Concerned over the apparent appeal of Islamic State (IS) among a section of Indian society, the Centre along with states and Union Territories (UT) worked out a cohesive strategy to counter attempts at radicalisation and recruitment, The Times of India reports on August 2. Counselling of "vulnerable and radicalized" youths as well as their families and propagating "moderate" interpretations of Islam to counter the IS ideology of violent extremism will be key contours of this national blueprint. The counter-measures were on August 1 discussed by Union Home Secretary L C Goyal with the Chief Secretaries and Director General of Police (DGP) of 12 states and UTs, including Jammu and Kashmir, Maharashtra, Telangana, Andhra Pradesh, Karnataka, Uttar Pradesh, Tamil Nadu, West Bengal, Bihar, Delhi, Assam and Kerala, that have reported instances of radicalization and recruitment by IS. The immediacy with which the threat needs to be addressed was underlined in presentations by three central agencies —(Research and Analysis Wing) RAW; National Technical Research Organization (NTRO); National Investigation Agency (NIA) and Telangana. RAW conceded that even though southeast Asia is not an area of priority for IS now, one needs to closely watch the outfit in the long term. It said though the IS footprint in India is limited as compared to many western nations, a counter-plan must be readied right away to avert the potential threat. A presentation by Telangana on counter-radicalisation measures listed counselling of "vulnerable" youths and involving their parents, peers and community elders in such efforts; increasing the level of interaction with 'moderate' groups, Non-Governmental Organisations (NGOs) and civil society to track and tackle radicalization; and countering extremist ideology of IS by propagating "moderate" interpretations of Islam. A key point was the need for a "tactful" approach to youths reached by ISIS, involving counseling and efforts to bring them back into the mainstream. With the social media emerging as a preferred medium of radicalisation and recruitment among young, net-savvy Muslims, NTRO discussed monitoring of suspected terror sites and social media handles. The suggested counter-strategies included disabling of harmful content and running a counter-propaganda. The NTRO presentation also touched upon how to retrieve evidence from cyberspace. Calling for uniform standards of investigation in terror cases, the NIA stressed on guarding against implication of innocent people and ensuring that scientific evidence is key to all terror investigations.

The Brihanmumbai Electric Supply & Transport (BEST) has incurred a loss of over INR 3,00,000 from Fake Indian Currency Notes (FICN) given by commuters in the year 2013, Asian Age reports on August 3. Figures that have just come for 2013 show that commuters have been giving BEST conductors FICN of the denomination of INR 100, INR 500 and INR 1,000. According to the recently released document banks such as ICICI, Bank of India and CitiBank, where money is deposited at the end of the day, notified the undertaking about FICN in that year. According to the document, currency worth INR 2,70,750 was found to be fake. This came from the notes received from issuing daily tickets. The remaining loss of INR 1,34,800 came from those who bought bus passes. Of this amount, the BEST recovered INR 40,500 from commuters when they returned to renew their passes.

