A special report, which the New York Times claims to have been shown, warned President Pervez Musharraf that Islamic militants and Taliban fighters were rapidly spreading beyond the tribal areas and that without “swift and decisive action,” the growing militancy could engulf the rest of the country, Daily Times reported on July 1. The report prepared by the Interior Ministry said that security forces in the North West Frontier Province (NWFP) were outgunned and outnumbered and had forfeited authority to the Taliban and their allies. “The ongoing spell of active Taliban resistance has brought about serious repercussions for Pakistan,” according to the 15-page document. “There is a general policy of appeasement towards the Taliban, which has further emboldened them,” it said. This report was taken up at the June 4, 2007-meeting of the National Security Council in Gen. Musharraf’s presence. An unnamed Western diplomat called the document “an accurate description of the dagger pointed at the country’s heart,” adding: “It’s tragic it’s taken so long to recognise it.”

The Interior Ministry document reportedly mentions the names of well-known Taliban commanders as well as those of lesser-known militants who lead the Taliban patrols responsible for assassinations and suicide bombings in smaller jurisdictions in the NWFP. The paper quotes Brigadier Mahmood Shah, who was in charge of security in the tribal areas until 2006, as saying, “It’s a policy of appeasement. It hasn’t worked. The Talibanisation has increased in the past year.”

NWFP police chief Sharif Virk blamed Maulana Fazlullah, who leads a proscribed militant organisation, for both these attacks. "Militant leader Maulvi Fazlullah has close links with the administration of the Lal Masjid and the provincial government is contemplating action against him," Virk told Dawn. Fazlullah, who had recently signed an agreement with the NWFP government, in broadcasts on his FM channel on July 3 and 4, asked his supporters to take up arms against the government to avenge the action taken against Lal Masjid and carry out suicide attacks.

According to The News, the caravan of SFs was going to Bannu in the North West Frontier Province (NWFP) from Miranshah, headquarters of North Waziristan. A suicide attacker rammed his explosive-laden car with the caravan near Mir Ali. Four SF personnel and a passer-by child died on the spot while two soldiers and three passers-by succumbed to injuries at a hospital. The suicide attacker also was killed.

Four civilians were killed and two police personnel were wounded in a bomb blast that targeted a police vehicle in the Swat district of North West Frontier Province (NWFP) on July 4, according to Daily Times. Police officer Saeed Khan said that it was not clear whether a grenade was thrown at the vehicle or whether a roadside bomb exploded. A number of eyewitnesses claimed that a suicide bomber carried out the attack using an improvised explosive device (IED) near the Kanju Bridge. However, police officials did not confirm the suicide attack but said it cannot be ruled out.

Four police personnel were killed and two others sustained injuries when suspected Taliban militants attacked their vehicle in the Mattani police precincts of Peshawar, capital of the North West Frontier Province (NWFP) late on July 4-night, according to Daily Times. An unnamed senior police official disclosed that a group of 25 to 30 attackers opened fire on a police picket at around 1:30am. The attackers also shot at a police vehicle which arrived at the incident site, killing four police personnel and wounding two others. The official said that the attackers fired nearly 500 rounds on the police party amidst slogans of ‘Allah-o-Akbar’. He added that the assailants had come from Darra Adam Khel, which borders Matani village.

Four missiles were fired on an army base at Landi Kotal in the North West Frontier Province (NWFP) on July 5-night. Officials of the Landi Kotal political administration told Dawn that one missile landed in a garden in front of the main gate of the Khyber Rifles and another near an abandoned army store, about 100 meters from the main gate. However, no loss of life or injuries was reported. This was the first missile attack on an army camp in the area. Nobody had claimed responsibility for the attack and no arrests had been made.

"Four soldiers have been martyred in an IED explosion," said ISPR Director-General, Major General Waheed Arshad. He, however, denied that the attack was a reaction to the standoff with the Lal Masjid brigade in Islamabad. No group has claimed responsibility for the attack. July is reportedly the most violent since early 2006 with 13 suicide attacks or 37 per cent of the 35 incidents occurring in the past 19 days in which 168 people, including 85 security force (SF) personnel, were killed. 16 of the incidents occurred in the North West Frontier Province (NWFP), 10 in the Federally Administered Tribal Areas (FATA) and nine in other parts of the country, including three in Karachi, two each in Islamabad and Hub (Balochistan), and one each in Quetta and Kharian Cantonment. About 199 people were killed in the suicide bombings in the NWFP, 64 of whom were targeted in tribal areas while 131 of the casualties occurring in other areas of the country. Six of the bombings occurred in the NWFP, five in the FATA and one each in Islamabad and Hub in Balochistan. All the attacks in July 2007 occurred after July 3 following the start of the Lal Masjid siege by SFs while 12 of them were carried out after the July 10 assault on the Lal Masjid.
