On March 1, Manipur Chief Minister N Biren Singh stated that in the ongoing violence in Manipur since May 3, 2023, a total of 12 Security Force (SF) personnel lost their lives — nine state police forces and three central forces personnel — while 167 others sustained injuries — 98 state police forces and 69 central forces personnel, reports Northeast Now. He said no government records were lost due to the crisis and said about 80 percent of government records were digitized and government documents especially at the border town of Moreh were kept in a secure place.

The injured were identified as Farooq Hussain (19), Swarnamba Narayanappa (49), Dwipanshu S (23), Mohan (41), Nagashree (35), Momi (30), Balaram Krishnan (31), Navya (25) and Srinivas (67). A team of the National Investigation Agency (NIA) from the agency’s Bengaluru office reached the spot soon after the blast and is currently assisting Police in the investigations.

On March 1, the National Investigation Agency (NIA) arrested a Popular Front of India (PFI) cadre identified as Ghouse Nayazi, who was the key conspirator and was absconding in the 2016 Karnataka case relating to the murder of RSS leader R. Rudresh, reports NIA. Nayazi was arrested by an NIA team at the Mumbai International Airport in Maharshtra on his arrival from Dar e Salaam, Tanzania. Rudresh, a prominent RSS leader of Shivajinagar, Bengaluru, was hacked to death by four cadres of PFI, on October 16, 2016. NIA investigations into the case revealed that the murder was part of a larger conspiracy hatched by Ghouse and another cadre identified as Asim Sheriff. The duo had motivated the other four accused to kill Rudresh with an intention to strike terror among the members of RSS and the society.

The Seema Suraksha Bal (SSB) and the District Police arrested a Communist Party of India-Maoist (CPI-Maoist) cadre identified as Enam Hassa Purty in a joint operation from an unspecified place under the Tamar Police Station in Ranchi District of Jharkhand on March 1, reports The Times of India. SSP (Ranchi) Chandan Kumar Sinha said, acting on a tip-off that an armed person was seen under suspicious circumstances near a hotel on National Highway 33, a Police team was sent to the spot and arrested Hassa after a chase. A country-made double barrel rifle and four cartridges were recovered from him, he said. “Hassa was part of the Maoist squad led by Maharaj Pramanik, which ambushed a Police team under the Tiruldih Police Station area in Seraikela Kharsawan District in June 2019. Five Police personnel were killed in the incident,” Sinha said, adding that the National Investigation Agency (NIA) has announced a reward of INR 50,000 on his head.

Adamaiah, a native of Adavi Ramaram village in Allapalli Mandal (administrative division) of Bhadradri Kothagudem District, worked as a ‘courier’ for Maoists for a few months before joining the ranks of the Maoists as a Yellandu and Narsampet Dalam member in early 2023. On March 2, based in an intelligence-led operation, the National Investigation Agency (NIA) arrested a Popular Front of India (PFI) cadre identified as Abdul Saleem from Mydukur in Kadappa District of Andhra Pradesh, in the Nizamabad PFI case involving an anti-India conspiracy by the outfit to carry out acts of terror and violence, reports NIA. Abdul Saleem, the State Secretary for the PFI Telangana North, is the 15th accused to be arrested in the case, originally registered by the State Police at Nizamabad Police Station in July 2022 and taken over by the NIA in August 2022. An integral part of the conspiracy of the PFI and its cadres was to make India into an Islamic nation by2047, Abdul Saleem has been on the run since the case came to light and NIA had subsequently declared a reward of INR 2,000,00 for his arrest. NIA investigations in the case revealed that he was involved in radicalisation and recruitment of Muslim youth into the PFI and was also sending them to terror training camps for weapons training to equip them to further the organization’s anti-India agenda.

