Meanwhile, the Ministry of Home Affairs (MoHA) has prepared Plan ‘A’ and Plan ‘B’ for security during the upcoming second phase of local level elections slated for June 28 in 461 local levels of 41 Districts of Province 1,2,5 and 7, reports The Himalayan Times on June 9. MoHA’s Spokesperson Bal Krishna Panthi told that Plan ‘A ‘ was for normal situation, in which all political parties, including the agitating Madhesi parties, take part in the elections. Plan ‘B’ was prepared for unusual situation if the agitating Madhesi parties boycott the polls and try to create obstacles to thwart the elections, according to Panthi. “We are ready for any situation and have made preparations accordingly to hold free and fair elections,” said Panthi. He said plans prepared by the MoHA for poll security was in the implementation phase.

Separately, the Ministry of Home Affairs (MoHA) has asked the District administrations concerned to take necessary precautions to tackle potential challenges that various political and non-political outfits could pose to the second phase local elections, reports Republica on June 9. MoHA officials said they are especially wary about potential threats to poll security in around half a dozen Districts of the central and western plains which have been rocked by a series of violent incidents since 2015. The Districts include Saptari, Mohottari, Prasa, Rautahat, Rupandehi and Kailali. Besides being the support base of the agitating parties including RJPN, these Districts are also home to numerous armed outfits and secessionist forces including one led by Jaya Krishna Goit and CK Raut. Based on reports gathered from security agencies and local administrations, the Government had initially divided the polling zones into three categories: normal, sensitive, extremely sensitive. Three to 11 police personnel will be deployed at each polling booth, depending on its security sensitivity, while Nepal Army personnel will guard the outer periphery of the polling stations. Just a day before candidacy nominations, the Government on June 15 re-scheduled the scheduled June 28 local election in Province 2 for September 18 in a third phase, reports Republica. A Cabinet meeting decided to defer the polls in Province 2 and change the election calendar in the three other provinces. “Elections in Province 2 will now take place on September 18 and the polling in the remaining provinces (1, 5 and 7) will be conducted as scheduled although the poll-related calendar has been revised without impacting the polling date,” said Minister for Labor and Employment Farmullah Mansoor after the meeting. This is the fourth poll deferral. Initially, the Government had fixed May 14 as the poll date across the country. Just ahead of nominations day, the Government decided to conduct the elections in two phases. Three provinces of the hill region went to polls in the first phase and June 28 was set as the poll date for the second phase. Provinces 1, 2, 5 and 7, which largely lie in the southern plains, would vote in the second phase.

A Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) cadre was died after being hit by a stone during a clash with Nepali Congress (NC) cadres at Jogedi in Bajura District on June 18, reports The Himalayan Times. Both the sides exchanged stones during an ugly fracas on their way to file nomination at the Chededaha Rural Municipality Election Office in the District. Police identified the deceased as Hansa Rawat (50). It has been learned that at least a dozen cadres from both sides were injured in the incident.

Police in Bajura District arrested three suspects in connection with the death of Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) supporter Hansh Rawat, who was killed in a clash between Nepali Congress (NC) and CPN-UML cadres on June 18, reports The Himalayan Times. According to Deputy Superintendent of Police Dal Bahadur Bogati, Chief at the District Police Office, NC mayoral candidate Nara Bahadur Rawat, teacher Padam Rawat and Tek Bahadur Rawat, the permanent residents of Chhededaha Rural municipality in the District, were arrested on Sunday (June 18) evening for further investigation. Rawat had died after being hit by a stone in his testicles during a clash with NC cadres at Jogedi in Chhededaha Rural Municipality-5 in the District on June 18. Both sides had pelted one another with stones in the violent confrontation between the two parties on their way to file nomination at the local Election Office.

Chandra Singh aka Sunrise (29), a cadre of Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist) was killed in a bomb explosion in Dhangadhi city of Kailali District on June 26, reports Republica. According to Police, Chandra Singh was carrying the bomb himself but it explode when he reached at the premises of GS and Sons Hotel.

The second round local elections were conducted enthusiastically on June 28 in the 334 local units of Provinces 1, 5 and 7, reports Republica. According to preliminary details provided by the Election Commission (EC), voter turnout was 70.5 percent. The highest voter turnout was recorded in Bajura. Eighty percent of the eligible voters cast their ballots in Bajura, while the lowest turnout (61 percent) was recorded in Bhojpur. The second phase turnout is slightly less compared to 73 percent in the first round. Altogether 62,408 contestants contested 15,038 positions at 334 local units in the second phase local polls. The Government conducted the first phase elections in the 283 local units of Provinces 3, 4 and 6 on May 14. The election in Province 2 is set for September 18.

Meanwhile, Nepali Congress (NC) and Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre) on June 29 demanded re-polling at Chauparti Rural Municipality-4 and Sanphebagar Municipality-6 of Achham District, reports Republica. Claiming that the main opposition Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) captured the polling center and chased away representatives of other parties in collaboration with security personnel and election officers, the NC-Maoist coalition has demanded that all votes cast at the Baija Nath Higher Secondary School polling center in ward number 4 be considered void and a reelection be held. Likewise, the coalition also demanded re-polling in Bhagishwar of Sanphebagar Municipality-6. According to the alliance, NC''s mayoral candidate Dhoj Bahadur Kunwar and deputy mayoral candidate Rupa Aauji were mistreated while attempting to enter the polling center, under the direction of CPN-UML Vice-chairman Bhim Rawal. The alliance also claimed that the CPN-UML chased away the representatives of other parties and captured this polling center too.
