The Shillong Times reports that the State Government is verifying reports of split in the Achik National Volunteer Council (ANVC) which is currently under a tripartite ceasefire agreement with the Union Government and the Government of Meghalaya. State Home Minister HDR Lyngdoh, on April 1, said that the Government is not aware of any split in the ANVC as yet. On March 30, it was reported that ANVC has finally split which may have an impact on the peace process.

Meanwhile, the Meghalaya Government will soon communicate to ANVC on a mechanism which does not come into conflict either with the State Government or with the Garo Hills Autonomous District Council (GHADC), while finalising the outfit’s demand for the formation of a Garoland Autonomous Council (GAC), reports The Telegraph. Chief Minister Mukul Sangma said, “We are working out a mechanism and the same will be presented to the ANVC soon to get their feedback,” Sangma said. The ANVC, in its memorandum related to the formation of GAC, had made it clear that the outfit’s demand, if fulfilled, would be different from the existing GHADC, as there will be direct funding from the Centre for the new autonomous body as demanded by them. Another proposal by the ANVC is that senior Government officials will be appointed under GAC to supervise the administration to maintain transparency and accountability.

The alert came in the wake of the report that a top leader of the Anti-Talk Faction of ULFA (ULFA-ATF), Dristi Rajkhowa, is currently being holed up in between Goalpara District of Assam and East Garo Hills District of Meghalaya.

The Shillong Times reports that the breakaway faction of the Achik National Volunteer Council (ANVC) has warned the Garo National Liberation Army (GNLA) to restrain from causing more damages to already battered Garo society. In an emailed statement issued on April 2, the ‘personal secretary’ to Mokus Marak (leader of the breakaway faction), Nado R. Marak said, “The GNLA is even demanding money from Garo officers and doctors.” While refusing to call them as the anti-talk faction of the outfit, Marak said that they are not against dialogue “as ultimately negotiation is the only way to find solution to any problem.”

The Shillong Times reports that Chief Minister Mukul Sangma on April 3 admitted that several Achik National Volunteer Council (ANVC) cadres had skipped the attention of the then Government when the ceasefire agreement (cfa) was signed with the outfit in July 2004. Referring to the reported split in the ANVC, Sangma said, “There were deficiencies and the ceasefire process was not done properly.” He added the breakaway faction of the ANVC is that group which remained at large and was never a part of the talks when the outfit and the Government entered into a tripartite peace agreement. “It came to the notice of the Government last year (2011) that there is still an armed group which did not come overground,” he observed. The breakaway faction of the ANVC has claimed that they were not made part of the CFA by their leaders. The State Government has already taken up the matter with the Home Minister P Chidambaram. As reported earlier, a breakaway faction of the ANVC has surfaced with Mokust Marak as its head. Around 300 cadres have reportedly gone back to jungle.

The Telegraph reports that Union Home Ministry (UMHA) warned the Northeast States of Assam, Meghalaya and Arunachal Pradesh about probable attacks by Anti-Talks Faction of United Liberation Front of Asom (ULFA-ATF) around April 7. A UMHA release on April 4 stated that the Centre also has inputs that Barua’s ‘boys’ may impose blockades or create a law and order situation in the area. His leaders have directed cadres to execute plans to create disturbances and disrupt normal life in the region. It further stated, “We have information about possible trouble in Goalpara and Dibrugarh.” ULFA celebrates its foundation day on April 7.

The Telegraph reports that Security Forces (SFs) killed four Garo National Liberation Army (GNLA) militants, who were involved in setting ablaze 14 coal-laden trucks recently, at Mongpangro near Keragalram village near Mendipathar in East Garo Hills on April 5. However, some other militants in the group managed to escape. SFs could identify only three dead militants as Jenny Momin, Pilliport Momin and Rikjeng Marak. SFs recovered an AK-47 rifle from the encounter site.

In another incident, six employees of a Garo hills-based coal exporter were abducted by GNLA from Gausapara coal export point, 35 kilometres from Baghmara, the headquarters of South Garo Hills District. South Garo Hills superintendent of Police M.K. Singh said two GNLA cadres came at 1 am to Gasuapara, close to the Bangladesh border, and abducted six employees of the coal exporter, Henning Sangma. The abducted employees have been identified as Biswajit Majumdar, Ashish Jaiswal, Birendra Yadav, Mahendra Yadav, Chandreswar Rai and Rohit Sharma. The Police said the GNLA militants have demanded no ransom from the coal exporter. Singh termed the abduction as a desperate act.