Woman Maoist Ram Bai was arrested from a forest near Jarpalli village under Pamed Police Station limits by the local Police, 204 battalion of Commando Battalion for Resolute Action (CoBRA), and 151 battalion of CRPF, Bijapur Superintendent of Police (SP) Jitendra Kumar Yadav said. "The team was out on an anti-Naxal operation in the Jarpalli and Aempur areas. Ram Bai is the president of the Maoist front organisation Kamlapur Krantikari Adivasi Mahila Sangathan (KAMS) and has a reward of Rs 1 lakh on her head. We seized the cooker bomb, detonating cord, and pamphlets related to the Maoists' tactical counter offensive campaign (TCOC) from her," the SP said. Five Maoists were arrested in a separate operation from Jangla, Yadav said. "Hadma Madkami, Ramesh Awalam alias Bojja, Kumaru Lekam alias Mahru, Maddaram Podiyam, and Bomda Kuhrami were apprehended from the forest of Kotrapal when a team of District Reserve Guard and local police were out on road opening and area domination activities," he said. According to government reports, there are 63 missing cases documented. Out of the 63 missing cases, the CM disclosed that 26 individuals were discovered deceased, while nine were successfully located alive. However, 28 persons remain unaccounted for, despite efforts by central and state security forces to locate them amidst the challenging terrains of the interior areas in Manipur. The CM further stated that a total of 1,555 individuals sustained injuries during the violence. This includes 1,429 civilians, 98 Police personnel, and 28 central forces members. Notably, 334 individuals suffered gunshot wounds.

The NIA team raided the premises of suspects and recovered 25 mobile phones, six laptops and four storage devices, besides various incriminating documents, and cash, apart from the currency notes of various countries. The raids and searches were carried out on the premises of 11 persons identified as Naveed, Syed Khail, Bijju, Mayur Chakroborty, Navjot Singh, Hardik Kumar, Karan Kumar, Johnson, Musthaq Ahmed Sathikali, Mubith and Hassan Al Bassam. The case relates to radicalisation of inmates in Bengaluru’s Parappana Agrahara Central Prison by suspected LeT operative T. Nazeer. Nazeer was arrested in connection with the 2008 serial bomb blasts. The NIA has been investigating the case since October 25, 2023. Investigations had revealed that the absconders had established a network comprising individuals across India to promote the LeT’s activities and to route funds to various individuals anonymously.

NIA investigations revealed that the accused had shared photographs of sensitive, tactical and strategically important installations & places in India, as well as details regarding the movements of the Indian Army and paramilitary forces, along with photographs of insignia clicked from his mobile, with agents across the border. It was also found during investigations that the accused had aided and abetted a conspiracy hatched by Pakistani ISI agents for commission of terrorist acts. Investigations further revealed that Mohammad Rashid was in contact with agents connected with Pakistani Defence authorities and the ISI, as well as government employees in Pakistan and was sending them the sensitive images and videos through WhatsApp.

The NIA also invoked additional charges against two others accused identified as Mohammed Shariq and Maaz Muneer Ahmed in the case. NIA said, “Arafath, who had radicalised and hired the other accused for writing the graffiti in January 2020, was arrested by the NIA at T3 International Airport, New Delhi, on return from Kenya on September 14, 2023. He had earlier fled to Dubai in anticipation of his arrest in another case (the ‘Al-Hind module case’) for his association with absconding accused persons, Abdul Matheen Taha and Mussavir Hussain Shazeb.” NIA investigation revealed that it was on the instructions of Abdul Matheen and Mussavir Hussain that Arafath had indoctrinated Mohamed Shariq, Maaz Muneer Ahmed, and others to write graffiti in support of terror outfits at two places in Mangaluru. It was further revealed that Arafath, along with his associates and online handler, was part of a larger conspiracy to further the terror activities of IS. Based on intelligence, the Special Operations Group (SOG) jawans conducted combing operation at Bhaluguda area near Durgapanga under Belghar and Kotagarh Police Station limits in Kandhamal District. During the operation, the jawans came face to face with the Maoists inside the forest areas and an exchange of fire took place between them for a long period. However, the Maoists took advantage of the dense forest and fled from the spot. The SFs destroyed Maoist camps and seized a lot of materials, including seven hand grenades, three guillotine sticks, wire, blasting machine, solar panels, blankets, umbrellas, medicine, food items, etc., said the Kandhamal Superintendent of Police (SP) Subhendu Kumar Patra. Officials said Sanjoy Deepak Rao alias Sanjay Deepak Rao alias Vikas alias Anand alias Aravind, was a ‘central committee (CC)’ member of the CPI-Maoist. He has been chargesheeted in the NIA Special Court of Hyderabad. “Our probe revealed that the accused had actively recruited and radicalised other individuals to join the CPI(Maoist) in a systematic process and manner to carry [out] acts related to terror and violence, in conspiracy with other Maoist cadres,” an official release said. It added that he also raised funds to further the activities of the proscribed terrorist organisation, including the procurement of arms and ammunition. The case was initially registered by the KPHB police of Telangana following his arrest from the Malaysian Township Area in KPHB on September 15, 2023. A revolver with ammunition, multiple forged Aadhaar cards, a laptop and cash were seized from his possession at the time of his arrest. The NIA took over the investigation and re-registered the case on January 3, 2024.

