Prime Minister Ranil Wickremasinghe said, on January 26, it was appropriate to demand the Liberation Tigers of Tamil Eelam (LTTE) to decommission its arms, before finding a lasting political solution to the protracted ethnic conflict in the country. He was addressing the annual convention of the pro-government Sri Lanka Estate Workers Union, at the United National Party headquarters, in Colombo. He also said any solution agreed to with the LTTE would be implemented after obtaining people’s approval. He added, "Expert advice from Britain and Indian defence officials will be sought" while resettling internally displaced persons (IDPs) in the High Security Zones.

Addressing the 14th national convention of the Sri Lanka Freedom Party (SLFP), on June 21, at Nittambuwa the President Chandrika Kumaratunge said that she had ordered the Sri Lanka Navy (SLN) to destroy the Liberation Tigers of Tamil Eelam’s (LTTE’s) ship allegedly carrying weapons on June 14. She reportedly said, "I ordered the Sri Lanka Navy (SLN) to destroy the LTTE ship that carried weapons last Saturday to safeguard the country and its people." At a weekly cabinet news briefing in Colombo on June 26, Minister G L Peiris informed that the Government would forward proposals containing the basic features of the provisional administrative structure to the Liberation Tigers of Tamil Eelam (LTTE) through the Norwegian facilitators within the next two weeks. According to him, the proposals have been stipulated as the "basis for an interaction" between the Government and the LTTE. On July 17, during a weekly press briefing in Colombo, Government's chief peace negotiator, G L Peiris informed that the Norwegian special peace envoy, Jon Westborg, has traveled to the Liberation Tigers of Tamil Eelam (LTTE)-held Vanni region to formally handover the set of proposals finalized by the Government to grant more powers to LTTE in North East Province (NEP). The proposal reportedly contains the latest Sri Lankan offer of greater political and financial powers to the LTTE. Speaking at the closing ceremony of the fourth Indian Ocean Rim Association for Regional Cooperation (IOR-ARC) Council of Ministers' Meeting in Colombo on October 13, Prime Minister Ranil Wickremsinghe said that the Liberation of Tigers Tamil Eelam’s (LTTE) willingness to accept a system of interim administration in the North and East areas of the country will help achieve a permanent solution to the present crisis. He said that the Government is fully confident over the Federal system of administration being accepted by the LTTE.
