At least 30 persons were injured as participants in a procession of Jamaat-e-Islami (JeI) and its student wing Islami Chhatra Shibir (ICS) on January 2, clashed with Police, blasted cocktails, threw brick chips and vandalised vehicles on Dhaka city’s DIT road, according to Daily Star. The injured included passengers of the vehicles and pedestrians. The JeI-ICS cadres brought out the procession demanding release of JeI leaders being tried on War Crimes charges.

Security Forces (SFs) in Bangladesh have reportedly arrested two top militants, All Tripura Tiger Force (ATTF) ‘chief’ Ranjit Debbarma and National Liberation Front of Tripura (NLFT) ‘chief’ Biswamohan Debbarma from Dhaka (Dhaka District) in December 2012, according to The Times of India. Police intelligence officials in Agartala (Tripura) on January 4 said Ranjit was arrested from a posh location in Dhaka on December 30 and Biswamohan on December 23 last from nearby areas. Both the militant leaders were arrested by Rapid Action Battalion (RAB). The RAB members, after receiving specific information, surrounded the flats in Dhaka and arrested the militant leaders, a source said. According to reports, they have been living in Dhaka for the past two decades. Their arrest comes mere months after Indian Border Security Force (BSF) submitted a list of militant hideouts to Border Guards Bangladesh (BGB).

Police arrested 12 suspected members of the Islami Chhatri Sangstha, the female student wing of the Jamaat-e-Islami (JeI), in front of National Press Club in the Dhaka City on January 5. The Police officials said that those arrested were the aides of the 20 women activists nabbed earlier. On December 17, 2012 the Police raided the Chhatri Sangstha office at Moghbazar in the Dhaka City and arrested 20 leaders and cadres, including the wife of the war crime suspect, Quader Mollah.

The nationwide dawn-to-dusk hartal (general strike) enforced by the Bangladesh Nationalist Party (BNP)-led 18-party alliance, protesting the latest fuel price hike, was marked by incidents of arson, vandalism, explosions, and chases and counter-chases on January 6, reports The Daily Star. At least 15 vehicles were vandalised, two were set ablaze, 35 homemade bombs exploded and three people were injured in Dhaka City alone. At least 30 people including two Policemen were injured during clashes between Police and pickets across the country outside of the Dhaka City.

The rehearing of the arguments against Jamaat-e-Islami (JeI) leader Delwar Hossain Sayedee started at the International Crimes Tribunal-1 (ICT-1) with the prosecution placing its summing-up on January 13, reports The Independent. Prosecutor Advocate Syed Haider Ali presented submission on the opening day of the fresh arguments. He mainly repeated the same argument in a concise form. The three-member tribunal, led by Justice ATM Fazle Kabir, stipulated January 13 and 14 to hear the prosecution's arguments. The tribunal also disallowed a defence's plea for an adjournment in the rehearing of arguments till the disposal of a review petition of Sayedee against the tribunal's order that rejected his appeal for a fresh trial on January 3.

ICT-2 said JeI contributed significantly to the creation of auxiliary forces during the Liberation War for combating unarmed Bengali civilians in the name of protecting Pakistan. The then Pakistani Government and the military setup a number of auxiliary forces such as Razakars, Al-Badr, Al-Shams and Peace Committee. These forces were formed to collaborate with the Pakistani military in identifying and eliminating all those who sympathized with the liberation of Bangladesh, individuals belonging to minority religious groups, especially the Hindus, political groups belonging to the Awami League (AL) and other pro-liberation political parties, Bengali intellectuals and innocent civilians. People of the then East Pakistan wholeheartedly supported the war and participated in the call to free Bangladesh. But a small number of Bengalis, Biharis, other pro-Pakistanis, as well as members of a number of different religion-based political parties, particularly JeI and its student wing Islami Chhatra Sangha (ICS) joined and collaborated with the Pakistan military to actively oppose the creation of independent Bangladesh. And most of them committed and facilitated the commission of atrocities in violation of customary international law in the territory of Bangladesh.

International Crimes Tribunal–2 (ICT-2) registrar AKM Nasiruddin Mahmud said on January 20 that ICT-2 is to deliver its verdict in the case against expelled Jamaat-e-Islami (JeI) leader Maulana Abul Kalam Azad, a war crime accused, also known as Bachchu Razakar, on January 21 (today). This is the first instance in the country's history that a war crime accused is going to receive punishment, for his alleged involvement in crimes against humanity during the country's Liberation War in 1971. Azad, former leader of Islami Chhatra Sangha (ICS), student wing of JeI, is facing eight charges of crimes against humanity, based on eight incidents that left at least 12 people dead and two women raped in Faridpur District, in 1971.

The International Crimes Tribunal-2 (ICT-2) made history on January 21 by sentencing Jamaat-e-Islami (JeI) leader Maulana Abul Kalam Azad to death, in its maiden judgment, for genocide and crimes against humanity during the Liberation War, reports The Daily Star. The 65-year-old fugitive, also known as Bachchu Razakar, was found guilty of killing 14 Hindus, raping two women, torturing two other persons and setting homes ablaze in Faridpur District, his birthplace. The judges said in the verdict “In dealing with the charges we have found that the accused Abul Kalam Azad alias Bachchu Razakar himself had physically participated being accompanied by his armed accomplices to the commission of crimes and as such he held criminally responsible for the direct commission of crimes proved.” Azad was sentenced to death for four of the charges, although found "guilty beyond doubt" in seven.

In Dhaka city, 12 cadres of JeI-ICS were injured and six of them arrested when Police intercepted procession brought out by JeI-ICS cadres. In Gaibandha District, clashes erupted when Police intercepted another procession brought out by JeI-ICS cadres at Station Bazar Road demanding immediate release of their detained leaders. At least 14 JeI-ICS cadres and four Policemen sustained injuries. Gaibandha Additional Superintendent of Police Mosharaf Hossain said the cadres in the procession were armed with various weapons.

At the joint press conference in Dhaka on January 28, the Bangladesh Home Minister Muhiuddin Khan Alamgir said Bangladesh would not be able to send back United Liberation Front of Assam (ULFA) general secretary Anup Chetia under the treaty as he had prayed for political asylum in the Supreme Court, reports The Assam Tribune. He further said Chetia, who was booked under criminal charges, has completed his prison term and has since applied for political asylum in the country. “This extradition treaty specifically provides for handing over of criminals, but political asylum seekers are a different category,” he said. The Supreme Court will first have to dispose of his prayer for political asylum, he said. “After that, we will decide whether to treat this person or any other persons under this extradition treaty or in some other way,” he said.

The agreement was signed at the 4th meeting of the Home Ministers of Bangladesh and India. In the joint statement the two Home Ministers expressed the ‘belief that the Extradition Treaty would help increase cooperation among law enforcing agencies of the two countries and curb criminal activities’. The new treaty would allow transfer of convicted or under-trial criminals but it would not be applicable for those accused in ‘political crimes’ or other criminal offences punishable with imprisonment for less than one year.