Warrants in at least 108 Maoist-related cases, including murder, attempts to murder, and abductions, were pending against him at different Police Stations in Bijapur District, the official said. A native of Gaganpalli village in Basaguda area, Sudhakar joined the outlawed CPI-Maoist as a PLGA (People's Liberation Guerilla Army) member in 1996 and then served in various capacities. He led the supply team of the ‘West Bastar Division’ of Maoists between 2006 and 2008, he said.

On March 13, the National Investigation Agency, filed its first supplementary chargesheet in the Pune Islamic State (IS) arms and explosives seizure case and named four more accused identified as Mohammad Shahnawaz Alam, Rizwan Ali, Abdullah Shaikh and Talha Liyakat Khan, reports NIA. With this, a total of 11 accused have been charge-sheeted by the NIA in the July 2023 case relating to seizure of arms, explosives, chemicals and IS related literature. Additional charges were filed against Shamil Nachan, who was among the seven accused charge-sheeted earlier by NIA. NIA investigations revealed that all the accused were members of IS, and were involved in the plans to unleash terror in and around Pune in Maharashtra, as part of a larger conspiracy to promote the terror activities of the outfit. Investigations also showed that they had undergone Improvised Explosive Device (IED) fabrication training at Kondhwa in Pune and had even conducted a controlled blast. They had recced the areas of Western Ghats for potential hideouts, besides checking out important places for carrying out terror attacks in various metro cities across Maharashtra and Gujarat.

Those arrested were identified as Tunesh Lakra alias Ravi and Ram Lakra (40), both members of the banned outfit Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), and their four associates, Ranjeet Mahto, Herman Kumar, Gulam Sahjada (21) and Tabassum Ahmad (27), Inspector General of Police (IGP), Surguja Range, Ankit Garg said. One AK-47 rifle, a magazine and 90 live rounds, Maoist uniforms, and literature were recovered from their possession, he said. The banner and wall writings were found on March 10 at Pedda Masanpally village in Thoguta Mandal (administrative division). In the name of Maoists, the accused had attempted to threaten the Hetero management. According to the Police, the family of Bonala Raju (34), who was working as a driver in Hyderabad, had six acres of land at Pedda Masanpally. However, his parents sold four acres and 23 guntas to Hetero in 2014. The family was cultivating a little over one acre. Since the family had no documents of the land in their possession, the Hetero management allegedly took that land too into their possession. The management of Hetero had refused to leave the piece of land to Raju’s family, even after several requests. The Police said that Raju, with the support of his friend Yash Ajay Mahat, wrote the banner and, on the wall, threatened the management on March 9 at midnight. The two were produced before court and remanded in judicial custody.

