A Jamiat Ulema-e-Islam (JUI) - Fazlur Rehman dominated tribal jirga on March 22 brokered a temporary cease-fire between foreign militants and Wazir tribes in South Waziristan, who have been fighting since March 19, reported Daily Times. "Both sides have agreed to the jirga demand for a ceasefire," said Niaz Muhammad Qureshi, JUI-F information secretary for South Waziristan. "We are glad that the two sides conceded to the tribal elders and clerics’ plea for silencing their guns in order to solve their issues through peaceful means," he added. Senior militant leaders like Baitullah Mehsud, Sirajuddin Haqqani, son of senior Taliban commander Jalaluddin Haqqani, and an unnamed Taliban commander from across the Afghan border reached undisclosed locations in South Waziristan to take part in the cease-fire negotiations. "They are all monitoring the situation and discussing with key local militant commanders how things can be cooled down," said tribal sources. Tribal sources said that Maulvi Nazir, commander of pro-Taliban tribal militants in Wazir areas, at one point was unwilling to negotiate a cease-fire with foreign militants and their local harbourers. "The jirga members convinced him after hours-long parleys," said sources in Dera Ismail Khan city, 200 miles south of Peshawar.

After Dir and Bajaur, barbers in Mardan in the North West Frontier Province (NWFP) have also received letters from a purported jihadi outfit to stop shaving beards, according to Daily Times. Sana hairdresser, a barbershop in the Par Hoti area, has received a letter from an organisation called Tanzeemul Mujahideen NWFP, warning barbers that they should stop shaving beards, otherwise their shops would be set on fire or bombed. The letter reads: "Our beloved Muslim brothers, listen and listen attentively and then think over it that shaving off beards is a great sin. This (beard) is the Sunnah of our beloved Prophet (PBUH), but regretfully we have been shaving it off and throwing these blessed hairs at dirty places, which is a shame."

Interior Minister Aftab Ahmed Khan Sherpao said that the toll in four days of fighting likely crossed 135 on March 22. The dead include some 100 foreigners, 25 fighters of local tribes. Security officials in Tank city said that pro-Maulvi Nazir militants ambushed two vehicles carrying 12 Uzbek militants, killing six of them in Zarmilan, 35 kilometres south of Wana. "Other foreign militants fled in the second vehicle while local militants lost two comrades in the ambush," the security officials said. Otherwise, the clashes on the fourth day of the conflict were less intense, a military spokesman said. "The clashes continued but their intensity was low," Maj-Gen Waheed Arshad told Daily Times.

Unidentified insurgents blew up an electricity tower in Mohmand Agency in the North West Frontier Province (NWFP) on March 22, Daily Times reported. Political administration officials said that the saboteurs destroyed an electricity tower near Pir Qilla, suspending power supply to Ghalanai and Lakrao grid stations. Unidentified miscreants had sabotaged some towers in November 2006. The government included some areas of the agency in Peshawar and Charsadda districts about eight years ago and the residents of these areas have been protesting against this move since then. The move also led to the formation of a Mohmand Resistance Movement (MRM), which has given a wheel-jam and shutter down strike call on March 29 to protest against the inclusion of tribal areas into settled ones. The MRM has been blamed for previous sabotages of electricity towers and Government officials have accused the organisation for this recent subversive activity. However, the MRM has denied involvement in this incident, saying that the administration was making false allegations against the organisation to foil its March 26 strike. The MRM demanded that 25 villages, which were part of the agency and later included in the settles areas, be re-included in the agency.

The North West Frontier Province (NWFP) can only be renamed through a referendum, Federal Minister for Inter-Provincial Coordination Salim Saifullah Khan said in a statement on March 25, reports Daily Times. Khan criticised the Muttahida Majlis-e-Amal (MMA) Government for “spending billions of rupees in developmental funds on a few districts”, adding that the MMA was trying to divert the people’s attention from the “miserable state of affairs of the province” by announcing that the NWFP’s name would be changed. The federal minister said that a single party would not be allowed to impose its agenda on the people. “People are not interested in changing the province’s name. They want the NWFP government to solve their problems,” he said.

