New Age reports that the interim administration has in principle decided to expand its structure to unburden the council of advisers of the huge workload. Syed Fahim Munaim, press secretary to the chief adviser Fakhruddin Ahmed, following a meeting of the interim cabinet, said on July 4, "It has been decided in principle that the government would go for expansion by appointing more people to assist the advisers in discharging their responsibilities." However, he did not mention when the new appointments would be made or what their designations would be.

The special anti-graft tribunal on July 4 sentenced former state minister for civil aviation, Mir Mohammad Nasiruddin, to 13 years' imprisonment and fined him Taka five million for committing two offences, Daily Star reports. His son, Mir Mohammad Helaluddin, was sentenced to three years in jail for abetting his father in the corruption. Nasiruddin was given 10 years' rigorous imprisonment for illegally accumulating huge wealth and three years' simple jail for concealing information of wealth worth Taka 67268000 in the report he had submitted to the Anti-Corruption Commission. Helaluddin was convicted for trying to withdraw and transfer about Taka 56.40 million from their family joint accounts to the accounts of his wife and mother-in-law to help his father conceal property information. The court also directed the government to confiscate their wealth worth Taka 279491000 which is disproportionate to their known sources of income. Defence lawyer M.A. Awal said as per Nasir's instructions they will appeal with the High Court on receipt of the order of the verdict.

During operations in separate villages of Bagmara sub-district in the Rajshahi district on July 9, police arrested a Jama’atul Mujahideen Bangladesh (JMB) militant and four left-wing extremists, including a regional commander of the Purba Banglar Communist Party (PBCP). The JMB militant was identified as Shamser Ali, who is also an accused in a police assault case. The arrested PBCP regional commander Ariful Islam Rony is a charge-sheeted accused in a murder case. The extremists were identified as Hazrat of Taherpur, Rashid Babu of Cheukhali and Islam of Polashi village.

Five militants of the Jama'atul Mujahideen Bangladesh (JMB), including two top leaders, were arrested in a series of raids by the Rapid Action Battalion (RAB) in Dhaka and Mymensingh on July 9 and 10, reports Daily Star. The leaders were identified as Asadul Islam alias Arif, a member of JMB's reconstituted Majlish-e-Shura (the highest decision-making body), and Anwar Hossain alias Faruq, a Shura (governing body) member. The others were the outfit’s regional commander for Mymensingh, Shafiqul Islam alias Rakib, Sagar Hossain alias Sayem and Saiful Islam. Arif was convicted in absentia for the killing of two judges at Jhalakathi on November 14, 2005. Six others convicted in the same case, including the outfit’s chief Abdur Rahman and his deputy Bangla Bhai, were executed in different jails on March 29, 2007. Two 9mm pistols with nine bullets, seven computers, a large number of compact disks and books on jihad were recovered from the arrested militants. Hasan Mahmud Khandakar, Director-General of the RAB, told New Age, "We succeeded in breaking the backbone of the banned outfit, but we decided to intensify our drives to nab the outfit’s members who are scattered throughout the country".

A suspected cadre of the Jama'atul Mujahideen Bangladesh (JMB) who received bullet injuries during a raid by the Rapid Action Battalion (RAB) personnel at a house in the national capital Dhaka’s Mirpur area on July 10 was subsequently arrested along with his wife. A pistol and several bullets were recovered from his possession. RAB sources identified the militant as Shakhawat, but did not name his wife.

Daily Star reports that the court of Metropolitan Magistrate in Dhaka on July 12 granted seven-day remand for Shahida Begum, wife of the arrested Jama'atul Mujahideen Bangladesh (JMB) Majlish-e-Shura (the highest decision-making body) member Anwar Hossain alias Faruq. The court also ordered police to produce the bullet-hit Hossain being treated at Dhaka Medical College and Hospital before it after his recovery from injuries. On July 10, Faruq was shot during a raid by the Raid Action Battalion personnel and arrested along with his wife from their house in Dhaka’s Mirpur area.

The Election Commission (EC) on July 15 announced its plan for holding the next election to the parliament, reports Daily Star. Chief Election Commissioner (CEC), A. T. M. Shamsul Huda, told a press briefing in Dhaka that a voter list with photographs will be ready by October 2008 and the parliamentary poll will be held by December 2008. “Mid October of 2008 will be the latest for having the voter list ready. The election could be held even before December of that year if the voter list gets ready earlier”, he said. He also announced that the EC will start holding elections to different local government bodies from January 2008 in the areas where the voter list will be ready. The CEC also announced that the EC will hold dialogues with political parties on electoral reforms between September and November 2007 with an aim to complete the reforms by February 2008. He further said, “The ban on indoor politics must be lifted. We have decided on the matter after consulting with people of different levels. The government will issue a statement in a few days supporting the roadmap.”

