In an attack, militants wearing Army fatigue went on a rampage on July 27 (today) attacking a bus, a health centre and a Police Station, leaving five persons dead, including three civilians and two Home Guards in Gurdaspur District of Punjab, reports The Times of India. According to Police, the mayhem started at about 5 am when the attackers first targeted a roadside eatery and took off in a car after killing a person who was sleeping near Dinanagar bypass. They opened fire on a moving bus, in which four passengers were injured, they said. They also targeted a community health centre adjacent Dinanagar Police Station, in which a Policeman and three civilians including a woman who were present in the premises were killed. The gunmen entered the Dinanagar Police Station and opened fire on Policemen there in which five Policemen were seriously injured. They then targeted other part of the building where the families of Police personnel reside. Army has launched an operation against the militants numbering about five who are holed up in Dinanagar Police Station complex. The Tribune adds that Army was called in from Pathankot and the whole area has been cordoned off. Quick Reaction Teams, bomb squads, heavy Police including senior officers have also been deployed in the area which lies close to the Indo-Pakistan border. Two Army helicopters were also pressed into the operation and a gun battle was on when reports last came in.

On July 27, a total of 10 persons, including three civilians, three home guards, Gurdaspur Superintendent of Police (SP, detective) Baljit Singh and three militants were killed in a coordinated terror attack in Gurdaspur District of Punjab, reports The Times of India. Reportedly the militants entered into Pathankot District in Punjab at Paharipur Border outpost from Pakistan, later took bus to Taragarh Morh, and then walked towards Dinanagar in Gurdaspur District. After reaching the place they first killed one civilian, a dhaba owner, then snatched a car and headed towards the Police Station of Dinanagar. While travelling towards the Police Station, they killed one vegetable vendor and sprayed bullets on a passing bus. After reaching the Police Station, they injured SHO Mukhtiar Singh before holing up. Soon, an exchange of fire began between Security Force personnel and the militants. Three home guards and SP Baljit Singh were killed during the operation. The attack ended with SFs killing all the three attackers involved in the twin attack. No terror group has taken responsibility for the attack.

In what constitutes undeniable evidence of Pakistan's involvement in the terror attack at Dinanagar in Gurdaspur District of Punjab on July 27, the intelligence agencies have found that the Global Positioning System (GPS) sets recovered from the slain terrorists were first fed with data on July 21 at Sargodha in the Punjab Province of Pakistan, reports The Times of India. The examination of GPS sets also shows that the three terrorists were sent with instructions to kill the District Magistrate (DM) and the Superintendent of Police (SP) of Gurdaspur, attack the Dinanagar Police station and inflict mass casualties by blowing up passenger trains. Top Government sources described the data retrieved from the GPS sets as "incontrovertible technical evidence of Pakistan's complicity", and expressed confidence that investigators would soon be able to determine the identity of the three attackers. The report said the GPS data shows that the masterminds had set three targets for the terrorists. The first was the Dinanagar-Pathankot rail track on which five bombs were found strapped. Dinanagar Police station, where the encounter took place resulting in the terrorists being killed, was the second on the hit list. The terrorists were expected to eventually proceed to the high profile targets of bungalows of the DM and the SP in the Civil Lines area of the town for what could have been a deadly climax. Lashkar-e-Toiba (LeT) has emerged as the prime suspect behind July 27 terror attack in Gurdaspur in Punjab, adds The Times of India. The modus operandi was reminiscent of the storming of police stations in Jammu and Kashmir (J&K), particularly the March attack carried out by LeT in Samba, while the equipment found on the three fidayeen such as GPS device, AK-47s and Chinese grenades, as well as a conscious effort on their part to conceal their identity bore the unmistakable stamp of a Lashkar operation. The Union Ministry of Home Affairs (UMHA)'s initial assessment is that the terrorists may have infiltrated from across Pakistan into Kathua, which borders Dinanagar, the site of the attack. "It is likely that they were headed for a fidayeen operation in Jammu region, but given the tight security there in the wake of intelligence inputs on LeT's plans to push in two groups of infiltrators into Kathua, they may have found it easier to target an adjoining location in Punjab," a senior Home Ministry official said. "The modus operandi - terrorists dressed in military fatigues, early morning strike, car-jacking, indiscriminate firing and storming of a police station followed by engaging security forces in an encounter - had all the elements associated with a typical LeT attack," the official added. UMHA on July 28 claimed that the attack led by three terrorists at Dinanagar Police station in Gurdaspur was a desperate bid by Pakistan's intelligence agency, Inter-Services Intelligence (ISI) to revive militancy in Punjab, reports Mumbai Mirror. Last week Punjab Director General of Police (DGP) and Chief Secretary were called for a meeting to apprise them of intelligence reports that ISI is making all possible efforts to regroup separatist forces within the state. "The Khalistan movement is all but over. Our reports suggested that ISI was making all possible efforts to cajole few remnant separatists but found no support. Their request for logistic support for their men was also not heard. Which is why we believe they sent three fidayeen," a senior MHA official said.

