an anti-terrorism court on January 2 issued non-bailable arrest warrants for 34 Tanzim Nafiz Shariat-e-Muhammadi (TNSM) and Swat Taliban leaders for non-compliance with the court order to appear in a case, reports The News. The case was registered against TNSM Chief Maulana Sufi Muhammad and others for anti-state and anti-judiciary speeches at the Grassy Ground in Mingora, Swat in 2009. Maulana Sufi Muhammad, his three sons Hayatullah, Rizwanullah and Ziaullah and another TNSM leader Mufti Safiullah appeared in the Swat Anti-Terrorism Court headed by Syed Asim Imam in the case. However, 34 others who had delivered anti-state and anti-judiciary speeches were absent from the court.

A former ‘commander’ of a local peace committee, Umar Gul, was killed allegedly by Tehreek-e-Taliban Pakistan (TTP) militants in Warki village of Tank District in Khyber Pakhtunkhwa in the night of January 4, reports Dawn. The beheaded body of Umar Gul was found in a nearby canal after he was taken away from his house by three militants. “Three persons took him last night and then left a chit beside his body, warning people not to participate in his funeral,” Police quoted a brother of the deceased as saying. TTP have killed at least seven peace committee heads in the past two months.

The completion of the school buildings would benefit thousands of Swat students whom militants have deprived of an education, Khan said. A four-judge bench headed by Chief Justice Iftikhar Muhammad Chaudhry had taken up a petition of Abdul Ghaffar Khan seeking to reclaim his ancestral farmland and gardens he had left behind while leaving as an internally displaced person when the Operation Rah-e-Rast (Path to Truth) was launched by SFs against militants in Swat. The petitioner said he owned 500 kanals of agricultural land and gardens in the revenue estate of Kota in Barikot tehsil (revenue unit). The Supreme Court issued the directive to the Defence Secretary after District Officer Revenue submitted a report denying that military authorities had occupied the land, but asserting that the petitioner and his son were terrorists. The next date of hearing is January 23. Advocate Sanaullah Zahid, the counsel of the petitioner, rejected the allegations that his client was a terrorist and said he was a patriotic Pakistani and even last month some of his property had been auctioned.

In this regard, an office of the UNHCR called Centre for Voluntary Repatriation (VCR) was inaugurated at Khiaima area of Timergara in Lower Dir. The function was attended by Khyber Pakhtunkhwa UNHCR chief Ahmad, Commissioner Afghan refugees Zaheerul Islam, Lower Dir DCO Mahmood Aslam and Afghan Commissionerate District Administrator Biradar Jan besides elders of refugees and local notables. Speaking on the occasion, the UNHCR provincial head praised Pakistan and Sudan for hosting a large number of Afghan refugees for over 30 years. They were identified as Curtain Wild, a colonel in German Army who has spent time in Afghanistan and Kosovo, Lauren and Rhodwolf Smith. An official said statements of the three men did not match with each other. First, they claimed to be associated with a non-governmental organisation but later they said they were staff of the German embassy living in Peshawar. The official said four Pakistanis, who were working for the Germans, had also been held. They included two security guards whose services had been acquired without informing the Police. “They said they were deputed by their embassy to keep an eye on the German-funded development projects but they had no documentary proof to this effect,” the official said. The Germans came to Peshawar during the Soviet war in Afghanistan more than 30 years ago, he said, adding the house was raided after the Police came to know about their suspicious activities.

This assurance was given by Andrew Sisson, the USAID’s Mission Director in Pakistan, while speaking at a ceremony at Sarhad Chamber of Commerce and Industry (SCCI). Yet this is hardly a cause to rejoice, as the death toll from the attacks was actually higher than the previous year. According to a comparative study by the capital city police, a total of 34 bomb blasts took place in the province in 2011, killing 400 civilians and 134 police officials, while 37 blasts were witnessed in 2010 which killed 411 civilians and 99 security personnel. However, the capital city showed a marked decline compared to 2010, thanks to the efforts of law enforcement agencies and the cooperation of locals.

A ‘commander’ of Ansarul Islam (AI), identified as Haji Akhunzada, and three others, including his nephew and son-in-law, were killed in a suicide attack on January 30 in Pakha Ghulam area, on the outskirts of Peshawar, reported Express Tribune. Seven people were also injured, of whom five were reported in critical condition. “The attacker was between 20 and 25 years of age. He targeted Haji Akhunzada, a commander of the AI,” Senior Superintendent of Police (SSP) Tahir Ayub said. No group claimed responsibility for the attack, but the Peshawar Police pointed fingers at Lashkar-e-Islam (LI). According to Akhunzada’s son Khan Taj, the family had been living in the area for four months and had been receiving threats. “Earlier, my father had a narrow escape because he was helping the Government against LI,” Taj said, adding that earlier, LI members opened fire at Akhunzada’s vehicle in Hayatabad area in Peshawar.

The Provincial Government had decided to ask centre to involve Khyber Pakhtunkhwa during the course of the future tripartite dialogue for the repatriation of Afghan refugees, Minister for Information Mian Iftikhar Hussain said. Hussain said that Khyber Pakhtunkhwa had experienced a negative impact owing to presence of Afghan refugees. Hence, it should be involved for taking decisions in future regarding the return of refugees to their homeland, he added. Hussain further said that Home Secretary Azam Khan briefed the cabinet about the Afghan refugees, informing it that as per the decision of the tripartite dialogue, involving Pakistan, Afghanistan, and United Nations High Commissioner for Refugees (UNHCR) as parties, Afghan refugees had been set a cutoff date of December 31, 2011 for their repatriation. However, the move could not be implemented and the date had now been extended to December 30, 2012, he added. He said the cabinet was informed that the province had 1.6 million Afghan refugees of which some 400,000 were unregistered. The provincial cabinet, said the minister, expressed the hope that the province would be taken into confidence prior to any decision by the Federal Government in that regard.

The News reports that the Khyber Pakhtunkhwa cabinet was told that Kohat Central Jail and Lakki Marwat sub-jail had been handed over to Pakistan Army for conversion into detention centers where under-trail terrorists could be interrogated. Minister for Information Mian Iftikhar Hussain said that after proper identification and classification of the detainees arrested on terrorism charges and the under-trail prisoners would be shifted to detention centers in Kohat and Lakki Marwat Districts. “A list of hardcore militants has been handed over to Special Branch,” Hussain said, adding that some 107 prisoners had been shifted from Central Jail Peshawar to other jails of the province. The Minister said the Provincial Government had requested the Federal Government and the General Headquarters in Rawalpindi (Punjab) to obtain permission for installing jammers to block the use of mobile phones at the Central Prison Peshawar. Mian Iftikhar said the Khyber Pakhtunkhwa Police had arrested 6,236 terrorists and some 24,122 proclaimed offenders during 2011. He said that some 96 cases of kidnapping for ransom took place in 2011 while 242 kidnapping cases were reported in 2010.
