On May 1, the Communist Party of India-Maoist (CPI-Maoist) called for boycotting the Lok Sabha (Lower House of the Indian Parliament) elections by pasting posters in Barewa and Bhadua villages under Haidernagar Police Station limits in Palamu District of Jharkhand, reports jagran.com. The pasting of posters by the Maoists has created panic among the common people. The poster mentions the boycott of the 18th Lok Sabha elections, opposition to the policies of the Modi government, and the formation of the RPC. According to the information, the villagers pasted posters of CPI-Maoist on the Pax godown booth number 60 and the Barewa Anganwadi building in Barewa village.

On May 1, the National Investigation Agency (NIA) arrested the eighth key accused, identified as Athar Saeed alias Chacha, in the Attari drug seizure case in the Darya Ganj area of New Delhi, reports the NIA. NIA investigations have revealed Athar was instrumental in creating and sustaining a network of hawala operators and others for the transfer of the money earned from the sale of narcotics from India to Afghanistan and the UAE. In this manner, he was channelling the proceeds of the drugs to the main accused persons based abroad. He also played a critical role in helping the prime accused flee the country. Earlier, the case pertains to the recovery and seizure of a total of 102.784 kilograms valued at approx. USD seven billion by the Indian Customs in two instalments in April 2022. The drugs had arrived through ICP Attari, Amritsar, and had been concealed in a consignment of liquorice roots (Mulethi).

On May 2, Counter Intelligence Kashmir (CIK) arrested a youth, identified as Waseem Ahmed Shaikh, who was allegedly about to join Ansar Gazwat-Ul-Hind (AGH), a radical group of Pakistani-based terrorist handlers, reports the Daily Excelsior. A statement issued by the police said that AGH was trying to re-establish its base and revive its cadres in Kashmir. On May 3, the National Investigation Agency (NIA) filed a charge-sheet against four cadres of Communist Party of India-Maoist (CPI-Maoist) in a case relating to firing at the commandos of the Special Operations Group (SOG) of Kerala Police in Thalapuzha area of Wayanad District in 2023, reports latestly.com. According to the NIA, the firing incident had occurred on November 7, 2023, when the SOG team of Kerala Police was on a combing operation in Perya, Wayanad, to track and arrest armed cadres of the CPI-Maoist. The team came under attack as it zoomed in on the cadres present in a house. "In the ensuing operation, two CPI (Maoist) members, identified as Thiruvenkidam alias Chandru and Shreemathi alias Unnimaya were apprehended. Three others, including Latha alias Meera and Sundari alias Jenny, however, fled the scene of the encounter," said the agency. It added that the NIA, which took over the investigation from Kerala Police on February 10, 2024, filed its charge-sheet today against Thiruvenkidam, Shreemathi, Latha and Sundari in the case RC-01/2024/NIA/KOC under relevant sections of IPC, UA(P)A and Arms Act. "The agency is carrying on with its investigation and has launched a manhunt for the absconding accused Sundari, who is carrying a reward of Rs 10 lakhs [INR 1 million], and Latha, along with another accused person," it added.

Dantewada Superintendent of Police (SP) Gaurav Rai confirmed that the surrendered Maoists have renounced violence and expressed their belief in democracy and the Constitution. These individuals were previously active in the Bhairamgarh, Malanger, and Katekalyan Area Committees, often involved in disruptive activities like road digging, tree cutting, and dissemination of Maoist propaganda during bandhs (general shut-down strikes). The accused persons have been identified as Sadiya, Nabeel Siddiqui Khatri, Jahanazaib Sami Wani, Hina Bashir Beigh and Abdullah Basith. The NIA had on July 12, 2020 arrested Sadiya along with another Pune resident Nabeel Siddiqui Khatri in the terror case. According to the NIA, Sadiya and Nabeel were found to have links with a Kashmiri couple Jahanazaib Sami Wani and his wife Hina Bashir Beigh, who were arrested initially by the Delhi Police Special Cell on March 8, 2020 for their affiliation to IS-KP. NIA re-registered the case against Wani and Beigh on March 20, 2020. During the course of the investigation, Abdullah Basith, who was arrested in another IS terror offence, was also named as an accused in the IS-KP case as he was found to be associated with Wani and Beigh. The NIA then arrested Abdur Rahman, alias Dr Brave, in August 2020.