Following A high-level meeting held in New Delhi on August 1 to discuss the threat of Islamic State (IS) radicalisation, sources said that as per government estimates, a total of 13 Indians have joined the IS so far, six of them have died, reports Indian Express. The 13 included some Indians residing overseas. According to sources, 17 youths who intended to leave India to join the IS were stopped by intelligence agencies and Police forces. The youths hailed from Telangana, Maharashtra, Karnataka and other states. “Among the seven alive who are still with the IS are an Australian citizen who is originally from Kashmir, two of the four youths who left from Kalyan, one from Bengaluru, one from Telangana, and one each from Singapore and Oman,” said a source. The two youths from Kalyan are Fahad Shaikh and Aman Naeem Tandel, who went with Areeb Majeed and Saheem Tanki to Iraq and Syria in May, 2014. Majeed returned to India in November 2014 and was arrested by the National Investigation Agency (NIA), while Tanki has reportedly died. Adil Fayaz, who hails from Kashmir, is believed to have joined the IS after completing his MBA from Australia’s Queensland University. Fayaz’s case came to light when the Australian Secret Intelligence Organisation told the Intelligence Bureau (IB) in March 2014 that he was among over 600 Australian citizens, mainly of West Asian origin, who were serving with jihadists in Syria. Haja Fakkurudeen Usman Ali, a Tamil Nadu-born Singapore resident who left for Turkey along with his family on January 22, 2014, had disappeared across the Syrian border and is believed to have joined the IS. “However, of those alive, only one youth from Kalyan is engaged in active combat, while the others are believed to have been assigned menial and odd jobs by their handlers,” said the source. Among the six Indians who are reported to have died after joining the IS are: Saheem Tanki from Kalyan, who reportedly died in a suicide bombing in the northeastern Syrian city of al Hasaka in January; Sultan Abdul Kadir Armar from Bhatkal, who was reportedly killed during fighting at Kobane on the Syria-Turkey border on March 6; Indian Mujahideen (IM) 'commander' Muhammad ‘Bada’ Sajid from Sanjarpur in UP; and Haneef Waseem, a student from Hyderabad who had gone to London for higher studies and reportedly died fighting in Syria. Another Indian jihadist reported to have died fighting overseas is Anwar Husain, a one-time minivan driver from Bhatkal, who was killed in 2014, fighting alongside jihadists near Kandahar in Afghanistan

Abu Salem, Riyaz Siddiqui, Karimullah Khan, Feroze Abdul Rashid, Tahir Merchant, Mustafa Dossa, Riyaz Siddiqui and Abdul Quayyum are facing trial in the case. Under section 313 of Criminal Procedure Code (CrPC), an accused is given an opportunity to personally explain the circumstances appearing in the evidence against him or her. All the accused told the Special Judge G A Sanap that they will also submit written statements.

The special court on August 6 allowed a plea by the National Investigation Agency (NIA) to conduct the trial of the alleged 26/11 (November 26, 2008) Mumbai (Maharashtra) attack mastermind Abu Jundal through video conferencing, reports Indian Express. In its plea seeking trial through video conferencing, the NIA stated that the Maharashtra government feared that the suspected Lashkar-e-Taiba (LeT) operative could either be killed or abducted while being brought to the Delhi court. Jundal is currently lodged at Mumbai’s Arthur Road Jail. “After applying the findings/observations of the High Court, I am of the considered view that the application of NIA deserves to be allowed. A group of men from the coastal Karnataka town of Bhatkal, accused of supplying explosives to the Indian Mujahideen (IM) for bomb blasts in Pune, Delhi, Bangalore, Mumbai and Hyderabad between 2010 and 2013, may have also provided the RDX (Research Department Explosive) for the February 13, 2010, Germany Bakery attack in Pune, Indian Express reports on August 10. The German Bakery blast is incidentally the only instance in recent times where the IM used RDX as an explosive. Its source has been a key unanswered question in the probe since the IM, from forensic records of nearly a dozen blasts linked to it, is known to use easily available ammonium nitrate. Police suspect RDX consignment went into the making of IEDs by key IM operative Yasin Ahmed Siddibappa for the German Bakery blast. Forensic analysis of the explosives used in that blast had revealed residual presence of high-quality RDX and ammonium nitrate. Police are looking for Jainulabudin and Sameer to provide answers on the origin of the RDX used in 2010. German Bakery blast accused Yasin Ahmed Siddibappa, however, has claimed that ammonium nitrate was used for the blast and he had received it near the Swar Gate bus stand in Pune from a person, identified as Ibrahim.

