The Telegraph reports that three persons, including a woman, working at a construction site, were killed while one was injured when suspected National Santhali Liberation Army (NSLA) militants fired upon them at Babubil under Gossaigaon subdivision in Kokrajhar District in the morning of April 2. Police sources said four to five armed militants in army fatigues came to an RCC bridge construction site and fired indiscriminately, killing two labourers and a truck driver. The labourers have been identified as Ashatan Bibi and Saiful Sheikh and the truck driver as Rajib Muchahary. The injured labourer is identified as Aiyuf Rehman. Sources said there were about 10-12 labourers working at the site when the incident occurred. Sources said the militants had earlier demanded a ransom of INR 100000 after abducting the contractor involved in the construction of the bridge.“They had also come earlier and asked us to stop the construction. We had informed the main contractor about it but he had asked us to continue with our work. He had said he would look into it but then this incident happened today,” a labourer said. Police sources suspect Deepak Hembrum, ‘deputy commander-in-chief’ of NSLA, carried out the attack. An empty cartridge and 10 rounds of live ammunition of AK-47 rifles were recovered from the spot.

The Times of India reports that with a week to go for the final phase of Lok Sabha (Lower House of Indian Parliament) election in Assam, the administration is concerned over the use of illegal weapons in the State's Bodoland Territorial Area Districts (BTAD), which is known to be the hotbed of Bodo militants. Election is scheduled to be held in BTAD that falls under Kokrajhar (ST) LS seat on April 24. A number of Bodo insurgent groups and the anti-talks faction of the I K Songbijit faction of National Democratic Front of Boroland (NDFB-IKS) faction are active in the region. IGP (BTAD) L R Bishnoi said, "More than 90% licenced arms in BTAD have been collected following the Election Commission's safety norms. The rest will be collected in a day or two." However, the use of illegal weapons by Bodo militants and some activists of political parties are worrying the administration. "In Baksa district, at least 29 illegal arms have been seized so far, besides several grenades and explosives. We have intensified our operation against NDFB (S) and police have succeeded in eliminating at least five ultras. Incidents of violence among political parties are also worrying us," Bishnoi said. In Chirang, Police have so far seized two AK-56 guns, two pistols and two grenades, he added. At least six cases of violence between supporters of Bodoland Peoples' Front (BPF) and Bodoland Peoples' Progressive Front (BPPF) have been reported in the last few days. ishnoi said, "Besides the existing force, eight additional companies of security forces have already been deployed in BTAD. Of them, four are in Baksa, two in Udalguri and one each in Chirang and Kokrajhar." The Telegraph reports that Independent candidate Urkhao Gwra Brahma Brahma on April 16 filed a complaint with the chief electoral officer and returning officer of Kokrajhar (ST) parliamentary constituency against the BPF and its president Hagrama Mohilary accusing him of indulging in large scale violence and intimidation by using sophisticated arms. In his complaint letter, Brahma, the consensus Independent candidate of the All Bodo Students’ Union and its allies, said the situation in Baksa District was volatile and not conducive to free and fair elections if the situation spun out of control. Sporadic incidents of pre-poll violence were reported from several parts of Baksa under Kokrajhar constituency, forcing the District administration to order a flag march in the evening of April 16 at Mushalpur.

the Pro-talks faction of United Liberation Front of Assam (ULFA-PTF), on April 17, disowned one of its leaders, Naba Kumar Sarania (Hira) who has contested the current parliamentary election from Kokrajhar constituency in Assam as an Independent candidate The Shillong Times. Serving a blow to Sarania, the ULFA faction in a statement e-mailed to the media appealed to the voters in Kokrajhar constituency not to vote for him as he had ‘made mockery’ of extreme sacrifices made by hundreds of martyrs of ULFA who laid down their lives for the ‘national struggle’, by participating in election to India Parliament against the principles and ideology of the ULFA. The ULFA faction also made it clear that it had in no way extended any tactical support to the electoral battle of Naba Kumar Sarania who has already been expelled from the ULFA because of his individual decision to stand in parliamentary election of India. Naba Kumar Sarania alias Hira Sarania (as he was known as a ULFA leader) is in the fray in the ethnically sensitive Kokrajhar Lok Sabha constituency in western Assam. He has several criminal cases pending against him as per the declaration by him in the affidavit attached with his nomination papers submitted to the Election Commission.