The Maoists carried combined bounties of INR 3.6 million. Sukma Superintendent of Police (SP) Kiran Chavan said that there was a married couple among the surrendered Maoists, Dudhi Pojja (27) and Dudhi Pojje (24), from People's Liberation Guerilla Army (PLGA) battalion 1, and they carried bounties of INR 800,000 each. Pojja had joined the banned outfit in 2015 as a member of the Maoists' children’s wing, ‘Bal Sangham’. He was a member of the headquarters' team from June 2016 to 2020 and was then inducted as a People’s Party Committee Member (PPCM) of the PLGA in 2021. His wife, Pojje, joined the outfit in 2021 as a headquarters party member. Others, who surrendered before Sukma Police and the Central Reserve Police Force (CRPF), carried rewards of INR 500,000 each and were identified as Kawasi Mudha (30), Karam Naranna (65), Rainu Madkam (35), and Jayakka alias Aayte Korsa (51), a woman. They were all involved in the 2017 Burkapal ambush that claimed the lives of 25 security personnel, the 2020 Minpa attack that killed 17 personnel, and the 2021 Tekulguda attack that killed 23 security men.

The identity of the deceased Maoist is yet to be confirmed, said the Police. Based on intelligence inputs about the presence of a group of Maoists in the Hathigaon Reserve Forest under Raighar Police limits, a counter-insurgency operation was launched by two separate teams of the Special Operations Group (SOG) on May 8. The operation continued into Thursday [May 9] when security personnel encountered heavy gunfire from Maoists positioned advantageously. “There were around 15 to 20 Maoists, and it was a transit camp of the rebels. Our personnel took cover and urged the Maoists to surrender, but their calls went unheeded. In response, our forces engaged in controlled firing," stated Deputy Inspector General of Police (DIGP), South-Western Range, Charan Singh Meena. He added, “Search operations in the region have been intensified.”

Two security personnel were also injured in an Improvised Explosive Device (IED) blast triggered by Maoists during the operation. Based on inputs about the presence of the commander of PLGA (People’s Liberation Guerrilla Army) Company No. 2 of Maoists Vella and Gangaloor area committee secretary Dinesh Modiyam, along with 100 to 150 cadres in the forest, personnel belonging to the District Reserve Guard (DRG) from Bijapur, Dantewada, and Sukma districts, Bastar Fighters, the Special Task Force (STF), the Central Reserve Police Force (CRPF), and its elite unit CoBRA (Commando Battalion for Resolute Action) were involved in the operation. After the guns fell silent, the bodies of 12 Naxalites [Left Wing Extremists, LWEs] were recovered from the spot, a Police official said, adding their identities were yet to be ascertained. Of the 30 surrendered cadres, Mitki Kakem alias Sarita (35/F), a member of military company no. 2 of Maoists, and Muri Muhnda alias Sukhmati (32/F), a member of platoon no. 32, were carrying bounties of INR 800,000 each on their heads, the release said. Rajita Vetti (24/F), Deve Kovasi (24/F), and Ayta Sodhi (22/F), all platoon members, and Sinu, a member of battalion no. 1 of Maoists, carried a reward of INR 500,000 each on their heads, it said. The accused was involved in various FICN smuggling and trafficking cases and was sentenced to three years of rigorous imprisonment and penalty by the Economic Offences Court, Muzaffarpur (Bihar) in a 2015 Directorate of Revenue Intelligence (DRI) case. DRI had arrested two other accused, identified as Vinod Nishad alias Vinod Sahani, at Surat Railway Station (Gujarat) with FICN of INR 2,00,000 and Mahefuz Shaikh, the receiver in the case. Aghnu Ganjhu alias Agnu Ganjhu, and Khudi Munda, both residents of the state, have been named in the charge sheet filed on May 21 in a Special NIA Court in Ranchi, it said. The charge sheet has been filed under the Indian Penal Code (IPC), the Arms Act, the Explosive Substances Act, and the Unlawful Activities Prevention Act (UAPA), the statement issued by the NIA said. This brings the total number of people charged in the case to 31. Initially, nine people were charged by the Jharkhand Police in the case registered in 2022. After taking over the investigation, the NIA filed three supplementary charge sheets against 20 people between August and December last year. The members of the proscribed outfit, CPI-Maoist, had conspired to execute an attack on SFs in the Bauxite mines area in Jharkhand to take revenge against the arrest of their top ‘commander’, Prashant Bose, the statement said.