A police officer and two attackers were killed, while 13 others, including three paramilitary soldiers and a constable, were wounded when suspected militants attacked a police station, an armoured personnel carrier and Frontier Corp (FC) fort with hand grenades in Tank city of North West Frontier Province (NWFP) on March 26, Police and residents said, according to Dawn. Police said the first incident took place on the Wana road when a group of suspected militants entered a private high school and forced the administration to let them deliver a jihadi sermon to the students and recruit them for holy war. After the sermon, they told the principal of the Oxford Public High School that they would enlist students for jihad and take them for training the same day, but he tried to stop them. Meanwhile, a Police party arrived at the place and the militants hurled a hand grenade, killing SHO Hassan Khan, and critically wounding a constable. Police opened fire on the assailants, killing one of them and injuring two others. One of the wounded attackers later died.

Tribal militants praised by the Government for a bloody assault on foreign fighters in Pakistan said on Monday they would continue to go to Afghanistan to fight foreign forces, Daily Times reports. The Government hailed the last week’s bloodletting in South Waziristan as a sign that local tribes would evict foreign militants without the involvement of Pakistani forces. A spokesman for the Pakistani military described them as "patriots". However, the tribal militia told reporters that they had not turned against the foreigners for the Government’s sake. "We will continue our jihad (in Afghanistan) if that is against America, the Russians, British or India as long as we have souls in our bodies," Haji Sharif, an aide to Maulvi Nazir, told reporters in Wana. Nazir’s representatives escorted reporters to the area, where sympathies for the Taliban run high and which is generally off-limits to outside journalists. Sharif said "Our activities across the border have been affected by our crisis with the Uzbeks. We have enemies in our home," he said.

The North West Frontier Province (NWFP) capital Peshawar was rocked on March 27 morning by an explosion near an aid agency’s office, hours after a March 26 evening blast in the cantonment area, which injured a senior Awami National Party leader and three others, said Police. Peshawar police chief Abdul Majeed Marwat said March 27 blast in the Pishtakhara area, near an International Committee of the Red Cross (ICRC) facility, caused no casualties, and "the explosion aimed to scare people". The Police official said a dynamite was detonated in an open field near the ICRC’s office, which was bombed on February 10. AFP reported that an explosive device had been hidden in a milkman’s can and planted near the ICRC facility in Peshawar. The ICRC said the explosion took place close to its car workshop at around 4:20 am. "There were no injuries or loss of life, nor was there any material damage," it said.

Daily Times reports that at least 25 Taliban militants and a paramilitary soldier were killed in a gun battle that continued for six-hours in Tank of North West Frontier Province (NWFP) on March 28. Tank District Police Officer Mumtaz Zarin said that security forces killed at least 25 militants when more than 200 Taliban cadres attacked the city from all sides. A police source said that two police stations, a paramilitary fort and bank branches were damaged in the Taliban attack. "Several banks were looted and their record was burnt," he added. Curfew was imposed in the city and the civil administration asked the army for help in preventing the Taliban from taking control of the city. NWFP Inspector General of Police (IGP) Sharif Virk told, "The (Taliban) attack was repulsed effectively." The recent surge in violence began on March 26 when police clashed with Taliban recruiters outside a private school and a police officer and a militant were killed.

At least four persons were killed and as many wounded in clashes between two militant groups in South Waziristan on March 29, officials and residents said, according to Dawn. Both sides used heavy weapons in the fighting which left the four, two of them foreigners, dead. Sources said the clashes erupted early in the morning between supporters of militant commander Maulvi Nazir and his rival Noor Islam, who is backing foreigners in Azam Warsak, Shin Warsak, Jaghundai and Kalosha areas. The fighting began when the Nazir group tried to dislodge foreigners from a Government school in Ghawakha area, the sources said. A cease-fire was brokered after three hours of fighting. However, a local tribal commander said that fighting would continue until all foreign militants were expelled from South Waziristan. "Though a jirga is still trying to negotiate a ceasefire, our position remains firm that all Uzbek militants should leave the area," Haji Sharif, a supporter of Mullah Nazir, told AFP.

According to Daily Times, local tribesmen attacked foreign al Qaeda militants hiding in bunkers in the ongoing clashes that killed five people in South Waziristan on March 31, bringing the total death toll since fighting began on March 19 to 177. Pro-government tribesmen attacked bunkers occupied by the militants as part of efforts to drive them from Waziristan bordering Afghanistan. They reportedly seized seven bunkers dug into a mountain from where Uzbek militants and their Chechen and Arab allies could launch attacks on the main town of Wana in South Waziristan. Foreign militants also shelled Pakistani army soldiers in the area, killing two, according to an unnamed security official. Troops from an army base in the area retaliated with artillery fire targeting foreign militants on the outskirts of Wana, he said.
