Khyber Pakhtunkhwa (KP) Inspector General Police (IGP), Nasir Khan Durrani said on May 1 that a specialised combat unit, based on the pattern of Pakistan Army's Special Service Group (SSG) and the US Marines, would be set up in the province by the end of 2014, reports Dawn. The Nasir Khan Durrani said that an elite Anti-Terrorist Force comprising 1,050 elite commandoes had been set up while the combat unit would be set up for anti-terror operations. He said that KP Police had proposed the recruitment of tribal youth in the Police force, at the lower and higher level, adding “it would help bring the tribal youth to the mainstream and help build confidence in them.” Speaking about tracking down the terrorists and foreign elements, Durrani said the KP Government had legislated to track down illegal residents living in rented houses and hotels. He said the police was also assessing the establishment of fortress like pickets along the border to ward off militants. “About 150 of the militant operators arrested in the last six months have helped in tracing these terrorists groups,” he said, adding “in the last five years the Police have unearthed about 39 different militant groups who had been involved in the terrorist activities in the province.” He also said that the Police force have identified about nine militant groups which were involved in terrorist activities in the provincial capital city of Peshawar.

Haq, who is also heading the TTP intermediary committee, stated that US President Barack Obama supported the peace talks while on the other hand Pakistani politicians and anchors, instead of encouraging them, were showing resistance. The two member Commission of Inquiry on Enforced Disappearances, headed by retired Justice Javed Iqbal and appointed by the Supreme Court, on May 5 claimed that it had resolved 27 missing person cases last month, saying that most of these persons were found detained at various “internment centres” in Khyber Pakhtunkhwa, reports Dawn. The figures released by the Commission revealed that the number of missing persons had been increasing constantly, 1,846 cases had come to light since January 1, 2011, the day the commission started its work. The Commission said there were 138 missing person cases pending before it on January 1, 2011, and since then it had received 1,846 new cases, bringing the total to 1,984. According to the list of traced persons, six are detained at an internment centre in Lakki Marwat District, four in Kohat and five in two internment centres in Swat Valley, from where most of the persons have gone missing. Six persons have returned home on their own while one named Hafiz Hassan Akbar is in “judicial custody”. It is also not clear whether these centres are being run by the military or civilian authorities. There is also no answer to two key questions — who had picked them up and who disclosed their whereabouts. The Commission reiterated its “commitment and determination to make all-out efforts to trace the missing persons”.

At least four persons, including a child, were injured in an explosion at Mina Bazar in Peshawar (Peshawar District), the provincial capital of Khyber Pakhtunkhwa, on May 7, reports Dawn. Meanwhile, Khyber Pakhtunkhwa would be setting up Pakistan’s first high security prison having three-layered security besides establishing high security zones in six sensitive jails of the north-western province housing more than 1,000 terrorists and high profile prisoners like Dr Shakil Afridi, Dawn reported on May 7. A suicide attack targeting Internally Displaced Persons (IDPs) from the Tirah Valley of Khyber Agency in Federally Administered Tribal Areas (FATA) on May 11 killed at least five persons and injured 14 others in the Arbab Niaz Stadium of Peshawar (Peshawar District), the provincial capital of Khyber Pakhtunkhwa, reports Daily Times. The bomber was believed to have been targeting a group of refugees from Tirah Valley who had gone to a government-run camp in the Arbab Niaz Stadium to fill out paperwork ahead of their journey home. The suicide bomber first opened fire at the Police guarding the registration point for the IDPs from Tirah Valley before blowing himself up. “It was a suicide attack,” Police official Najeebur Rehman said adding that around 10 kilograms of explosives were used. Senior Police official Faisal Mukhtar said the bomber blew himself up near a small mosque inside the stadium and the dead included one Khasadar (Tribal Policeman) personnel. The blast caused one of mosque’s walls to fall down.

The Khyber Pakhtunkhwa (KP) Police recommended the Home and Tribal Affairs Department to put head money on key terrorist commanders, Central Asia Online reports on May 15. Nine known militant outfits are operating in the province, KP Inspector General of Police Nasir Khan Durrani told that investigators during the past six months have detected about 150 militants operating just in Peshawar. The Police recommended placing about 430 terrorists, including key Tehreek-e-Taliban Pakistan (TTP), Lashkar-e-Islam (LI) and other militant leaders who had been charged under the Anti-Terrorist Act on the head money list, he said. "The Police submitted the request about a month ago and are awaiting proper notification," he said. Once the Home Department approves the list, authorities will disclose the names. "It will help in [their] trials, and the rate of conviction of militants will definitely increase," he stated.

Additional Attorney General Syed Attique Shah told Chief Justice Mazhar Alam Miankhel and Justice Malik Manzoor Hussain that 209 people had filed complaints with the two-member commission in Islamabad last month. He said several applicants had filed petitions with the commission, the Supreme Court and the Peshawar High Court simultaneously. The bench asked Syed Attique Shah to produce a detailed report on the enforced disappearance cases pending with different forums simultaneously to ensure early disposal.

Deputy Superintendent of Police (DSP)-Headquarters Sanaullah Khan said that the incident occurred while a City Police van was patrolling on Railway Road and when it reached the main square, Mandan Chowk, one of the Policemen spotted a motorbike suspiciously parked in a corner. Khyber Pakhtunkhwa (KP) Chief Minister Pervaiz Khattak wants the Federal Government to convene another all-party conference (APC) if it is unable to implement the unanimous decision of giving peace a chance through talks with the Tehreek-e-Taliban Pakistan (TTP), Dawn reports on May 20. “The APC had authorised the Government to hold dialogue with the TTP. If for some reason it is unable to act in accordance with the decision, it should gather all the political parties to discuss the options it has been left with,” Khattak said. Opposing the option of military operation in North Waziristan, he said the forces could not yet control tribal agencies and terrorists were roaming freely even in Bara area of Khyber Agency, adjacent to KP capital Peshawar. Instead, he suggested, the Government should take the tribes into confidence and evolve a strategy for finding a peaceful solution to the militancy issue.

KP Chief Minister Pervez Khattak in April 2014 announced the formation of the new force during a ceremony in Attock. "We are going to raise a force that will operate exclusively in extraordinary situations," he said. The KP Police set up SCU to counter terror attacks and handle extraordinary hostage situations, officials said. More than 1,000 Elite Force personnel applied for the 150 slots. In the first ever conviction in a missing person case in Khyber Pakhtunkhwa, Magistrate Zafarullah Mohmand on May 23 sentenced Peshawar Station House Officer (SHO) Arshad Khan to three years imprisonment after he was found guilty of taking Khairur Rehman into custody on February 9, 2009, which led to his enforced disappearance, reports Dawn. Soon after conviction, the SHO filed appeal with the court of Additional District and Sessions Judge Kaleem Arshad, who admitted the appeal to the hearing and suspended his conviction under Section 426 of the Code of Criminal Procedure (CrPC). The convict was arrested on August 29, 2013, in the case after his pre-arrest bail was dismissed by the Peshawar District Judge. Later, he was set free on bail by the Peshawar High Court.
