He was speaking at the ‘Shuhada Amn Qaumi Conference’ here at Nishtar Hall in Peshawar. Three special courts were formed on January 1 in accordance with the Protection of Pakistan Act (PPA) to preside over cases relating to terrorism,reports Daily Times. Five special courts are to be formed in total. The three courts have been formed in Peshawar (Khyber Pakhtunkhwa), Lahore (Punjab) and Quetta (Balochistan) in accordance with the PPA passed by parliament in order to curb rising militancy in the country. Judge Mukarrab Khan will head the special court in Lahore, Judge Zafar Khosa in Quetta and judge Anwar Ali Khan will preside over the court in Peshawar. As many as five special courts are to be formed whereas the next phase will focus on establishing special courts in Islamabad and Sindh.

The Khyber Pakhtunkhwa Government on January 5 announced a PKR 10 million reward for information leading to the arrest or death of the Tehreek-e-Taliban Pakistan (TTP) 'chief' Mullah Fazlullah and Lashkar-e-Islam (LI) 'chief' Mangal Bagh Afridi, reports The Express Tribune. The Provincial Government has prepared a list of 615 high-profile militants and proclaimed offenders and is offering a combined bounty of PKR 760 million, according to highly credible sources. The names of Fazlullah and Mangal Bagh feature on the list that includes high-profile militants and proclaimed offenders from 22 Districts of the Province and adjoining Federally Administered Tribal Areas (FATA).According to official documents, at least 213 militants and proclaimed offenders wanted by the Police in various crimes belong to Peshawar District followed by 59 from Swat, 46 each from Kohat and DI Khan and 31 from Dir Upper District. Similarly, 26 militants hail from Mardan District, 25 from Charsadda, 20 each from Nowshera and Buner, 18 from Bannu, 15 each from Lakki Marwat, Hangu and Dir Lower, eight from Mansehra, seven from Kohistan, five from Haripur, four from Batagram, three from Abbottabad and two each from Shangla and Chitral Districts. The bounties for these militants and proclaimed offenders range between PKR 0.5 million and PKR 10 million, officials said.

Unidentified assailants shot dead one Assistant Sub-Inspector (ASI) and his two brothers and a passer-by in Mohallah Hayatkhel in the limits of City Police Station in Dera Ismail Khan town of same District in Khyber Pakhtunkhwa (KP) on January 14, reports The News. The sources said that two assailants riding a motorcycle arrived at Mohallah Hayatkhel in the evening and opened fire and killed ASI Qaiser Jehan and his brothers Khurram Jehan and Ansar Jehan. A passer-by Alqab was also killed in the attack. It was learnt that the slain cop was posted as the in-charge of a Counter-Terrorism Unit in Peshawar and had come home on leave.

The Police and Security Forces (SFs) in a joint search and strike operation arrested 434 suspects and 115 unregistered Afghan nationals from different parts of the Province, especially Peshawar, on January 16 and 17, reported Dawn. The SFs also seized a large quantity of arms and ammunition from their possession. A Police official of Tehkal Police Station said the operation was carried out by the Police and SFs around the Bacha Khan Airport and that all Police Stations of the city were told to carry our such operations in their respective areas. He said the operation lasted several hours during which the Police and SFs cordoned off the areas and closed roads and pathways at their entry and exit points. According to spokesman for the Police Riaz Ahmad, a total of 434 suspicious people were arrested in the Province during the last two days. He added that 189 weapons, 5,516 rounds, and a large quantity of ammunition was also recovered. Further, the Police and SFs also forcibly shut down several private hostels in different areas of Peshawar. The action led the students living there blocked the University Road and thus, causing traffic jam for around an hour. Shouting slogans against the Government, the protesters said they didn’t know why their hostels had been closed and that evicting them without prior notice was an injustice. They said they were members of poor families by and large and couldn’t afford to stay in expensive hotels. “We were in mosques to offer Friday prayer when the police showed up and closed their hostels,” a protester said. An official of the Town police station said nine hostels had been closed for illegal operations. The protesters later cleared the road after the police assured them that they would resolve the problem by holding talks with the administrators of hostels.

The Peshawar District administration has started issuing licences of non-prohibited bore weapons to the educational institutions, Dawn reported on January 20. “The process of getting licence of non-prohibited bore weapons can be completed easily,” Deputy Commissioner Zahirul Islam said. When asked how many licences could be issued to a school, he said that he would issue even 10 licences to the administration of a school if it required the same number of licences for its security guards. Sources said that Provincial Home Department issued instructions to the District administration to award licences of non-prohibited bore to the educational institutions immediately. “The process of awarding licences to the applicants has been made very simple and can be completed within in a day,” sources said. Normally it takes 15 to 20 days to get a computerised arms licence.

The slain militant was identified as Abu Saeed, a resident of Malikabad. He was wanted by the Police in a number of terrorism-related cases. The press release said the slain militant was involved in the killings of Dr Yar Muhammad, retired head constable Mir Ghani, retired Army soldier Khan Afzal and the indiscriminate fire on a Police van. The Police recovered a Kalashnikov rifle and hand-grenades from the possession of Abu Saeed. The arrested militants were identified as Maqsood and Farooq, residents of Malikabad. Two pistols, 20 cartridges and an improved explosive device weighing 2.5 kilogram were also recovered from the two militants.