The Intelligence Bureau (IB), on July 28, briefed the Union Ministry of Home Affairs (UMHA) on inputs related to the evolution of a quid pro quo agreement between pro-Khalistan and Pakistan's Inter-Services Intelligence (ISI) backed militant outfits forged in the Kashmir valley over the last decade, The Hindu reports on July 30. According to an IB official, the UMHA was briefed about the likeness of July 27, Gurdaspur (Punjab) Attack to the massacre of 35 Sikh families in Chatti Singhpora near Anantnag in March 2000, which saw a group of 20 militants wearing Army fatigues forcibly removing residents from their homes on the pretext of a checking exercise before spraying bullets on them. “Following the attack, the pro-Khalistan forces and members of the Jaish-e-Muhammad [JeM], LeT [Lashkar-e-Taiba], sat across the table to bury the hatchet and decided to work in tandem. Several such meetings to iron out differences occurred in the years 2005, 2010 and most recently on the heels of the Kathua [Jammu and Kashmir] attack,” said a source. The attack, according to sources in the IB, was part of a plot hatched jointly by the Babbar Khalsa International (BKI) in association with the Kashmir Tanzeem of LeT and “seemed to have been four years in the making”.

Analysis of data from two GPS (Global Positioning System) sets recovered from the Punjab attackers has actually thrown up two routes that the terrorists were supposed to take to reach Dinanagar in Gurdaspur District of Punjab, The Times of India reports on July 30. While both originate from Pakistan, they indicate different points of entry into India through the Punjab border. Both the routes, however, merge a few kilometres before Dinanagar. Sources said the two GPS sets were fed with two different routes on July 21 at Sargodha near Faisalabad in Punjab Province of Pakistan. One of the GPS sets shows a route originating from Mastgarh in Pakistan's Gujrat near Jammu border and then crossing the Jammu-Punjab-Pakistan tri-junction to enter Pathankot after crossing a rivulet merging into Ravi river. It then moves southwards to Dinanagar. Another route shows Malowal in Pakistan's Gujrat as the starting point and then shows Dorangla, 170 kilometre south of Malowal, in India's Punjab. The next marked place is the same as the first GPS set. Going by this route, agencies believe that entry could have been made through Narowal in Pakistan. The Punjab Police are convinced that the three terrorists involved in the Dinanagar terror attack (July 27) aimed to attack families of Police personnel by storming the Civil Lines area in Gurdaspur, The Tribune reports on July 30. The coordinates of this area were fed in their Global Positioning System (GPS) devices as their final destination. Though the Central agencies claim the terrorists came from the Bamyal sector, Punjab Police officials say Fatto Chak-Mastgarh was their entry point. Fatto Chak is a Pakistani village and Mastgarh is an abandoned village in the Dorangla area of Gurdaspur District in India. The literature found from their possession related to the Lashkar-e-Taiba (LeT) and other terror outfits. The terrorists had shaved their bodies neck down. “This is usually done by jihadis who launch fidyaeen [suicide] attacks fully knowing that they won’t return alive. It’s like a customary exercise before going for an event where death is sure,” sources said.

Preliminary evidence suggests militants who stormed into Dinanagar Police Station in Gurdaspur on July 27, came from Pakistan, Union Home Minister (UHM) Rajnath Singh told the Rajya Sabha (Upper House of Indian Parliament) on July 30, reports Hindustan Times. He also said that India will give a befitting reply to any terror activity launched from across the border, reiterating his statement made after the daring terror attack to strike Punjab in decades. "Any attempts to attack the unity and integrity of India will get a befitting reply. We are dedicated to stopping all terror activities being done from across the border," he said. The UHM informed that the three terrorists might have infiltrated taking advantage of heavy rains and swollen 'nullahs' (drains) along the India-Pakistan border. Singh said that information was being gathered from the Global Positioning System (GPS) device seized from the terrorists who, he said, also had a night vision device.
