Chief Minister Mukul Sangma on January 1 announced that a “historic settlement” is on the anvil for resolving the issues raised by the A’chik National Volunteers Council (ANVC), reports The Telegraph. “The negotiations with ANVC for arriving at a permanent settlement have reached the final stage. I have been informed by the Union Ministry of Home Affairs that a tripartite meeting is being convened on January 5 in Shillong,” Mukul Sangma said. CM Sangma appealed the breakaway faction of the ANVC (ANVC-B) to join in the meeting. The ANVC has been demanding the creation of the Garo Hills Autonomous Territorial Council (GATC) on the lines of the Bodoland Territorial Council (BTC).

The draft agreement was signed during the tripartite meeting between the representatives of the militant outfit and officials of the State Government and Union Ministry of Home Affairs. Breakaway Faction of Achik National Volunteer Council (ANVC-B) ‘chairman’ Rimpu Marak on January 7 said that the Khasi Hills Autonomous District Council (KHADC) and Jaintia Hills Autonomous District Council (JHADC) will benefit from the ANVC draft tripartite peace pact signed on January 5, reports The Shillong Times. Marak further said that the outfit was willing to meet the leaders of other councils and social leaders of Khasi and Jaintia Hills to discuss the matters concerning the role of traditional heads and chiefs in the growth of the State. Official sources said that the BSF arrested two cadres of GNLA, identified as Nowel Momin and Arbin Marak, from the Borsora area in West Khasi Hills Districts after receiving reports of GNLA activities in the area. Both originally hail from Mawsynram in East Khasi Hills District. Through information provided by the two cadres, the BSF along with Meghalaya Police carried out a joint operation in Horupukni village in Mawsynram to arrest the third militant, Sukumar R Sangma. The Shillong Times reports on January 20 that the State’s Chief Secretary, WMS Pariat, on January 19, asserted that law and order situation in the trouble-torn Garo Hills has improved in recent times. “There is a perceptible improvement in the law and order situation in Garo Hills in recent times,” Pariat told reporters, adding that peace seems to be prevailing in the region with no major incident being reported in the last few months. It is noteworthy that the State Government and the Central Government had recently signed the draft peace agreement with the militant group Achik National Volunteer Council (ANVC), which was later approved by the State Cabinet. On the issue of signing the final agreement with the ANVC, the Chief Secretary said that the Central Government would come out with the final agreement. The Chief Secretary stated that the agreement is applicable to the breakaway faction of ANVC (ANVC-B) and they need to surrender their arms and weapons since the draft agreement has already been signed. Asked about the Government’s stand on Garo National Liberation Army (GNLA), the Chief Secretary indicated that the Government would welcome any outfit which wants to come forward for discussion. Sangma has decided to contest the February 23 assembly elections in Meghalaya, a legal official said on January 20, reports The Shillong Times. “He (Sangma) has already made up his mind to contest the upcoming Meghalaya assembly elections either from inside or outside the jail,” Sangma’s legal Counsel Sujit Dey said. “Sangma will contest as an independent candidate, but he is yet to choose the assembly constituency from which he would contest,” Dey said. On January 11, the Shillong Bench of the Gauhati High Court granted bail to Sangma after it found that no charge sheet was filed against him. Sangma was arrested July 30, 2012 near the India-Bangladesh border in Meghalaya. However, analytical intelligence studies carried out by security agencies have revealed that the terrorist group has not extended support to any particular political party. "There are indications that it will try to exert its influence in some constituencies by supporting a particular candidate and go against his or her contender," said a source involved in analyzing the intelligence inputs. While refusing to divulge details of the analysis made by security agencies, a top Police official, however, said, "We are monitoring the situation and the security apparatus will be put in place to deter the GNLA from interfering in the electoral process." Intelligence inputs about GNLA's activities came 20 days after the militant group attacked supporters of Saleng Sangma, a minister and sitting Member of Legislative Assembly (MLA) who intends to contest the coming elections. The cadres, at the direction of their ‘area commander’ Hadeo, fired at them at Alangre village in West Garo Hills, killing one of his three supporters.

Governor also appealed the ‘disgruntled elements’ to seek peaceful resolution of their demands through established democratic processes. An official source said that the GNLA chief was booked under MPDA as per various provisions of law which include waging war against the country and also for heading a banned organization. The source added that the detention under MPDA was also due to the various criminal offences pending in the East Garo Hills District against the GNLA leader. The MPDA detention came at a time when the court of the chief judicial magistrate is set to hear on January 30 (today) a bail application of the GNLA leader in connection with his arrest in Pynursla in East Khasi Hills. Under MPDA, a person is detained for a maximum of three years and the accused can get bail only after an Advisory Board chaired by a retired Judge meets and decides on the matter.

On January 30, Champion received a copy of the order from West Garo Hills District magistrate Pravin Bakshi in relation to his detention under the act. He had received a similar order on January 29 from East Garo Hills District magistrate Vijay Kumar Mantri. The first batch of 10 companies of Central paramilitary forces has been dispatched to Garo Hills on January 31 for election duty. The State had sought a total of 76 companies of paramilitary forces to maintain law and order during the polls which the Central Government has agreed to provide. A police official said the 10 companies of Central paramilitary personnel arrived in the State on January 30. Due to a spurt in militant activities unleashed by the GNLA in Garo Hills, the region has become more vulnerable as compared to other districts of the State. Also, though the Breakaway faction of A'chik National Volunteer Council (ANVC-B) and its parent body, the ANVC, signed the draft peace agreement with the State and the Union Governments there has been no reduction in insurgent activities in the region.

The Shillong Times reports that suspected militants belonging to the Garo National Liberation Army (GNLA) targeted a Government revenue collection point belonging to the Taxation-Directorate of Mineral Resources (DMR) lobbing a hand grenade that failed to explode during the late evening hours of January 31 in North Garo Hills District. Preliminary reports indicate that the militants lobbed a hand grenade outside the premises of the DMR office in Dainadubi in North Garo Hills shortly after 6:30 pm but the bomb failed to explode. It is strongly suspected that the GNLA may have lobbed the grenade following non-compliance to their extortion demands by the department staff posted in the area. In 2012, suspected Liberation of Achik Elite Force (LAEF) militants had also attacked the same office compound by lobbing a grenade which failed to explode. The LAEF had demanded a large sum of money from the staff manning the check point.