Acting on input that some members of the Telangana State Committee had crossed the Pranhita River from Telangana into Gadchiroli to carry out subversive activities during the model code period ahead of the upcoming Lok Sabha elections, the Security Forces (SFs) launched a combing operation, and on March 19 (today) morning, the security teams encountered gunfire from the Maoists in the Kolamarka mountains. An encounter ensued as the SFs retaliated, killing four Maoists. Various arms and ammunition were recovered from the site, including one AK-47, one carbine, and two country-made pistols. Dantewada superintendent of police (SP) Gaurav Rai, in a statement, said, “We had specific input about the presence of Maoists; hence, a joint team of personnel from different security forces was out on an anti-Naxal [Left Wing Extremism, LWE] operation. Personnel belonging to the District Reserve Guard, Bastar Fighters, both units of the state police, and the Central Reserve Police Force’s 111th, 230th, and 231st battalions were involved in the operation. When the team reached the Gampur jungles, the Maoists started firing. After the exchange of fire stopped, the bodies of one male and one female Maoist were recovered from the spot. Combing operations in the area are going on. Committee ‘spokesperson’ Vikalp, in a statement released to the media, said the Maoists were always ready for ‘peace talks’ for the welfare of the suppressed sections and to establish peace. He made it clear that if the government creates an amicable environment, they will come forward for peace talks. He stated that Chhattisgarh Deputy Chief Minister Vijay Sharma was issuing statements on the government’s keenness to hold ‘peace talks’ with Maoists. But he could not come clear on the DSZC’s concerns and the measures conducive for ‘peace talks’. Vikalp wanted the government to stop alleged fake encounters, militarisation of tribal hamlets to confine armed forces to barracks for six months and to establish new Police camps in the villages for the talks to happen. He also asked intellectuals, journalist community, labour, women and people’s organisations and other concerned sections to put pressure on Chhattisgarh government to create a harmonious situation for the ‘peace talks’. If the government fails to do so, the public should raise their voice against its ‘Operation Kagar’ and anti-people policies.

The case (RC 03/2022/NIA/RNC) relates to the January 4, 2022, attack on former MLA Gurucharan Nayak at the High School Jhilurua in West Singhbhum District. The agency has filed the re-registered First Information Report (FIR) before the NIA Court in Kochi. The arrested cadres were identified as Salam Rameshwor Singh (48), Tongbram Gyanjit Singh alias Chinglensana (39), Pukhrem Ingocha Singh (40) and Thokchom Temba alias Wakheiba (50). Three self-loading rifles (SLR) along with four empty magazines, twenty live rounds and one Baofeng Walkie Talkie Set were recovered from them. In the pamphlet found near the body, the Maoists’ Perimili Area Committee mentioned that Talande was killed “as per the decision of the masses for the victim's so-called anti-people act of being a police informer." The Maoists have also blamed senior inspectors Damrancha and Manne Rajaram for Talande’s killing, adding that the victim would frequently visit these officers. On March 29, the National Investigation Agency (NIA) charged a suspect for his role in radicalising vulnerable youths using Communist Party of India-Maoist (CPI-Maoist) ideology, reports The Week. The probe agency filed its original charge sheet in the Munchingput conspiracy case in Andhra Pradesh in May 2021. Ramakkagiri Chandra is the eighth accused to be charged in the case related to the radicalization of "vulnerable youths towards the Maoist ideology and extension of support to the banned CPI (Maoist)," it added. He has been charged under the Indian Penal Code (IPC), the Arms Act, and the Unlawful Activities Prevention Act (UAPA) by the agency in its first supplementary charge sheet filed before the special NIA court in Visakhapatnam, it said. Chandra was a state committee member of the Pragathisheela Karmika Samakhya (PKS), a frontal outfit of the proscribed CPI (Maoist), the NIA said in the statement. The NIA's investigation has revealed that Chandra conspired with underground leaders of the CPI (Maoist) to further the activities of the organisation.

An eighteen-year-old youth injured in an Improvised Explosive Device (IED) blast planted by Communist Party of India-Maoist (CPI-Maoist) cadres on March 11, who was held hostage by Maoists in forests for 17 days, was released in the Bijapur district of Chhattisgarh on March 31, reports The Times of India. According to Bijapur police, the victim, Guddu Lekam, from village Kachilwar, mistakenly stepped on a pressure IED bomb planted by Maoists to target Security Forces (SFs). Guddu had gone to neighbouring Telangana state, and while returning, he got injured near Naimed on the night of March 11. While he lay injured on the ground alone, he was spotted by Maoists, who took him to the forest and held him hostage, giving him some indigenous treatment. He remained in the confinement for 17 days, the Police said, adding that he somehow sent a word to his family about his condition and location. The worried family members went to the forests of Itawar and convinced the Maoists for his release.