The Sanmilita Janagostiya Aikkyamancha (SJA), a conglomeration of at least 20 ethnic and linguistic groups based in Bodoland Territorial Area Districts (BTAD) has alleged that the pro-talks faction of United Liberation Front of Asom (ULFA-PTF) group has asked all its members not to vote for independent candidate Hira Sarania in Kokrajhar constituency, reports The Times of India. A leader of the pro-talks group, Sarania entered the fray even though his organization is in peace talks with the Centre. Sarania continued to campaign in the four Districts of Chirang, Kokrajhar, Udalguri and Baksa in the BTAD and is being backed by the SJA. While criticizing Rajkhowa for the diktat, the group said the ULFA-PTF has no right to impose its views on others. "They (Rajkhowa and others) never raised their voice when non-Bodos and other ethnic groups suffered during violence in the BTAD region. Now their decree only hints that the outfit's leaders are in nexus with the Bodoland Peoples' Front (BPF) led by Hagrama Mohilary. Sarania was fielded by the people and we believe he is going to win by a huge margin," said SJA general secretary Matiur Rahman. The group also alleged that BPF workers were involved in attacking a vehicle of one of its worker in Baksa in the night of April 17. Unidentified miscreants allegedly shot at a vehicle of an SJA worker and vandalized a poll office of Sarania at Musalpur in Baksa.

The Shillong Times reports that six constituencies will go to poll on April 24 in the third and final phase of Lok Sabha election in Assam to decide the fate of 74 candidates. Polling will be held to decide the fate of 74 candidates, including nine women, in Kokrajhar (ST), Dhubri, Barpeta, Mangaldoi, Gauhati and Nowgong spread over the districts of Dhubri, Kokrajhar, Bongaigaon, Goalpara, Nalbari, Baksa, Chirang, Darrang, Udalguri, Morigaon, Nagaon, Kamrup (Metro) and Kamrup (Rural). Security has been tightened across all six constituencies, particularly in Kokrajhar district, where the NDFB-IKS is active and sporadic incidents of pre-poll violence occurred with 75 companies of security forces being deployed. Security has been tightened along the international border with Bangladesh and Bhutan in Dhubri, Barpeta and Mangaldoi constituencies too.

Assam tribune on April 30 reports that ‘general secretary’ of ULFA, Anup Chetia, who is currently in protective custody of Bangladesh has contacted some senior leaders of ULFA-Pro-Talk Faction (ULFA-PTF) to put pressure on the Government to do the needful for ensuring his return. It has also been reported that ULFA-Independent (ULFA-I) faction did not have any effect on the Assam elections and only has a few militants remaining in Assam. The militant group has not been able to recruit from its strongholds such as Upper and Lower Assam Districts, but they have recruited a few from Dhemaji, Darrang and Sonitpur Districts. The ULFA faction is also facing shortage of funds and is finding it difficult to maintain its training camps in Myanmar. The ‘commander-in-chief’ of ULFA-I , Paresh Baruah who is in Ruli area of Myanmar-Chinese Border is keeping a low profile but is showing keenness regarding the prospects of electoral prospects of Naba Kumar Sarania ,a former ULFA militant who is contesting elections as an Independent candidate from the Kokrajhar constituency. Another prominent leader of ULFA-I faction Drishti Rajkhowa has shifted to Sherpur in Bangladesh, from Garo hills where he was staying in Garo National Liberation Army (GNLA).
