The Hindu reports that seven people, including two children and four women, were killed in an attack by suspected IK Songbhijit faction of National Democratic Front of Bodoland (NDFB-IKS) militants in Balaparajan Village-1 under Goreswar Police Station in Kokrajhar District under Bodoland Territorial Administrative District (BTAD) of Assam on May 2 (today). A group of heavily armed extremists swooped down on two houses in the village at around 1 am and opened indiscriminate fire, killing seven persons on the spot. Two persons were seriously injured.

Curfew was relaxed for four hours in Kokrajhar from noon on May 3 as no fresh attacks were reported in the last 24 hours. Thirty-two people have been killed since May 1. Sentinel Assam reports on May 6 that one more body was recovered at Joypurghat in Baksa District’s Narayanguri on May 5 taking the total death to 33 in Bodoland Territorial Area District (BTAD) violence. Meanwhile Security Forces (SFs) have been directed to launch an intensive drive for recovery of illegal weapons with the assistance of Army in Baksa and Kokrajhar Districts. The Assam Government has decided to institute a judicial inquiry to probe into the sudden eruption of violence in BTAD. The decision to institute a judicial inquiry was taken at a security meeting held in Dispur on May 5.

Meanwhile, the Police said the IKS faction of National Democratic Front of Bodoland (NDFB-IKS) had carried out the massacres in Baska and Korajahar to avenge the killing of three of their cadres in an encounter in Sonitpur District on April 30. However, the affected people, the All India United Democratic Front, which is the major Opposition party in the State, the Sanmilita Janagosthiya Aikyamancha (SJA) and some of its constituent organisations pointed a finger at the Bodoland People’s Front (BPF), the ruling party in the Bodoland Territorial Administrative District (BTAD). They alleged that the former cadres of the erstwhile Bodo Liberation Tigers (BLT) had carried out the attacks on Muslim families as a BPF legislator and senior leader, Pramila Rani Brahma, had alleged that the party candidate from the Kokrajhar Lok Sabha constituency, Chandan Brahma, was likely to lose the elections as the majority Muslims had not voted for him. Brahma later withdrew the statement on a party directive. The BPF was formed by former leaders of the erstwhile BLT. The BPF, however, denied any involvement of those cadres and maintained that the massacre of Muslims had nothing to do with the election.

All Bodo Students’ Union (ABSU), on May 7, expressed its serious concern over news pointing to the involvement of some forest personnel in the killings of innocent villagers in Kokrajhar and Baksa Districts and strongly condemned the State government for its failure to seize illegal firearms available in the BTAD. The ABSU members staged a dharna (protest) at Dighalipukhuripar, against the recent spurt in violence in the BTAD. On the issue of availability of illegal firearms in the BTAD, ABSU president Pramod Boro, said, “State government has admitted that illegal firearms are available in large number in BTAD, but has failed to seize the same. Every time when violence breaks out, the government announces that all illegal firearms will be seized. Government must seize all illegal firearms available in BTAD.”

Meanwhile, a powerful Improvised Explosive Device (IED) was recovered from Jadumani village under Fakiragram police station in Kokrajhar District in the wee hours on May 15. The security forces also arrested two cadres of the Kamatapur Liberation Organization (KLO). Sources from Police said a team of Police and security personnel raided the Jadumoni area getting specific information and recovered the powerful IED weighing around 4 kg from a forest area in the village. They also said the bomb was brought by the KLO. Sources also said two KLO militants, identified as Kripa Ray and Jayanta Ray, who is also the vice–president of Fakiragram unit of All Koch–Rajbongshi Students’ Union (AKRSU), were arrested for indulging in importing IED. The bomb was defused by bomb expert later. It is suspected that the militant outfit had target to blow up the railway track.

Meanwhile, wildlife conservationists, on May 17, expressed concern over the allegations that forest officials were involved in the Bodoland Territorial Administered Districts (BTAD) carnage, which claimed the lives of more than 40 people, reports The Telegraph. A meeting attended by Authorities of Manas National Park, officials of the BTC forest department and wildlife NGOs held at the BTC secretariat conference hall discussed the matter after 10 forest personnel were arrested for the attack in villages under Kokrajhar and Baksa District on May 1 and 2. A. Swargiary, Field Director of Manas, said the forest guards had fled from the camp fearing for their life when armed men attacked Narayanguri village in Baksa and hence, were not involved in the attack.

The Telegraph reports on May 18 that Naba Kumar Sarania alias Hira Sarania, the first non-Bodo candidate to be elected from the Kokrajhar seat in its electoral history, has vowed to vehemently oppose the demand for a separate State of Bodoland in Parliament. Speaking after his landslide win, Sarania said creation of Bodoland will only bring further unrest and compound the problems. “If the government creates Bodoland against the wishes of the majority, the non-Bodos are not going to sit idle and will rise in protest, which will create unrest in the BTAD,” said Sarania. “My priority will be to see that an impartial probe is conducted into the violence and killings in the BTAD and the guilty are punished,” Sarania added. The 45-year-old rebel leader, who had joined United Liberation Front of Asom (ULFA) in 1990, had been part of the pro-talks group of ULFA (ULFA-PTF) led by Arabinda Rajkhowa in 2010 but was expelled in March this year after he decided to contest the polls.

The Assam Tribune reports on May 19 that at least 25 members of IK Songbhijit faction of National Democratic Front of Bodoland (NDFB-IKS), who were suspected to be involved in the killing of more than 40 people on May 1 and 2 in Kokrajhar and Baksa Districts, have managed to sneak into Bhutan following sustained operations by the police and security forces. Security sources said that according to information available, to launch the attacks in the Bodoland Territorial Areas District (BTAD) areas, NDFB-IKS cadres were drawn from the Districts of Dhubri, Chirang, Barpeta and Kokrajhar. After the incidents, the cadres were asked to shift towards Bhutan in small groups to save themselves from the intensified operations by Police and security forces.

Meanwhile, the National Investigation Agency (NIA), on May 21, received approval from the Ministry of Home Affairs (MHA) to register the cases relating to the killing of more than 40 people in Baksa and Kokrajhar Districts on May 1 and 2, reports The Assam Tribune. Sources said that the NIA would register four cases, three in Baksa District and one in Kokrajhar District on May 22 (today), and investigations would start soon. There is every possibility of teams of NIA officials coming from New Delhi to investigate the cases.

The Times of India reports that immediately after the Union Ministry of Home Affairs (MHA) gave its nod to National Investigation Agency (NIA) to probe into the recent violence in Bodoland Territorial District Areas (BTAD) that claimed at least 46 lives, the investigation agency has sought four case diaries from Assam Police. The cases to be investigated include three incidents of killings in the Narayanguri area in Baksa District and the killings in the Balapara area in Kokrajhar District. The NIA received the MHA order on May 21.