A Communist Party of India-Maoist (CPI-Maoist) ‘commander’, identified as Budhram Munda (27), was killed during a gunfight between the Security Forces (SFs) and the Maoists in the Saranda Forest area between Baladih and Nawada villages located on the borders of Chaibasa, Seraikela, and Khunti under the Karaikela Police Station limits in West Singhbhum District of Jharkhand on May 23, reports The Times of India. Superintendent of Police (SP) Ashutosh Shekhar said the slain Maoist Budhram was a native of the Arki Police Station limits in Khunti district. Acting on inputs that ultras Amit Munda, Prabhat alias Mukhia, and Chaman were planning subversive activities to create trouble in the rural segments of the districts going to polls on May 25, the West Singhbhum District Police, along with their counterparts from Khunti and personnel belonging to the Commando Battalion for Resolute Action (CoBRA) 209 Battalion, launched a search operation in the area. The rebels, who were hiding in the dense forest, opened fire on the forces around 12:30 p.m. After a 20-minute exchange of fire, the extremists fled from the area. Budhram was found dead with bullet injuries. Shekhar said, without ruling out the possibility of ultras retreating into the forest with bullet wounds. A 9MM pistol, 134 live bullets of the 7.65 Self-Loading Rifle (SLR) firearm, 20 live bullets of the 9MM pistol, and two magazines of the SLR, among other items, were recovered from the site.

A force of around 1,000 personnel, comprised of Bastar Fighters and District Reserve Guards (DRG), led by Deputy Superintendent of Police (DSP) Rahul Uikey and DSP Ashish Netam, and Bastar, along with teams of the Special Task Force (STF), launched the combing operation near the inter-district border of Narayanpur and Bijapur districts, just 10 kilometres inside the Abujhmad Forest area. The operation began around 11 a.m. when Maoists suddenly opened fire at the forces, and the intermittent firing continued till the evening. As the forces moved forward, they found the bodies of seven Maoists “dressed in the uniforms of the People's Liberation Guerrilla Army (PLGA) and also their weapons”. According to reports, the militants barged into the home of Chhedi Birhor (48), accusing him and his son Pankaj Birhor (30) of collaborating with the police. The duo was subjected to a severe beating before being fatally shot. After the assailants departed, villagers promptly informed the authorities, prompting Police Station in charge Nitesh Kumar Prasad and his team to rush to the scene. The order said that in the past five years, the seven outfits were responsible for 335 of 689 violent incidents reported in Manipur, in which nine security personnel and 21 civilians were killed. All three accused were found to be involved in the group’s criminal conspiracy related to the abduction of six civilians from Morkhnadi village in Kanker District in Chhattisgarh, an NIA statement said. Three of them were later killed after labeling them as ‘police informers’ at a self-styled ‘jan adalat’ (people’s court of the Maoists) and their associates in Modemarka Forest on November 1, 2023, it said. The three accused have been identified as Sannu Ram Atlami alias Sunil, Suresh Katlami alias Kachlami, and Sanker Nureti alias Shanker, the NIA statement said. In its charge sheet filed before a special court in Jagdalpur, the NIA charged the trio under various sections of the Indian Penal Code (IPC) and the Unlawful Activities Prevention Act (UAPA). A total of six locations, including two gun shops were extensively searched in the said location, leading to the arrest of the accused. A large quantity of explosive material, ammunition, digital devices, documents and other incriminating materials were seized during the operation. The Maoists suspected that the deceased, Metla Rohit, was a ‘police informer’ and mentioned that in the pamphlets they left near his dead body, which was found near an anganwadi centre in the village. The involvement of Maoists from the Bansadhara-Ghumusar-Nagabali division of the CPI-Maoist is suspected behind Rohit’s death. Sources said a group of 12 to 15 armed Maoists abducted Rohit from his home and took him to the nearby forest. Then, after his death, the ultras reportedly dumped the body in the village and fled. This was the first civilian killed in the district by suspected Maoists in about a year. On May 11, last year, they shot a former sarpanch in Sumerband under Phiringia police station limits.

