After India banned 'Referendum 2020' voter registration websites, the US-based secessionist group Sikhs For Justice (SFJ) has launched a voter registration App on Google play store, IANS reports on September 3 (today). The Google App ‘Voice Punjab 2020’ as per the banned organisation is launched to commemorate the 25th martyrdom day of Dilawar Singh, the assassin of former Punjab Chief Minister Beant Singh. The mobile app facilitates the user to register as a voter for the anti-India campaign. Citing the UN Charter, the description of the app on the Google play store states that 'Voice Punjab 2020' is an App to facilitate voter registration for non-governmental Punjab Independence Referendum 2020 which is being organized under Article 1 of UN Charter which gives all peoples right to "self-determination" making it difficult for India to get the app banned and removed. However, the security agencies with the help of the Information and Technology Ministry and Union Ministry of Home Affairs (UMHA) are in the process of getting in touch with Google so that the App can be banned.

For the fourth time, assailants hoisted a Khalistani flag with ‘Khalistan’ inscribed on them at the Tehsil (revenue unit) complex at Bagha Purana town in Moga District of Punjab on September 2, reports The Times of India. The flag was raised on a flag post meant for hoisting the national flag. It was removed after the employees reached the office complex and noticed it. Bagha Purana Deputy Superintendent of Police (DSP) Jasbinder Singh said, “an employee detected the flag at around 9 in the morning and informed senior officials, who informed the Police. The Police immediately removed it and are now checking the CCTV footage to trace the persons behind the illegal act. A case has been registered in this connection.”

Police arrested a person identified as Jagwinder Singh, from Pakhar Wadh village in Moga District of Punjab for providing shelter to two militants of banned terrorist outfit Khalistan Zindabad Force (KZF) on September 3, reports United News of India. As per the report, the two KZF militants, identified as, Inderjeet Gill and Jaspal Singh, were involved in hoisting ‘Khalistan flag’ at rooftop of Moga Deputy Commissioner Office complex on August 15, 2020. Jagwinder provided shelter to the duo before they left to the national capital from where Delhi Police arrested them on August 29, 2020.

The Border Security Force (BSF) personnel belonging to the 88 Battalion, recovered nine kilograms of heroin from Amritsar sector along the India-Pakistan International Border (IB) in Amritsar District of Punjab on September 4, reports The Times of India. According to an official release, on spotting a suspicious movement at the IB, the BSF’s patrolling party challenged the intruder following which they fled back to Pakistan leaving behind the narcotics on the Indian territory which was recovered in a search operation. With this, during the current year, BSF has recovered around 387 kilograms contraband from the IB in Punjab.

The Tarn Taran Police on September 4, arrested four smugglers and alleged accomplices of the five Pakistani intruders, who were shot dead by the Border Security Force (BSF) personnel near Dall International Border (IB) outpost in Tarn Taran District on August 22, reports The Tribune. The arrested accomplices have been identified as, Gurbir Singh and Gurbax Singh, both residents of Dall village, and Yudhvir Singh and Gurpreet Singh of Dhunda village in the District. The Senior Superintendent of Police (SSP), Dhruman Nimbale said during the forensic examination of the mobiles seized from the Pakistani intruders, it was found that the accused had interacted with the intruders before they were shot by the BSF troopers. A senior official privy to the investigations said the four used to retrieve the narcotics consignments from the IB and later handed it over to their links as per the instructions. They used to get INR 20,000 to INR 60,000 per consignment, depending on the quantity retrieved, the official said.

Two militants of Babbar Khalsa International (BKI), identified as Bhupender alias Dilawar Singh (41) and Kulwant Singh (39), have been arrested following a brief exchange of fire with Police in Northwest District of Delhi on September 5, reports Outlook. According to a senior Police officer, the Special Cell of Delhi Police arrested the duo after they received information that they had come to Delhi in a car to receive a huge cache of arms and ammunition. “Our teams laid a trap near an underpass on Burari-Majlis Park road. On September 5, around 11 pm, when both of them were spotted in their vehicle, they were overpowered after a brief exchange of fire,” the officer said. According to Police, both the militants are residents of Ludhiana District in Punjab and were planning targeted killings in various north Indian States on the directions of leaders of the Khalistan movement sponsored by Pakistan's spy agency, Inter-Services Intelligence (ISI). Seven pistols with 45 cartridges were recovered from their possession. Police also recovered two Android phones containing incriminating videos and photographs related to the Khalistan movement and their propagators.

The Border Security Force (BSF) personnel recovered four packets of contraband suspected to be heroin weighing 500 grams each from the Abohar sector along the Indo-Pak International Border (IB) in Fazilka District of Punjab on September 6, reports United News of India. A spokesperson of the Punjab Frontier's Headquarter of the BSF said that the alert troops of the BSF challenged the Pakistani smugglers after observing their activities in the area of responsibility of 124 Bn BSF following which they ran towards the Pakistan Territory. During a search of the area, the BSF troops recovered the contraband suspected to be heroin weighing two kilograms.