On July 16 at around daybreak, Awami League (AL) President Sheikh Hasina was arrested from her Dhanmondi residence in national capital Dhaka on charges of extortion, Daily Star reports. She was produced at the Chief Metropolitan Magistrate's (CMM) Court, Dhaka which sent her to a sub-jail, located at a two-storey house in the Jatiya Sangsad Bhaban (national parliament) complex. On June 13, Managing Director of East Coast Trading Ltd Azam J Chowdhury had filed the case at Gulshan Police Station, accusing Sheikh Hasina and AL leader Sheikh Fazlul Karim Selim of extorting Taka 29.6 million from him for the installation work of a 210-megawatt power plant at Siddhirganj.

They were identified as Foijul Islam and Shafiqul Islam. Police said that the militants surrendered in the wake of continuous raid on their houses at Paikan village under Kolkond union. They were sent to Rangpur Central Jail after being produced before a court. New Age reports that Police on July 24 pressed charges against the detained former Prime Minister and Awami League (AL) President Sheikh Hasina and her sister Sheikh Rehana in an extortion case filed on June 13 by a businessman. The charge sheet was submitted to a Metropolitan Magistrate court naming Hasina’s cousin, Sheikh Fazlul Karim Selim, as the prime accused in the case. The charge sheet mentioned that Hasina and Rehana used Selim in extorting about Taka 30 million from Azam Jahangir Chowdhury, managing director of the East Coast Private Limited, after the latter was awarded a bid to install a power plant at Siddhirganj in Narayanganj in 2000. The court of magistrate Shamsul Alam posted the hearing for August 15.

According to Daily Star, the army-led joint forces recovered a shotgun, a rifle, a pistol, a Brazilian revolver, two magazines and 297 bullets during a raid at Babar's Gulshan residence on May 28. Babar pleaded not guilty and demanded justice before the court after the Judge Sayed Jahed Mansur read out the charges to him. The court fixed July 31 for trial of the case.

Most leaders of terrorist and underground outfits operating in India’s northeastern States like Manipur are in Bangladesh, he told reporters at an interaction in Bangalore with police officials from Karnataka. "We regard Bangladesh as an area which gives sanctuary to these (leaders of militant groups). The Second Additional Sessions Judge's Court in Rajshahi convicted them for aiding and abetting the militants in extorting and torturing people in the Bagmara sub-district of Rajshahi district in 2004. An extortion case was filed in Naogaon against the former Bangladesh Nationalist Party (BNP) state minister and Liberal Democratic Party leader Alamgir Kabir and 36 suspected Jama’atul Mujahideen Bangladesh (JMB) militants on July 28, reports Daily Star. The JMB militants included Abul Hossain Master, Abdus Sattar, Hemayet Hossain Himu and Nazrul Islam. M Ramzan Ali of Bisha village in the Atrai sub-district filed the case with a Naogaon court alleging that the JMB militants had set up a camp in Atrai and unleashed "a reign of terror in the area at the instruction of the former state minister." They used to abduct innocent people and collect toll from them.

Another case was filed against the former Bangladesh Nationalist Party (BNP) state minister Alamgir Kabir, who is now a leader of the Liberal Democratic Party, with a Naogaon court on July 30. Anjuara Begum, wife of Jahurul Islam of Bisha village in the Atrai sub-district of Naogaon district, filed the case against Kabir and 12 militants of the Jama’atul Mujahideen Bangladesh (JMB) for patronising other JMB cadres in toll collection, ransacking and looting at a village in the sub-district. Judge Sheikh Noor Mohammad ordered the officer-in-charge of Atrai Police Station to conduct further investigation into the case. Earlier on July 29, an extortion case was filed against Kabir and 36 JMB suspects with the same court.

On July 30, the High Court granted Awami League chief and former Prime Minister Sheikh Hasina bail in an extortion case and ordered the government not to have the case tried under the emergency power rules. Daily Star reports that the Court also asked the Interim Government to reply within two weeks why its approving the case to be under the emergency rules should not be declared illegal. Earlier on July 29, Hasina had filed a petition challenging the legality of the case. She, however, was not released from jail as she has been shown arrested in another case. Law Adviser, Barrister Mainul Hosein, said that the government would appeal against the Court order.

Daily Star reports that the Additional District and Sessions Judge in Sylhet on July 31 framed charges against Mufti Abdul Hannan, chief of the outlawed Harkat-ul Jihad-al Islami-Bangladesh (HuJI-B), and three others, including Hannan's brother Mofizur Rahman and the outfit’s operatives Delwar Hossain Ripon and Sharif Shahedul Alam alias Bipul, for the grenade attack on British High Commissioner Anwar Choudhury in Sylhet in 2004. The judge also fixed August 14 for starting deposition of the 58 prosecution witnesses. Three people were killed and the Bangladesh-born Choudhury and 70 others were injured in the grenade attack after the Juma (Friday) prayers on May 21, 2004, on the premises of the shrine of Hajrat Shahjalal. The Sylhet Kotwali police filed a case on the same day and arrested nine leaders of the Awami League students' wing-Bangladesh Chhatra League for their suspected involvement in the attack. However, their involvement could not be established.