The KP Government on January 21 backtracked on its stand that teacher could carry small weapons into schools for own security after a representative body of primary schoolteachers rejected it, reports Dawn. Minister for elementary and secondary education Atif Khan insisted his Department had never issued such instructions and that the Government would not encourage teachers or students to take firearms to classrooms. “Our government will never encourage such practice to allow teachers to carry fire arms with them to the schools,” he said after addressing a convention organised by the All Primary Teachers Association Khyber Pakhtunkhwa.

Law enforcement agencies on January 24 arrested seven Tehreek-e-Taliban Pakistan (TTP) militants, including a ‘commander’, from different places, reports Daily Times. On a tip-off the Security Forces (SFs) raided a house located in Bagatoo area of Hangu District in the Khyber Pakhtunkhwa Province arresting four terrorists of the banned TTP. Heavy weapons including eight hand grenades, four Kalashnikovs, two remote-controlled bombs, eight detonators, two batteries and hundreds of bullets were recovered from the possession of the arrested militants. In another incident, on intelligence report about the presence of TTP militants in the area the SFs conducted a raid in Harnai District of Balochistan Province and arrested three TTP militants, including a ‘commander’. One militant was killed and three others were arrested by the Security Forces (SFs) during a search operation in Katlang tehsil (revenue unit) and its adjoining villages in Mardan District in Khyber Pakhtunkhwa (KP) on January 26, reports The News. A soldier was also injured in the exchange of fire with the militants in Matta village in Katlang. Meanwhile, the KP Police, in the ongoing search and strike operation throughout the province against criminals and anti-social elements, have rounded 246 suspects and recovered huge quantity of arms and ammunition, reports Daily Times. The number of arrests and recovery of weapons were made during the last two days of the operation, according to a statement from Police spokesman. “Around 79 arms and ammunition of different kind and 1,132 rounds of different bore were recovered during the search operation,” the statement added. The statement further said that during the operation 873 houses and 499 hotels were checked and 38 cases were registered against the violators. During the snap checking on 275 checkpoints, 285 suspects were held and 10 arms of different kind and 130 cartridges of different bore were recovered. During action against “illegal” Afghans a total of 192 persons were detained and 66 cases were registered against them.

In an attempt to avert attacks like the one on Army Public School (APS) on December 16, which left 154 people—mostly children—dead, the Police in the provincial capital are training teachers how to use weapons, reports The Express Tribune. Aside from offering to train male teachers, the KP Police have for the first time taken the task to train women teachers in how to wield a weapon. Lecturers from Frontier College for Women (FCW) stepped into Malik Saad Shaheed Police Lines for a purely voluntary training which will be undertaken over the period of a week. However, under the Provincial Government’s revised guidelines, only watchmen and security guards will be allowed to carry weapons in schools. After the carnage at APS, the Government had allowed schoolteachers and administration officials to keep licensed weapons in schools and had also decided to issue them permits. However, severe criticism from various quarters led the Government to rethink its stance. “Now, school administrations have been told only watchmen and guards will be allowed to have weapons,” the official added.

A special force will be formed to guard educational institutes in Khyber-Pakhtunkhwa (KP) and the rest of the country, The Express Tribune reported on January 29 quoting a senior official of the Home Department. “We have 64,000 educational institutions and the total number of policemen is just 75, 000,” he said. “If we deploy a single member of the force at every institution, Police Stations will be empty,” official added, stressing on the need for an additional force to guard schools. In the wake of the Army Public School (APS) massacre on December 16, 2014, in Peshawar, the Provincial and Federal Governments sat down to chalk out a comprehensive security plan for schools and colleges. Many decisions emerged as a result: building taller walls, deploying security guards, procuring walkthrough gates and even arming teachers. Now the Federal Government has decided to form an additional force. The Home Department received recommendations to form a force made up of recently retired army personnel. The force will be managed on a federal level by a retired Major General. The country head will form teams for all the four provinces and a retired brigadier will lead each of them. Meanwhile, District-level teams are to be led by retired colonels. Each colonel would assess the situation in his respective district and recruit personnel according to security needs, size of area and population. The men who will take charge as the chief of the provincial and federal forces are yet to be decided as the plan is still under discussion.

Authorities in Khyber Pakhtunkhwa on January 30 referred a list of terror suspects to the Federal Government for trial by military courts, reports Dawn. The 45-page report contains 423 cases of terror suspects for trial by military courts, which also includes the name of Tehreek-e-Taliban Pakistan (TTP) ‘Chief’ Mullah Fazlullah. Peshawar has the highest number of cases — 116 — to be tried by military courts, whereas the remaining 307 cases are from other areas of the province. Most of the terror suspects were charged for attacks on Security Forces, Government buildings, State installations and killing of civilians. Tehreek Nifaz-i-Shariah Mohammadi (TNSM) chief Sufi Mohammad and Maulvi Faqeer are among other high profile suspects on the list. A few of the terror suspects are awaiting trial in jail, while many of them are absconders in Afghanistan.