The Centre on September 8, ordered attachment of immovable properties in Punjab of designated terrorists – Gurpatwant Singh Pannu and Hardeep Singh Nijjar under the Unlawful Activities (Prevention) Act (UAPA), reports The Pioneer. The duo is being investigated by the National Investigation Agency (NIA) in connection with a case relating to a concerted campaign launched by the US-based banned secessionist Sikh organisation, Sikhs For Justice (SFJ) under the banner of ‘Sikh Referendum 2020’ for the creation of ‘Khalistan’. During the course of investigation, the NIA had identified immovable properties belonging to Pannun in Amritsar, and those of Nijjar in Jalandhar, and moved the Government for attachment of these assets properties under the provisions of UAPA, 1967. The attached properties Pannu include 46 Kanal at village Khankot, Amritsar, Punjab and 11 Kanal 13.5 Marlas Sultanwind Suburban Bhainiwal, Amritsar, Punjab. Nijjar’s attached asset is 11 Kanal 13 Marlas in area at villages Bhar, Singhpura, Pillaur, Jalandhar (Punjab).

The US-based banned Sikh Separatist outfit, Sikhs For Justice (SFJ) has announced to hold its pro-Khalistan ‘Referendum 2020’ in November 2020, reports New Kerala on September 8. Consequently, an alert has been issued by Indian security agencies to State Police Forces and counterpart wings therein, especially in Punjab, Chandigarh, Jammu and Kashmir (J&K) and Delhi, to keep a close watch on the social media, which is the easiest possible tool the SFJ will use to drive its 'Referendum 2020' campaign from foreign soil.

The key leaders of the US-based banned secessionist organisation Sikhs For Justice (SFJ), Gurpatwant Singh Pannun and Hardeep Singh Nijjar offered to pay INR 3,500 each as grant to woo Punjab farmers ahead of its anti-India campaign 'Referendum-2020', reports IANS on September 10. SFJ has announced to provide the money on a monthly basis to each of the Punjab farmers who have defaulted on agricultural loans, as part of its strategy to get their support for 'Referendum 2020' campaign now planned to be held in November. Intelligence agencies as well as National Investigation Agency (NIA), which is investigating cases against the SFJ, got the inputs on the grant offer for farmers a day after the Union Ministry of Home Affairs (UMHA) ordered the attachment of immovable properties of Pannun in Amritsar District and Nijjar in Jalandhar District of Punjab. The SFJ revised its earlier announcement under which Punjab farmers with up to five acres of land were to get INR 3,000 each to help them repay their agricultural loans.

Khalistan is a geopolitical project nurtured by Pakistan, concludes a Canadian think tank – Macdonald-Laurier Institute in its report titled ‘Khalistan: A Project of Pakistan’, which has adverse implications for the national security of both Canada and India, observes The Times of India on September 11. The report highlights how the Khalistan movement – ‘Referendum 2020’ spearheaded by the banned secessionist group Sikhs for Justice (SFJ), owes its energy to Pakistan. The report authored by Canadian journalist Terry Milewski says: “It does not fit the Khalistani narrative that Pakistan’s treatment of its shrinking Sikh minority has brought demonstrations to the Pakistani High Commission in New Delhi. Rather, it makes it all the more bizarre that undying solidarity with Pakistan has become a kind of theme song for the American lawyer, Gurpatwant Singh Pannun, who leads Sikhs For Justice, the driving force in the campaign for a referendum on Sikh independence.” Pannun, the report observes, has sided with China in its dispute with India and recently wrote to Pakistan PM Imran Khan, swearing that “if India ever attacked Pakistan, the pro-Khalistan Sikhs will extend full support to Pakistan”. The report marks, as a turning point, a 2018 event when Canada’s national security report had to omit a reference to Sikh Khalistanis. The 2018 Public Report on the Terrorism Threat to Canada replaced “Sikh (Khalistani) extremist ideologies and movements” with the more generic “Extremists who support violent means to establish an independent state within India.”

The Central Government on September 13, banned the YouTube channel of Gurpatwant Singh Pannu, Chief of the US-based secessionist group Sikhs For Justice (SFJ), for spreading anti-India propaganda, reports Republic World. The channel, earlier put under a shadow ban was being used to radicalise the youth of Jammu and Kashmir (J&K) as well as Punjab. The channel was used by Pannu to make an appeal to the youth of Punjab to wave flags of Khalistan on the District Headquarters. “All the activities of Sikhs For Justice were being tracked as this group was continually trying to radicalize the youth especially those belonging to the Sikh community in Jammu you as well as in Punjab. Through this YouTube channel, Pannu was spreading propaganda against the government and has asked the youth to waive Khalistan flag at the district headquarters office, in return they will be paid”, an official privy to the development said.

