Local Taliban beheaded 22-year-old persons, identified as Mian Jan in the Kabal tehsil (administrative unit) of Swat district in the North West Frontier Province (NWFP) on March 1. The deceased was killed on charges of leaking information to the security forces, police sources said. Mian Jan’s brother, Akbar Shah, told police that the local Taliban abducted Jan from Langnar village. According to the police report, the abductors deposited the headless body of Jan in his native Aligrama village. Mian Jan was on the militant’s hit list for his strong opposition to forces promoting Talibanisation in Swat.

42 people were killed and at least 58 others were wounded in a suicide bombing at a tribal peace jirga (council) near the Zarghunkhel check-post in Darra Adam Khel in North West Frontier Province (NWFP) on March 2, according to Dawn. The jirga (council) of Zarghunkhel, Akhurwal, Sheraki, Bostikhel and Toor Chapper tribes had been convened to discuss the formation of a Lashkar (army) to drive militants out of the area. A severed head was reportedly found at the site and officials believed it was that of the bomber. Some people identified the teenager as a youth from the Sheraki area of Darra Adam Khel. The jirga was attended by over 1,000 tribesmen. It had started at about 9am and ended at two hours later after unanimously deciding to form a Lashkar and calling upon the army to withdraw troops from the area. The meeting also sanctioned action against militants, who were attacking people in the name of Islam. Interior Ministry spokesman Javed Iqbal Cheema told PTV that the meeting was to finalise a resolution to punish anyone who sheltered or helped militants, including al Qaeda, Taliban and other foreign extremists, AP reported.

They said the bomber was between 18 and 22 years old and had a thin beard. "The suicide bomber was an 18-year-old boy. His face is recognisable and initial investigations indicate he was a resident of Darra Adam Khel," senior local official Saleem Gandapur told AFP.

According to The News, at least 10 people were killed and six others injured when dozens of armed men belonging to the Khyber Agency-based Lashkar-e-Islam (LeI) attacked Shiekhan village on the outskirts of Peshawar, capital of the North West Frontier Province (NWFP) with rocket launchers and other sophisticated weapons before bulldozing a shrine and four houses on March 3. Some sources put the death toll at 16 and said 15 of the deceased were villagers. Police had to fire teargas shells to disperse hundreds of angry villagers who blocked the main Bara Road to register their protest against the LeI militants. "Dozens of armed men of Mangal Bagh-led militant organisation attacked Shiekhan village at around 11.30 am. The villagers, mostly unarmed and unprepared, resisted the assault that resulted into a fierce clash between the rival groups," said a police official. While the militants used rockets and mortar shells besides machineguns and AK-47 assault rifles, the villagers retaliated with rifles. The heavy fighting that continued for hours restricted hundreds of villagers in the nearby areas to their houses. Students in the local schools were also confined to their institutions. Before fleeing to their stronghold Bara in the Khyber Agency of FATA, the LeI militants bulldozed four houses and set ablaze a shrine after razing its building. The Mangal Bagh-led LeI group had reportedly warned the villagers against the stay of a saint, Pir Abdul Hakeem, in the Dani Baba Shrine. The saint is among six people, including a woman, who sustained injuries in the attack. The attack is the first by LeI in the settled part of Peshawar. Mangal Bagh, the head of the LeI, has been enforcing his own brand of Islam in his areas for about two years, according to Dawn. Locals told Daily Times that Shiekhan is home to supporters of Pir Saifur Rehman, who was expelled from Bara in 2007 under immense pressure from the LeI.

Security forces on March 3 arrested a key militant, Mirajuddin, at the Fiza Ghat check-post outside Mingora city in the Swat district of NWFP, Daily Times reported. They also arrested 10 suspected militants, including six key commanders of TNSM leader Maulana Fazlullah, in the Bamakhela area of Matta sub-division. Mirajuddin was allegedly responsible for preparing both cars and suicide bombers for use in suicide attacks. He was also wanted by the security forces in connection with the beheading of six security officials in the Charbagh area in 2007. Mirajuddin owned a workshop from where security forces had during February 2008 seized a car being prepared for a suicide attack, an official said.

Four militants and a villager were killed in a gun-battle which erupted in the Khankhel area of Lakki Marwat district of the North West Frontier Province (NWFP) on March 4 after the abduction of a union council official and his two associates. Two of the militants were Uzbek nationals while the rest were tribal Wazirs, District Police Officer Romail Akram told Dawn, adding that an Uzbek militant had been arrested. Bakhmal Union Council official Malik Mohammad Idrees Khan and associates Musawwir Gul and Hayatullah were coming to Serai Gambila when five armed militants intercepted their car near Manzar Faqeer area and abducted them, said Deputy Superintendent of Police Umar Faraz Khattak. A heavy contingent of police and Frontier Constabulary personnel were subsequently sent to the area to ensure that the abducted people were not taken to the tribal belt. Armed volunteers, sources said, surrounded the militants at a place near Khankhel, held talks with them and got the three persons freed. However, the villagers refused the militants’ demand for a safe passage and in the ensuing encounter, five persons were killed.

A peace jirga (council) held in Swat on March 5 blamed the intelligence agencies for the prevailing terrorist threat in the region, alleging that TNSM leader Maulana Fazlullah was a mere tool that must surrender to the authorities. “The government [should] hold talks with the intelligence agencies instead of the local Taliban, as the agencies and Maulana Fazlullah are one and the same in the Swat conflict, while the government is their opponent,” the peace jirga alleged. Two of the injured are said to be in critical condition. The violence erupted after members of the Shia community of the region came under fire as they hoisted a flag on a mosque to mark Nauroz. Locals said the Nauroz celebrations were going on peacefully at a madrassa (Seminary) when they were fired upon with rockets and mortar shells, APP reported. “We have clamped an indefinite curfew and summoned troops to restore peace. The situation is tense,” local police officer Akbar Ali told AFP after the incident. He said sporadic firing continued despite the curfew. The district co-ordination officer of the region also called a jirga (council) that successfully negotiated a truce between Sunnis and Shias of the area. The cease-fire is to last five months. Each sect has deposited PKR 1 million with the jirga as a form of surety bond.
