On September 2, police in Bangladesh reportedly arrested Mohammad Sharifuddin alias Abu Hamza, an operative of the Harkat-ul-Jihad-al-Islami Bangladesh (HuJI-BD), at an unspecified place on the India-Bangladesh border following a tip off from police in Hyderabad, capital of Andhra Pradesh in south India. According to Hyderabad Police sources, Hamza, once a resident of the Santoshnagar area in the city, was involved in the blasts at the State Task Force office in October 2005 and at the Mecca Masjid on May 18, 2007. Police also believe that Hamza was responsible for smuggling RDX into the country on the orders of HuJI ‘commander’ Shahid Bilal.

On September 3 (today), former Bangladesh Prime Minister Khaleda Zia was arrested from her Dhaka cantonment house along with her younger son Arafat Rahman on charges of corruption, reports Times of India. The Anti-Corruption Commission (ACC) on September 2 had filed a case against Zia alleging that she illegally influenced the selection of an operator for two state-run container depot during her second term as prime minister. Daily Star reports that the Global Agro Trade (Private) Company Ltd, an indenting house had been selected for container handling at the Dhaka Inland Container Depot (ICD) and the Chittagong Port ICD yard despite its lacking experience and skills.

The Chief Metropolitan Magistrate's (CMM) Court in Dhaka on September 3 sent former Prime Minister and Bangladesh Nationalist Party (BNP) Chairperson Khaleda Zia to jail and placed her younger son Arafat Rahman Koko on a seven-day remand, reports Daily Star. Both were arrested on corruption charges from their residence in the Dhaka cantonment area. While Zia’s lawyers asked for bail, the government maintained that due to the sensitivity of the case, she should be confined to jail till the investigation is completed. She was sent to a special jail set up in the Jatiya Sangsad Bhaban (national parliament) complex. Following her arrest, Khaleda Zia expelled the BNP Secretary General Abdul Mannan Bhuiyan and Joint Secretary General Ashraf Hossain for "attempts to split the party in the name of reforms with support from the government."

Daily Star reports that the cadres of Islamist militant outfit Allahr Dal (Allah’s Group) are regrouping and expanding their activities in the Kushtia district. A total of 56 cadres, including some women, are active in the district and they are working towards establishing 'rule of Allah'. Nine cadres, who were earlier arrested on June 5 from different locations in Kushtia, in their confessions before the court of First Class Magistrate Jalal Saifur Rahman said that they have been carrying on with their activities in the district since 2003.

According to PTI, Bangladesh has denied any arrests in the country in connection with the August 25-twin bomb blasts in Hyderabad, capital of Andhra Pradesh in southern India, and said it has not received any request from India for information on the bombings which killed 44 people. "Bangladesh is yet to receive any request for information in connection with the Hyderabad blasts and there have been no arrests in Bangladesh in this connection," the Foreign Ministry said in a statement on September 5. "The Home Ministry has informed me that no one by that name - Mohammad Sharifuddin - has been arrested here," acting foreign secretary Mohammad Touhid Hossain told a newspaper. He was reacting to reports in a section of the Indian media that Bangladeshi police had detained one Sharifddin alias Abu Hamza in connection with the Mecca Masjid blasts (May 18, 2007) and for providing support to the twin blasts in Hyderabad. "Bangladesh's position on terrorism is clear and unequivocal as it abhors terrorism in all its forms and manifestations, and Bangladesh is committed to cooperating with the international community in combating global terrorism," the statement said.

On September 9, the caretaker government relaxed the ban on the conduct of indoor politics in the country, reports Daily Star. A declaration to this effect was made by the Chief Advisor Fakhruddin Ahmed during his address to the nation. He said, “The government will lift the restrictions on indoor politics tomorrow to create an environment conducive to talks with political parties.” The declaration, however, has put some restrictions on the political parties with regard to the ongoing reforms programme. According to a gazette notification issued by the Home Ministry, a political party may hold meetings of its forums to discuss only its organisational reforms and the Election Commission's (EC) proposal for electoral reforms. The meetings will have to be held at its central office, hotels, restaurants, auditoriums, and residences of its members located in the capital with an advance notice to the Dhaka Metropolitan Police. The meeting will be attended by a maximum of 50 leaders at a time. Prior permission from the Home Ministry is required if more than 50 persons attend the meetings. Violation of restrictions attracts a punishment of two years to five years imprisonment and fines. The Chief Adviser further said that the government will arrange for the general elections ahead of the previously set December 2008 deadline after completion of the electoral roll with voters' photos. He said, “Immediately after preparation of voters' list with photos, the government will extend all-out cooperation to the EC in holding the polls at the quickest.”