The surrendered militia members belong to the Pedabayalu Dalam (armed squad). Informing this to the media persons, Sinha said a lack of proper leadership coupled with frequent encounters and various development activities taken up massively in the agency areas drove them to surrender before the Police. The surrendered ‘militia’ members include K Simhadri, V Nagesh, P Pilku Naidu, K Chiranjeevi, V Rambabu, V Donu Babu, G Mohanrao, G Pantulu Padaal, M Nagaraju, Ch Ramamurthy, Ch Ganesh, Tingu, and P Ramdas. He held an INR 10,000 bounty and was involved in an Improvised Explosive Device (IED) detonation on a Police officer's vehicle on May 15, Police said. The other two, Iriya Kadti alias Bandu and Laxman Phulsum alias Lakhma, were arrested during an anti-Naxal [Left Wing Extremism, LWE] operation in the Peddagelur area inside the Tarrem Police Station's jurisdiction, according to the Police. Bandu was the ‘president’ of the Dandakaranya Adivasi Kisan Majdoor Sangthan (DAKMS), a Maoist front group, and Lakhma was the ‘head’ of the Chetna Natya Manch (CNM), the outfit's culture branch, Police said, adding that the duo carried a bounty of INR 100,000 each. However, no one was injured in the blast, the Police said. Following the blast, 15 CPI-Maoist cadres, seven of them women, were arrested near Gumalnar village under Geedam Police Station limits in the district. Dantewada Deputy Superintendent of Police (DSP) Unnati Thakur said that after the blast, some suspects were seen trying to escape from the spot, but security personnel chased and rounded up 15 of them. Most of the arrested cadres were active in frontal outfits of the CPI-Maoist. During interrogation, they revealed that they were hiding in a forest to target security personnel, Thakur said. One IED, an electric wire, a detonator, a steel tiffin box, Maoist pamphlets and literature, Maoist uniforms, and items of daily use were recovered from their possession, she added. The National Investigation Agency (NIA) on May 29, filed a charge sheet against Paresh Baruah, the ‘chief’ of United Liberation Front of Asom-Independent (ULFA-I), and five others in connection with the attack on an army camp located at Kakopathar in Tinsukia District of Assam on November 22, 2023, reports NIA. The other accused named in the charge sheet as key conspirators and executors of the attack are Arunodoy Dohutia, Saurabh Asom, Abhijit Gogoi, Porag Bora and Bijoy Moran. Bora and Moran were arrested in December 2023 from the Tinsukia District while the other accused are absconding. NIA investigations stated that Baruah and Dohutia had masterminded the conspiracy and had deputed two of the outfit’s cadres to carry out multiple attacks on army camps in Assam. It was further revealed that Abhijit Gogoi had coordinated the entire planning, preparation and execution of the attack in the case. He had conspired with Bijoy Moran an Over Ground Workers (OGW) of ULFA-I, and recruited local youth to help in executing the terrorist attack.

A team of the Commando Battalion for Resolute Action (CoBRA) and the Central Reserve Police Force (CRPF) arrested 16 cadres of the Communist Party of India-Maoist (CPI-Maoist) during a search operation in the Gorna Padiapara area in Bijapur District in the Bastar division of Chhattisgarh on May 30, reports etvbharat.com. During the search operation in the forest, CoBRA and CRPF personnel saw some suspicious people, and when they questioned them, they started fleeing from the spot. They chased and caught all the 11 Maoists. While 11 Maoists were arrested from Gorna Padiapara, another five 'jan militia' (people's army of the Maoists) members were arrested from the forest area of Bhusapur. The five arrested 'jan militia' members are experts in planting Improvised Explosive Devices (IEDs) and making explosives. The identities of the arrested Maoists are yet to be established.

Dantewada Superintendent of Police (SP) Gaurav Rai said that the surrendered Maoists were residents of Rekhawaya village in Narayanpur District and worked under the Indravati area committee of the Maoists in south Bastar. As many as 500 people from Killamkota, Boithili, Injari, Ginnelakota, Jamiguda, and Kuntarla Panchayats (village-level local self-government institutions) participated in the rally and raised the slogan “Maoists don’t come to the Alluri district.” They claimed that development programmes are now taking place, which did not happen during the earlier Maoist era. Various development projects in their areas were displayed on placards. Tribals said that since last year, the establishment of cell towers and the construction of roads in the Maoist-affected areas have been going on.