Days ahead of the Independence Day celebrations on August 15, the Union Ministry of Home Affairs (UMHA) has issued a massive security alert to all states of possible terror attacks, with special focus on Delhi, Mumbai, and the border states of Jammu & Kashmir and Gujarat, reports India Today on August 12. The UMHA warned that terror groups like Students Islamic Movement of India (SIMI), Indian Mujahideen (IM), Jaish-e-Muhammed (JeM), Tahrik-e-Furqan (TeF), Lashkar-e-Toiba (LeT) and Pasban-e-Ahle Hadis (PAH) are planning to target important installations in the country. Intelligence Bureau (IB) have intercepted several conversations where handlers from across border were heard giving directions to attack Army and other Security Forces' (SF) camps and convoys. UMHA alert also said that for the first time Pakistan’s Inter-Services Intelligence (ISI) has given the responsibility to LeT to coordinate with all other terror groups. Recently, there has been a spate of terror attacks by LeT trained militants in Jammu and Kashmir and Punjab.

Cyber crimes witnessed a 69 per cent increase in 2014 with the maximum cases registered under the now-repealed Section 66A of Information Technology (IT) Act, according to 'Crime in India 2014' report published by the National Crime Records Bureau (NCRB), according to Deccan Herald. Police registered 9,622 cases of cyber crime in 2014 as against 5,693 in 2013 with Maharashtra, Uttar Pradesh (UP) and Karnataka together accounting for 48.18 per cent of the cases across the country, the report said. While Maharashtra topped the list with 1,879 cases, a 107.2 per cent rise from 907 cases the previous year, Uttar Pradesh which came second with 1,737 cases, registered a 154.7 per cent hike from the previous year's figure of 682. Karnataka, witnessed 91.4 per cent rise in cyber crime cases from 533 in 2013 to 10,20 last year. The increase in cases was also reflected in the number of arrests, which reported a 74.3 per cent rise from 3,301 to 5,752. The report showed that the maximum number of cyber crimes were related to Section 66A, which was declared void by Supreme Court in March, 2015. A total of 4,192 cases or 44 per cent of cyber crimes were registered under this section in UP (898) and Karnataka (603). While, Assam registered 377 cases.

India had prepared a list of 22 lapses in Pakistan's investigation into the November 26, 2008 (26/11) terror attack in Mumbai (Maharashtra), and would have confronted Pakistan's National Security Advisor (NSA) Sartaj Aziz with it had the talks gone ahead as scheduled, Mumbai Mirror reports on August 27. The dossier says a lot of evidence was ignored and many were kept out of the investigations. The Indian government claims the conspiracy to attack Mumbai was hatched way back in 2005, while Pakistan has only investigated the 2007-2008 period. "They could have examined (David) Headley's wife Faiza Qutalah to get evidence against (Hafiz) Saeed," the dossier says. Qutalah, Headley's third wife whom he divorced just after the attacks, claims to have met Hafiz Saeed and was the first one to depose before the US Federal Bureau of Investigation (FBI). The dossier again raises the question as to why the roles of Pakistani Army officers Major Iqbal and Major Sameer were not investigated. "It appears the FIA [Federal Investigation Agency] has investigated the Karachi part of the conspiracy whereas the beginning of the conspiracy, training, motivation etc which took place at Muzaffarabad, Muridke and Lahore has not been thoroughly covered," the dossier says. Importantly, the dossier claims Pakistani authorities have completely omitted investigations into the role of trainers including Abdul Rehman Makki, a Lashkar-e-Taiba (LeT) operative in-charge of training. Makki is Saeed's brother-in-law. "The role of ISI [Inter-Services Intelligence] has been conveniently left out," the Indian dossier says. The dossier also raises questions into the role and whereabouts of those who facilitated the Mumbai attack by arranging for logistic support from Lahore to Karachi. The temporary Control Room in Karachi has also not been looked into, Indian authorities claim. The interrogation of attack mastermind Zaki-Ur-Rehman Lakhvi was also perfunctory, the dossier says, and exhaustive details of accomplices and associates were never sought. The list of suspects supplied by India was ignored and sources of the arms and explosives used in the attack haven't been disclosed. The India also complains that the investigations have been indifferent about Headley's activities in Pakistan. "Headley was intermittently given fake Indian currency by Major Iqbal for use in India. This aspect has not been covered by FIA," the dossier says.
