandant Malik Mohammad Naveed, whose force suffered most casualties, told Dawn. NWFP Home Secretary Badshah Gul Wazir said: "Investigations are on. But it appears to be the work of a suicide bomber, whether he walked up to the truck or rammed a vehicle into it is yet to be determined." Deputy Inspector-General of Police Akhtar Ali Shah said the evidence suggested a suicide bombing. An AFP report quoted a Swat administration official Fazlur Rehman as saying that 30 people had died in the blast.

Militants on October 26 publicly executed four security force personnel in a village, 16-km west of Mingora, the headquarters of Swat district in the North West Frontier Province (NWFP), and exchanged heavy gunfire with security forces in a nearby sub-district, according to Dawn. Masked militants armed with rocket-propelled grenades and assault rifles brought the four men to the village at around 5pm, fired a few shots in the air and later beheaded them. "Let this serves as a warning to all those who spy for the government or help the government. All sons of Bush will meet similar fate," a resident quoted one of the militants announcing shortly before the execution. People in Shakkardarra said that militants of Jaish-e-Mohammed (JeM), who had set up check-posts on the main road and took positions on hills, seized the four men during the checking of vehicles. No group has so far claimed responsibility for the execution, but Maulana Naddar, a lieutenant of TNSM leader Maulana Fazlullah, said in a broadcast on an FM radio that the men had been executed to avenge the death of three militants killed early in the day.

At least 29 people were killed and 55 others wounded on the third consecutive day of clashes between Taliban militants and the security forces (SFs) in the Swat district of the North West Frontier Province (NWFP) on October 28, according to The News. The dead included 15 militants, 11 SF personnel and three civilians. Unconfirmed reports, however, said that 20 SF personnel were killed in a suicide bombing in Sangota. There were conflicting claims from both the sides as the military spokesperson Major General Waheed Arshad put the death toll of the militants at 50-60. “The report about the casualties is based on intercepted messages of the local militants,” he claimed. However, he had no information about the fatalities suffered by the SFs. “I can’t give you an exact figure of the casualties from the security forces because the Army is not directly involved in the operation. We have provided them only gunship helicopters,” Waheed added. Sirajuddin, a purported spokesman of the local Taliban and military commander, claimed that no one was killed from their side. He added that 20 SF personnel were killed in a suicide attack in the Sangota area. Sirajuddin also claimed of having blown up a police post in Manglawar on the Malam Jabba Road.

On October 28, paramilitary troops backed by gunship helicopters targeted hideouts of the militants in Swat valley, the stronghold of TNSM leader Maulana Fazlullah, according to Daily Times. Militants opened fire on SFs in Manglore and Kot, prompting retaliatory fire from troops, a military statement said. It added that SFs had driven militants from Fizagat village near Mingora. SFs have entered Manglor village, 10 kilometers northeast of Mingora, the main town in Swat valley, and forced militants to flee their hideouts, Gen Arshad said. Officials said that militants were offering stiff resistance making it difficult for the security forces to move forward, according to Dawn.

Pro-Taliban militants and security forces agreed to a temporary cease-fire in the Swat district of the North West Frontier Province (NWFP) on October 29 after four days of clashes in which at least 60 militants were killed. "There is a temporary (truce) arrangement," NWFP Inspector General Police Sharif Virk told Daily Times. Both sides were holding fire and no clashes were reported in the district. District Coordination Officer Arshad Majid told AFP that the cease-fire came into effect at 8:00am (PST). A deputy to cleric Maulana Fazlullah announced the truce on his unlicensed FM radio station. "The ceasefire was reached to facilitate wounded persons’ treatment," Maulana Shah Dauran said. He did not say how long the cease-fire would last. "Later on we will hold negotiations with the government on establishing Sharia" in the region, he added. Officials and sources close to militants said the truce was reached to allow both sides to gather their dead.

According to The News, fierce clashes ensued on October 31-night between the militants and the security forces (SFs) at Khwazakhela town in the Swat district of North West Frontier Province (NWFP) with conflicting reports about casualties. The NWFP Home Secretary, Badshah Gul Wazir, put the number of casualties at 60-70, all militants, while the Taliban spokesman claimed that only one of their colleagues and seven civilians, including two women, were killed. There were, however, some independent reports of the killing of 56 people, including 41 militants and 11 SF personnel, and injuries to some 26 persons. According to some reports, a Frontier Corps (FC) camp also came under the Taliban siege, which the Home Secretary rejected. Sirajuddin, who is the spokesman and military commander of Maulana Fazlullah, claimed that they had taken at least 70 paramilitary soldiers and two foreigners hostage.

Officials said that 15 to 18 militants were killed and over a dozen injured in the latest attacks on their hideouts by the military gunship choppers in the Matta subdivision. "Fresh clashes resumed after the militants attacked security forces late on Tuesday night. The security personnel retaliated and gunship helicopters were used to hit the militants’ positions," a senior administration official told Daily Times.