Meanwhile, the breakaway faction of Achik National Volunteers Council (ANVC) said they would raise the demand for a greater Garoland and also go for a separate truce with the Government. Nado R. Marak, personal secretary to Mokus Marak, the ‘commander-in-chief’ of the breakaway faction said, “The group will still aspire for a greater Garoland and we would like to come to a separate truce with the government.” The original demand of the ANVC was for greater Garoland, which includes all the three Districts of Garo hills, and Garo-dominated areas of West Khasi Hills as well as Goalpara and Kamrup Districts in Assam. Nado said the split in ANVC took place in July 2004, when a section of the ANVC leaders, including Sohan D. Shira, the current ‘commander-in-chief’ of the GNLA, signed a ceasefire agreement and came over ground. “After disowning the breakaway group, the leaders of the ANVC went on denying the presence of ANVC (breakaway), and they are also unwilling to accept our existence,” Nado added.

The State Chief Secretary WMS Pariat informed that the State Government has already received feeler from this oufit for talks with the Government. However, according to Pariat, a meeting will be convened shortly to explore whether they should be brought under the ambit of previous tripartite peace agreement or to have separate truce pact. Nado R. Marak, who is the personal secretary to Mokus Marak, the ‘commander in chief’ of the breakaway outfit had said that the group would aspire for Greater Garoland and reiterated the need to have a separate truce agreement with the Government. Earlier, the breakaway faction had alleged that they were not included in the peace process by the senior leaders of the outfit. The Chief Secretary said the Government was also ascertaining what went wrong while signing the tripartite agreement with the Garo rebel group in 2004. Agreeing to the views of Chief Minister Mukul Sangma, the Chief Secretary said it was the Centre which had initiated the move to sign the ceasefire agreement with the ANVC and the State was just a signatory.

The ultimatum was served following Police reports that a large number of youngsters were presently at the camp of the GNLA apart from few armed militants, the Director General of Police (DGP) N Ramachandran said. Maintaining that GNLA was armed with sophisticated weapons, Ramachandran said that the Police would be compelled to use lethal weapons against the militant outfit. “We have been exercising utmost restraint while carrying out operations against the GNLA militants to avoid collateral damage and civilian casualties,” the DGP said. "The locals as well as the militants know that the security forces will not come in the way of the pachyderms and so they take advantage to move in and out of the country using the routes taken by them," Kumar said. Ramachandran, on April 24, said there are indications that some teenagers who were lodged in Garo National Liberation Army (GNLA) camps have returned home. On April 10, the DGP had set a week’s deadline to attack the camps of GNLA if the teenagers were not released by the militant outfit. At least 120 teenagers were recruited by the GNLA to assist the cadres in the camps. The teenagers carry out menial jobs in the camps. The DGP said the primary intention of setting a deadline to the GNLA was not aimed at large scale surrender of the cadres. “Our intention was to get back the teenagers from the GNLA camps,” the DGP said. The State Police asserted that operations against the GNLA will continue, adds The Shillong Times. The statement came on the eve GNLA’s proposed 72-hour bandh (shut down strike) in Ampati and Selsella area in West Garo Hills District from April 25 (today). The GNLA earlier gave a three-day deadline to the Government to withdraw its forces engaged in counter-insurgency operations. According to Ramachandran, their demand for the withdrawal of security forces clearly indicates that the outfit is under tremendous pressure.

The incident happened when a large group of armed Policemen returning to Tura after conduct of anti-insurgency operations were targeted by the GNLA militants who detonated the explosive hidden on the side of a road culvert at Daji Tesakgre village, just 3 kilometres from Chokpot between 3:30 and 4 pm. The militants, suspected to be led by ‘area commander’ Baichung Momin, laid the trap for the Police truck but the explosion took place just before the truck crossed the culvert. As soon as the blast occurred there was exchange of fire as the militants who were hiding up in the nearby hills tried to attack the Police personnel who also responded with heavy firing forcing the militants to flee. No casualties were reported from either side.
