Unidentified assailants killed a girl and injured a member of a local peace committee in Malam Jabba area of Swat District in Khyber Pakhtunkhwa in the evening of November 1, reports Dawn. Sources said that assailants entered the house of Fazl Ghani, a member of local peace committee, and opened firing on him in Sair Thelegram locality on the outskirts of Malam Jabba. Fazl Ghani received critical bullet injuries in the attack. However, a niece of Mr Ghani’s wife was killed on the spot, sources said. They said that the girl identified as Samreen had come from Karachi to spend few days with her relatives in Swat. Sources said that Ghani was an active member of the local peace committee and he might be targeted by Tehreek-e-Taliban Pakistan (TTP). The increasing attacks on members of peace committees and opponents of TTP have caused unrest among the people of Swat.

Norway on November 2 agreed to provide 75 million Norwegian Krones for the three-year second phase of ‘Basic Education Improvement Programme’ which aims to improve educational standard and facilities, particularly of girl students, in Khyber Pakhtunkhwa, reports Dawn. An agreement to this effect was signed by Secretary Economic Affairs Division Javed Iqbal and Norwegian Ambassador Cecilie Landsverk. The Provincial Elementary and Secondary Education Department will act as the implementing agency to utilise the Norwegian funds. It will establish fully-equipped and digitalised libraries manned by trained staff in 300 schools, improve concept-based co-curricular activities in 25 schools, upgrade 100 girls’ schools and construct 100 additional classrooms on the need basis.

Six people, including the commander of Aman Lashkar, an anti-Taliban group, and his two guards were killed, and five others were in a suicide attack in Daggar area of Buner District on November 3, reports Daily Times. “The suicide bomber blew himself up in front of Fateh Khan’s vehicle. Three guards boarding the vehicle and two passersby were also killed in the attack,” Jehanzeb Khan, the District Police Officer (DPO) said. The Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the attack, saying it had targeted Fateh Khan for leading an armed resistance against the group. However, the TTP spokesman claimed that the bomber was on foot, as opposed to Police reports the bomb was detonated by a man on a motorcycle. Fateh Khan was a former Awami National Party (ANP) leader and had recently joined the Qaumi Watan Party (QWP), adds The Express Tribune.

Eight persons, including five police officers and three civilians, were injured when a bomb exploded near a Police check post in Jala Bela area of Charsadda District in Khyber Pakhtunkhwa on November 4, reports Dawn. One of the injured was a child. Station House Officer (SHO) of Daudzai Police Station, Amir Sultan confirmed that a bomb had been fixed on a cycle next to the Police check post, when it exploded. Superintendent of Police (SP) Javed Khan said that three kilograms of explosives had been used in the blast. The explosion has destroyed the check post, sources said.

A senior Awami National Party (ANP) leader and vice-president of Charsadda District, Sabiullah Khan, was shot dead by unidentified assailants at Darabo village in Shabqadar tehsil (revenue unit) of Charsadda District in Khyber Pakhtunkhwa on November 5, reports Daily Times. “Sabiullah was on his way home when he was attacked,” the Police Official said. No group has claimed responsibility so far. However, Tehreek-e-Taliban Pakistan (TTP) had claimed responsibility for such attacks on ANP leaders and workers in the past.

Khyber Pakhtunkhwa Governor Masood Kausar, on November 7, said, no timeframe could be fixed for withdrawal of combat troops from Federally Administered Tribal Areas (FATA) to peacetime position, reports Dawn. “I can’t say anything about the timeframe to withdraw security forces from the fighting positions to peacetime positions as long as peace is not achieved in Afghanistan,” he told reporters at the conclusion of his two-day visit to Kurram Agency. The Governor said Security Forces would remain in FATA even after restoration of peace in tribal borderlands. He said there was instability in Afghanistan and its fallout was directly affecting nearby tribal areas. Pakistan has over 100,000 army and paramilitary troops in FATA fighting militancy. “I cannot give any date for the pull out of troops as well as return of the internally displaced persons to Fata,” he said. Mr Kausar said normalcy was returning to tribal agencies and IDPs were gradually returning home. He added that around two million people had been displaced in FATA. He expressed satisfaction over the prevailing situation in Kurram Agency and said no major incident of violence had happened during the last two years in the valley.

A Government primary school for girls was destroyed when a bomb planted near the building went off in the Tirahwaal area of Kamal Khel on the outskirts of Kohat city on November 23. “The building was completely destroyed when five kilogrammes of explosives planted in a plastic canister detonated,” said Station House Officer (SHO) Aqiq Khan of Billitang Police Station said. He said that a huge explosion occurred around 10:45pm. The boundary wall of the school and three classrooms were destroyed.

Peshawar High Court on November 30 dismissed a Provincial Government petition for the transfer of the trial of a terrorism case against Tehreek Nifaz-i-Shariah Mohammadi (TNSM) ‘chief’ Maulana Sufi Mohammad to Peshawar from Lower Dir. The Government had sought the case’s transfer citing Sufi Mohammad’s poor health and the delicate security situation as reasons. Chief Justice Dost Mohammad Khan observed that if Sufi Mohammad had been facing problems during his travel from Peshawar, where he had been imprisoned, to Lower Dir, then he should himself contact the court for the transfer of his case. The case in which Maulana Sufi is facing trial before an anti-terrorism court in Dir was registered on February 12, 2009, under sections 7 and 11-F3 of Anti-Terrorism Act.

Policemen remained unhurt though their van was hit by a roadside bomb on Inqilab Road in the suburbs of Peshawar, the provincial capital of Khyber Pakhtunkhwa (KP) on November 30, reports Dawn. “The van was damaged, but the policemen remained unhurt,” said an official of Badaber Police Station. He informed that the Police party was on its routine patrol when the blast occurred at about 9am. He added that the Police party was the actual target, but it escaped unhurt. An official of bomb disposal unit said that the improvised explosive device weighing about three kilogrammes was packed in a canister and planted at a water pipeline on a roadside which went off as the police van reached the spot.
