Maharashtra Chief Minister (CM) Devendra Fadnavis on April 1 said that the Central Government is working on formulating a new law under Information technology (IT) Act, on the lines of section 66 (A) that was struck down recently by the Supreme Court, reports Zee News. Fadnavis was replying to Shiv Sena Member of Legislative Council (MLC) Neelam Gorhe, who asked whether the state will frame a new law in place of Section 66 (A) that would compensate for the repercussions on the Supreme Court order. Fadnavis said "The Centre is working on formulating a new law on the lines of Section 66 (A) that was struck down by the SC. There was no conviction in the previous law and thus a law is being formulated that will be strong and which will result in convictions."

The Maharashtra state legislature on April 1 expressed concern over the sharp rise in the number of cybercrime cases in the state and law enforcement agencies' inability to bring the crooks to book, reports dnaindia.com. Chief Minister (CM) Devendra Fadnavis, who has the charge of Home Department, told the Lower House (Vidhan Sabha) that Maharashtra had registered 3,633 cases of online frauds in the past two years, but was yet to see any conviction. The CM said that while 937 cybercrime cases were registered in 2013, the number rose to 2,696 in 2014. The CM said cybercrime has become a big menace not just in the state, but also across the country. The state will rope in Nasscom to set up a 'Cyber Force' comprising 1,000 qualified professionals, who will be posted in cybercrime labs at district level. These trained personnel, the CM said, will help cops crack crimes in the world of internet and ensure conviction of the criminals. A branch of the Computer Emergency Response Team (CERT) will also be set up in the state, said Fadnavis.

Union Minister for Women and Child Development, Maneka Gandhi on April 5 said funds generated from cow slaughter in illegal slaughter houses were funding insurgency and terrorism, reports The Times of India. "According to a Police report in Uttar Pradesh, which has 11,000 illegal slaughter houses, the money is going towards insurgency, guns and terrorism," she stated. The minister alleged that a mafia runs slaughter houses. "Take the case of Deonar slaughter house in Mumbai. They gave an undertaking in the high court that they would not export meat, which is for consumption in India. But 90 per cent of the meat is exported. There have been hundreds of cases of stabbing and murder there. Anybody who tries to check what is actually being killed there is threatened,'' she alleged.

A court in Mumbai (Maharashtra) on April 7 discharged Ejaz Shaikh (28), a suspected Indian Mujahideen (IM) operative, in a case of sending terror email after the 2010 Varanasi bomb blast, reports The Times of India. "During the investigation, the Police did not find evidence against Shaikh and hence we filed an application under Section 169 of the Code of Criminal Procedure requesting the court to discharge him from the case," confirmed a senior ATS officer. Shaikh, a Pune resident, was first arrested on September 6, 2014, from outside Saharanpur station in Uttar Pradesh (UP) by the Delhi Police's Special Cell. Later, he was taken into custody by the Maharashtra ATS for his alleged role in providing logistics in the 2010 Pune German Bakery blast, the 13/7 Mumbai triple blasts and the Varanasi email case. On February 6, 2015, Mumbai Crime Branch's cyber crime investigation cell (CCIC) took Shakih in custody for allegedly sending another terror email after a blast outside Delhi's Jama Masjid.

In the data on terror financing tabulated from 2006 till date, terror finances to the tune of INR 148.5 million have been recovered by National Investigation Agency (NIA) and Police of 15 states, reports The Times of India on April 10. The NIA has surpassed the states in recovery of terror finances despite starting operations as late as 2009. According to the report, the agency seized INR 36.6 million in terror funds in 11 cases investigated by it since its inception. As many as 101 persons are accused in these cases. Jammu and Kashmir ranks second only to NIA in seizures. The state seized INR 29.3 million in 80 terror financing cases since 2006, in which 190 persons are accused. Manipur, despite its small size, reported terror fund seizures worth INR 21.1 million in 26 cases, followed by Delhi which seized INR 19.2 million in 21 cases. Madhya Pradesh accounted for seizure of terror finances worth INR 16.4 million, while Odisha Police seized around INR 11.2 million. Though Karnataka, Gujarat and Kerala registered 14, three and one terror financing case respectively under Unlawful Activities [Prevention] Act (UAPA), they did not report any seizure since 2006. As many as 213 terror financing cases were registered by NIA and various state Police, in which 873 persons are accused. J&K reported the highest number of cases (80), followed by Manipur (26) and Delhi (21). In terms of number of those accused of terror financing, J&K ranked first (190) followed by NIA (101) and Maharashtra (98).

Glaring loopholes in Maharashtra's coastal security were exposed in a recent report of the Comptroller and Auditor General (CAG), which pointed to such problems as inadequate infrastructure, reports dnaindia.com on April 11. The CAG, in its report on the general and social sector for the year has pointed to deficiencies in planning for the scheme, delays in construction of coastal police stations and check posts, and infrastructure and manpower shortage. The CAG report also said that 57 per cent of the non-technical staff posted in the coastal Police Stations did not possess swimming skills. This was despite the government having issued a circular which made swimming skills mandatory for staff deployed for coastal security. The boats to be used for patrolling were under-utilised, with Districts like Ratnagiri reporting just 8.47 per cent utilisation. The report added that the five coastal Districts had a manpower shortage of 40.02 per cent posts with the gap in deployment of technical staff for boat operations being 51.21 per cent. The highest shortfall of non-technical staff was highest at 65.85 per cent in Mumbai. This led to the state government hiring technical manpower on contract basis. "The desirability of engaging contract staff for such sensitive operations needs to be reassessed by the Government as it is fraught with certain obvious risks," the report said.

