The Elections Commissioners Department on January 23 recognised five more political parties in addition to the 53 Political Parties recognised as on December 31, 2007, reports Daily News. The Thamil Makkal Viduthalai Pulikal (TMVP), the political wing of the Liberation Tigers of Tamil Eelam (LTTE) breakaway faction led by ‘Colonel’ Karuna, is among the two new Tamil political parties, recognised by the Elections Commissioner. The TMVP has been allotted ‘boat’ as its party symbol under the Secretaryship of E.S. Kaileswarajah with its office located at Polhengoda in Colombo. The other Tamil Party recognised is the Pathmanabha Eelam People’s Revolutionary Liberation Front (candle as symbol) under the Secretaryship of T. Sridharan. The other newly registered parties are: Okkoma Wasiyo Okkoma Rajawaru Sanvidanaya (Secretary J. Thalwatta), Nawa Sihala Urumaya (Secretary Sarath Manamendra) and Muslim Liberation Front (Secretary M.I. Cader).

Sunday Times reports that nominations for the Provincial Council elections in the East are to be called by the end of March 2008, after the completion of the local government polls there. Government sources said that President Rajapakse had instructed the Elections Commissioner to announce dates for nominations for the Eastern Provincial Council polls by the end of the month with the election date set for as early as April. The local council polls in the Batticaloa district are scheduled to be held on March 10.

The Thamil Makkal Viduthalai Pulikal (TMVP), a breakaway faction of the Liberation Tigers of Tamil Eelam (LTTE) on March 11 (today) won eight out of nine local councils while the ruling United People’s Freedom Alliance (UFPA) won the Batticaloa Municipal Council with 11 out of 19 seats, reports Colombo Page. Polling for the local body elections in Batticaloa went off peacefully on March 10, though there were some allegations of vote rigging, sources in the district said, adds IANS. There were nine political parties and 22 independent groups fielding 831 candidates for 101 posts in nine Pradeshiya Sabhas (local councils) and the Batticaloa town municipality. Founded by ‘Colonel’ Karuna in 2004, the TMVP now led by his deputy Pillaiyan contested the elections in alliance with the ruling Sri Lanka Freedom Party (SLFP). Political rivals had christened it the King's Party. Being the only armed group in the area, the TMVP is feared by the people of Batticaloa, reports reaching Colombo say. But in the run up to the current elections, it did not use the arms that it had. The campaign, at least in the final stages, was violence free, local sources said. However, the TMVP's rivals had bitterly complained of intimidation by overt as well as covert means over a long period. The pro-LTTE Tamil National Alliance (TNA) had been 'banned' by the TMVP. The opposition United National Party (UNP) had opted out of the elections saying that it was not going to be free and fair. On voting day, the Sri Lanka Muslim Congress (SLMC) had complained to the authorities of vote rigging by the TMVP. The elections had assumed importance because they were the first to be held after the Tamil areas of Batticaloa district were liberated from the clutches of the LTTE in mid 2007. The successful conclusion of the elections is expected to help the government in holding elections to an eastern provincial council. The northeast has not had provincial council elections since 1990.

Elections officials said according to reports received at the close of the poll, the estimated voter turnout was approximately 65% in Ampara, 55% in Batticaloa and 60% in Trincomalee. The historically significant polls conducted in the liberated Eastern region after 20 years was electing 37 members to the provincial council. Nearly a million people were eligible to vote. Numerous incidences of rigging, impeding polling agents or political party representatives at the polling booths and impersonations have been reported. Several attacks on vehicles and persons were also reported in the polling area. Two vehicles belong to the staff of Minister Rishard Badurdeen were smashed in Trincomalee, reports said.

The United People's Freedom Alliance (UPFA) won the first ever Provincial Council Election in the East, securing 20 (18+02 bonus seats) out of 37 seats on offer, while polling 52.21 per cent of the total votes, Daily News reported. The United National Party (UNP) which obtained 42.38 per cent of the total valid votes got 15 seats while the Janatha Vimukthi Peramuna and the Tamil Democratic National Alliance secured one seat each. The UPFA won two out of the three districts, - Batticaloa and Ampara while the Trincomalee district was won by the UNP. A total number of 591,676 (65.78 per cent) voters exercised their franchise out of a total of 982,721. However, the number of rejected votes was quite high with 54,780 (8.47 per cent) getting annulled. Out of 10 polling divisions in the East, the UPFA won in seven (Batticaloa, Kalkudah, Pandirippu, Ampara, Sammanthurai, Pothuvil and Seruwila while the UNP won three (Muttur, Trincomalee and Kalmunai). In the Batticaloa district, the UPFA secured six of the 11 seats available, with a lead of 46,739 votes over its closest rival the UNP (58,602), which got four seats while the TDNA won one seat polling 7,714 votes. In Batticaloa, all three polling divisions were won by the UPFA, namely Batticaloa, Kalkudah and Pandirippu, where the total voter turnout was 61.17 per cent. The UNP (70,858) defeated the UPFA (59,298) in the Trincomalee district where it won five seats against the four won by the latter. The JVP which polled 4,266 secured one seat. In Ampara, the UPFA won with a majority of 22,975 votes securing eight seats while the UNP got six. The UPFA also won three out of the four polling divisions with the UNP winning in Kalmunai.

The ruling United People's Freedom Alliance named two Tamileela Makkal Viduthalai Puligal (TMVP) - political wing of the LTTE breakaway faction founded by ‘Colonel’ Karuna and presently led by Pillayan - who contested from the Batticaloa and Trincomalee districts in the Eastern Provincial Council (EPC) polls and were unable to secure any seats, for the two bonus seats awarded to the party, reports Colombo Page. Former Batticaloa Government Agent R. Maunagurusami who contested in the Batticaloa district and Priyantha Premakumara who contested in the Trincomalee district had been named for the bonus seats. They would be sworn in as members of the EPC soon.