The Sylhet Divisional Speedy Trial Tribunal sentenced two Jama'atul Mujahideen Bangladesh (JMB) militants, identified as Mohsin Khan and Abdul Hai, to 10-years' rigorous imprisonment and a fine of Taka 5,000 each for their involvement in the bomb attacks on the city's judge court on August 17, 2005. Both the convicts were teachers at the Sengram Dakhil madrassa (seminary) in Sylhet's Jaintapur sub-district. The duo was identified as Mujibur Rahman Zehadi and Zahidul Islam Zehadi. Police recovered 20 books on Islam, over 100 jihadi leaflets, two mobile phones and a SIM card from their possession. Police sources said that both the arrested persons were selling the books and distributing leaflets among locals. During interrogation, Khaleque claimed himself to be Amir (chief) of the Uttara unit of Hijbut Tawhid.

On September 10, the Criminal Investigation Department (CID) in the Rajshahi district filed murder charges against eight militants of the Jama'atul Mujahideen Bangladesh (JMB) in connection with the killing of Rajshahi University teacher, Prof Muhammad Yunus, reports Daily Star. While submitting the charge sheet the CID also asked for the acquittal of the five activists of Islami Chhatra Shibir who were earlier accused of the murder. The CID submitted that confessions made by the executed JMB leader Abdur Rahman have indicated that the outfit is involved in the killing.

Daily Star reports that the Speedy Trial Tribunal in Sylhet on September 12 sentenced two leaders of the Jama’atul Mujahideen Bangladesh (JMB) to 14 years' rigorous imprisonment and a fine of Taka 2,000 for storing explosives and bomb making substances at a house in Sylhet. The duo was identified as JMB’s Sylhet regional chief Moulana Saidur Rahman and Abdul Aziz alias Abu Hanif. The case was filed in line with the statement given by Abdul Aziz who was arrested along with executed JMB chief Sheikh Abdur Rahman from a house in Sylhet on March 2, 2006. Following Aziz’s statement, explosives and bomb making material, including seven packets of resistance wire, 1000 pressure switches, 1000 capacitors, 600 integrated circuits, one high voltage battery and one packet of emitter diode, were recovered from a locked house at Hatimbag area.

Both of them were also fined Taka 5,000 each and in default they have to undergo imprisonment for one more year. The arrested militants were identified as Abdul Mabud alias Shamim (of Babu Para, Ershad Hosen of Khotkhotia in Rangpur, Ali Hosen alias Feku of Chhoto Rouda, and Jamal Uddin of Domar sub-district in Nilphamari. Some printed and hand written documents were recovered from them. A RAB official said that the arrested militants have confessed being cadres of the Allahr Dal and all of them were trained by the outfit’s Motin Mehedi, who was arrested in Kurigram few months ago.

The arrested militants were trying to cross the border into India. They have been identified as Zillur Rahman, Lal Miah, Saidul Islam and and Alamgir. BDR sources said that all of them are madrassa (seminary) students and residents of Ichhamot village of Ulipur sub-district in Kurigram. They were handed over to Phulbari police and subsequently sent to Kurigram jail.

One Amir Ali of Jikra filed the case with a magistrate’s court. The accused include JeI secretary Nurul Islam, BNP leader Samsul Islam, Jubo Dal (Youth wing of the BNP) leader Saiful Islam, Zinna and Abdus Salam. In his complaint, Amir Ali alleged that the in April 2004, the JMB activists had demanded Taka 100,000 from him. As he failed to pay the demanded amount, he was picked up and tortured.

They were identified as regional commander Garibullah Akanda, Abdus Samad, Emdadul Haque Ujjal, Julhas, Mofazzol Hossain Bhulu, Hazrat Ali, Abdus Samad and Jabed Ali. Each of them was also fined Taka 10,000, in default of which they have to undergo eight more months in prison. Rapid Action Battalion sources claimed that Saidur Rahman is conducting activities of the JMB since the arrest and execution of the militant’s top leadership. On September 30, the High Court granted bail to former Prime Minister and chairperson of the Bangladesh Nationalist Party (BNP) Khaleda Zia in a graft case and ordered the government to explain within six weeks the rationale of bringing charges under the emergency power rules. Daily Star reports that the Court also stayed proceedings of the case filed against the Zia, her younger son Arafat Rahman Koko, and 11 other persons for corruption in awarding Global Agro Trade (Pvt) Co Ltd (GATCO) the contract for container management at the Dhaka Inland Container Depot (ICD) and the Chittagong Port ICD yards. The rulings was delivered in response to separate writ petitions filed on September 27 by Zia and Koko challenging the validity of the government move that brought the case under the emergency rules. The two also questioned the legality of filing and continuing the suits against them.