Six weapons — a 9mm pistol, four .32 calibre pistols and a .32 revolver, eight live rounds of ammunition, several mobile phones and an Internet dongle were recovered from the possession of the duo - both residents of Mianpur village of Tarn Taran District. “The Pakistan-backed module was busted on the basis of inputs about the nefarious designs of certain pro-Khalistan elements trying to disturb peace and harmony in the state by launching terror attacks,” said the Director General of Police (DGP) Dinkar Gupta.

The SFJ has adopted the new tactic as its online 'Referendum-2020' voter campaign on Canadian and Russian portals could not gain much traction, said security officials. SFJ now plans to cover 12,000 villages of Punjab in 30 days, starting from September 21, for its voter registration campaign. To this end, the SFJ has announced to recruit 1,000 ‘qualified referendum ambassadors’ who will register voters in their respective assigned geographical areas for 'Referendum 2020'. Also, SFJ promised to pay a monthly stipend of INR 7,500 each to these ‘referendum ambassadors’ for their services.

Shubhdeep’s name had figured after the arrest of his two accomplices – Harjeet Singh alias Raju and Shamsher Singh alias Shera on September 15, who were allegedly operating in connivance with Shubhdeep. Two arrested terrorists of Babbar Khalsa International (BKI), Bhupendra Singh and Kulwant Singh, who are in the custody of the Special Cell of Delhi Police, have disclosed a conspiracy to kill about three to four leaders of Shiv Sena Hind and Congress in Punjab, reports India Today on September 20. They had gathered information of the leaders from Facebook and did a recce of Punjab to hatch the conspiracy. As reported by SATP earlier, the duo was arrested along with arms and ammunition on September 5, from Northwest District of Delhi. As per the report, the ‘chief’ of Khalistan Zindabad Force (KZF) who is in Belgium and his handlers Jagdish Bhura and Dhanna Singh had asked the two to go to Delhi and procure arms, funds for which were sent from Belgium. Bhupendra Singh and Kulwant Singh have also revealed that they killed around three to four leaders of Shiv Sena Hind in Punjab. Further, Police said that the weapons recovered from the terrorists came from Meerut in Uttar Pradesh.

The Akal Takht (the highest temporal seat of Sikhism) on September 21, announced to confer the title of “Jilawatan Sikh Yodha” (Sikh warrior in-exile) on Gajinder Singh, leader and founding member of the Sikh separatist outfit, Dal Khalsa, currently residing in Lahore in Pakistan, for his contribution to the Sikh Panth, reports The Tribune. Gajinder is one of the five men accused of hijacking an Indian Airlines plane to Lahore in 1981. Reportedly, the five high priests headed by Akal Takht’s officiating Jathedar Giani Harpreet Singh, had decided to honour Gajinder, during a meeting held on September 18. The Akal Takht Secretariat officially informed the Dal Khalsa Head Office in Amritsar through a letter in this regard. Identical letter was sent to Gajinder’s daughter Bikramjit Kaur who lives in UK. Dal Khalsa ‘spokesperson’ Kanwarpal Singh Bittu said Akal Takht letter has authorised Gajinder’s daughter or any representative from Dal Khalsa to receive this honour at Akal Takht.

The banned US-based secessionist group Sikhs For Justice (SFJ) announced a grant of USD 1 million for farmers in Punjab and Haryana in lieu of their support for ‘Khalistan’, reports IANS on September 23. The announcement comes following the recent farmers’ protest against the three contentious agriculture-related Bills passed by the Parliament. SFJ’s offer has alerted security and intelligence agencies, which have shared the inputs with law-enforcement wings in both the States. SFJ’s legal adviser, Gurpatwant Singh Pannun said, “From October 1 to October 8, any farmer -- irrespective of his faith -- can register 25 votes for the Khalistan Referendum 2020 and get a grant of Rs 5,000 as assistance to repay their agricultural loans.” Calling the Indian government's new farms Bills as a “colonial agenda to ultimately turn the farmers landless”, Pannun said in his announcement that “the Modi government wants to enslave the farmers of Punjab and Haryana by turning them into destitutes. The SFJ has included farmers of Haryana also because we consider Haryana as part of Khalistan.”

In an intelligence-led operation, the Punjab Police on September 24, arrested two Pakistan-backed drug smugglers identified as, Jora Singh and his accomplice, Ranjit Singh alias Rana Singh along with 13 kilograms heroin in the Khem Karan sector along the International Border (IB) in Tarn Taran District of Punjab, reports The Tribune. The duo was planning to deliver the consignment to drug syndicates and suppliers across the State. A search has been launched to arrest their third accomplice – Pawandeep Singh. The Director General of Police (DGP) Dinkar Gupta said initial investigations revealed Jora Singh, along with associates Pawandeep Singh and Ranjit Singh, was in touch with Pakistan-based smugglers and was trying to procure a heroin consignment from Pakistan into the IB outpost Rattoke under Khem Karan Police Station limits.