Indian intelligence agencies on April 12, have warned all states and union territories about Lashkar-e-Taiba (LeT's) plans to launch fresh attacks at hotels, railway stations and metro stations in key cities over the next few months, according to The Times of India. The alert is based on inputs passed on by railway authorities in Mumbai (Maharashtra) that LeT is planning a 26/11(November 26, 2008) -type strike at hotels and railway stations in the city. The Mumbai alert had warned that around 8-10 terrorist may infiltrate through the sea route to execute the attack. The Intelligence Bureau (IB) has asked the states to increase security outside hotels, particularly five-star properties, as well as at railway stations and metro stations, even as agencies in charge of coastal security also tighten vigil. Latest assessment by the intelligence agencies state that LeT 'commander' and 26/11 accused Zakiur Rehman Lakhvi's release on April 12 in Pakistan has come as a major morale booster for LeT's rank and file, and may encourage them to launch yet another spectacular attack against India. Moreover, the Government Railway Police (GRP) in Mumbai issued instructions to all Police Stations to increase security. The intelligence alert mentions a possible attack by a group of 8 to 10 LeT militants anytime during the next three months on the railway stations and in key locations in the city. In addition, the Mumbai Police have instructed the Police Stations in the city to get all housing societies to divulge the details of their tenants, reports dnaindia.com. Police stations have also been asked to see if CCTVs installed by housing societies are in working order. "We have served notices to all residential societies of the city asking them to provide details of flats being rented, their lease agreements and details of security guards and security agencies in charge. We have also asked about the status of the CCTV cameras installed in their premises. This is a regular exercise done by Mumbai Police," said Mumbai Police Spokesperson and Deputy Commissioner of Police, Dhananjay Kulkarni. The housing societies have been warned that if they delay or do not cooperate with the police in this regard then they would be subject to prosecution.

The email account "was being accessed from 10 different countries" including Australia, Italy, US, Nigeria, Poland, Germany, Hong Kong and Ukraine. This examination was done after the Commissioner of the Government Railway Police (GRP) alerted the Anti Terrorism Squad (ATS) of possible terror attacks, via the sea route in the city. A senior officer with Palghar Police requested anonymity, and said: "We have a one week posting in the sea, and will have to be in the waters to check suspicious activities. This comes after a terror alert to the ATS, and various agencies are involved in this operation." The two accused are Marshal Posco Lobo and Bhim Bahadur Mashriangi, a Nepali national who has been in India since 2002, was using an alias Ravi Kumbhsingh and had claimed that he was an Indian. According to the Police, the two were arrested up from Guffa Road near the Jain temple in Jogeshwari East in the early hours of April 22. While the Police were patrolling the area, the duo raised suspicions and was asked to stop. Their carry bag was checked and FICNs about INR 1.3 lakh was found. The next day (April 23), their house in Meghwadi was raided and FICN worth of INR 4 lakh was recovered. Police inspector (Crime), Sudhir Mahadik said, “We have seized 211 paper sheets having 100 denomination printed on them. We have gained custody of the duo till April 27 for further investigation.” “The notes look real. Except for Mahatma Gandhi’s watermark and the microlettering, the other features are there on it,” Sub Inspector (SI) Anand Pawar said. The mastermind behind the counterfeit currency operation, Mashriangi used a computer, laptop, colour printer and a yellow solution to produce the notes. He had learnt the technique from another person.

A high level probe conducted by the National Investigation Agency (NIA) and State Police forces against Islamic State (IS) or Islamic State of Iraq and Syria (ISIS) activists has not revealed any information on foreign funding to them, reports The Times of India on April 24. Union Minister of State for Home Haribhai Parthibhai Chaudhary has informed Rajya Sabha (upper house of the Parliament of India) that a total of four pro-ISIS activists, including two from Maharashtra and one each from Karnataka and Andhra Pradesh were arrested last year (2014). Earlier, Rajya Sabha Member Sanjay Raut had sought information on whether these activists have joined hands with other terror organisations and are receiving financial assistance from foreign countries and measures taken by the Government to check such nexus and to curb the activities of ISIS. Chaudhary said the centre is closely monitoring the situation and has directed the intelligence and security agencies to identify such elements and keep them under surveillance. The cyber space is also being closely scanned and in addition, the Government has declared the ISIS and all its Manifestations as terrorist organisation and banned under section 35 of Unlawful Activities [Prevention] Act (UAPA), 1967.

The Bombay High Court on April 28 held that Maharashtra Control of Organised Crime Act (MCOCA) can be applied along with the Unlawful Activities (Prevention) Act (UAPA) in terrorism cases, reports Mumbai Mirror. The ruling came while accepting an appeal filed by the Maharashtra Anti-Terrorism Squad (ATS) in Pune's Jangli Maharaj blasts case of August 21, 2012. The Court was hearing an appeal filed by the ATS challenging the order of the MCOCA court of August last year (2014) discharging all the eight accused in the serial bomb blasts in Pune in 2012 from MCOCA and transferring the case to a regular Sessions Court, to be tried under UAPA and Indian Penal Code (IPC). "MCOCA and UAPA operate under different fields and the ambit and scope of each is distinct from the other. The present case (Jangli Maharaj Road blasts) being the case of a serial bomb blasts, the same will attract the provisions of only the UAPA," the judge had then observed.
