Norway’s Deputy Foreign Minister, Vidar Helgeson, said in Colombo, on January 11, that there was an increased level of confidence between the parties to the conflict, the government and the Liberation Tigers of Tamil Eelam (LTTE). He thus expressed cautious optimism about the peace process moving further. The government and the LTTE have been locked in a war for over 18 years now, and have asked Norway to act as facilitator in the peace negotiations. Helgeson said that the proposed peace process would be challenging, and both parties would face difficulties in achieving success.

Hard-line, nationalist Sihala Urumaya (SU) leader Tilak Karunaratne said in Colombo on February 26, that his party would pressurise President Chandrika Kumaratunga to annul the ‘permanent cease-fire agreement’ signed between the government and the Liberation Tigers of Tamil Eelam (LTTE) rebels. He also let it known that he would move the courts against the agreement on the contention that the agreement was in contravention of the Constitution of Sri Lanka. The SU has also decided to hold an agitation campaign on March 2 against the agreement in Colombo.

Three foreign cease-fire monitors already in Sri Lanka are scheduled to meet, on March 6 or March 7, Liberation Tigers of Tamil Eelam (LTTE) leader Velupillai Prabhakaran, at his headquarters in Vanni, government spokesman and Minister Prof. G. L. Peiris said in Colombo, on March 5. Six more observers from Nordic countries are due to arrive on March 6. Thereafter, within the next few days, more monitors would be arriving in Sri Lanka taking their total strength to 18, reports said. The Monitoring Mission will establish six local monitoring committees that will function at the district level. Members of the committees will be appointed by the Sri Lankan government, the LTTE and Norwegian government, reports said.

United States Assistant Secretary of State for South Asia Christina Rocca and top US Marines officer General Timothy Ghormley visited the Palaly military air base in a US Special Forces Hercules C-130 aircraft, on March 15, signifying US support to the peace process. Rocca had a 40-minute meeting with Prime Minister Ranil Wickremasinghe at the airbase. Meanwhile, in the United States, a State Department spokesman said "the Government of Sri Lanka and the Liberation Tigers of Tamil Eelam (LTTE) need to grasp this opportunity to end Sri Lanka's tragic conflict and forge a durable peace." The Prime Minister and the US officials met people in Jaffna and discussed their grievances. "In the current international context, in which terrorism is being condemned in more and more countries, the LTTE should be especially vigilant about observing the terms of the cease-fire accord", a recent statement of the US Embassy in Colombo said.

They very keenly interested in taking forward the peace process". The remarks were made after the Minister completed a tour of troubled areas in Batticaloa district, in the East, wher Tamils and Muslims clashed on June 28 and June 29. Further, he attributed the trouble to "a third force, which is against the peace process…." He also said all 26 six parliamentarians representing Muslims in Parliament will join hands irrespective of party affiliation to secure the rights of Muslims in the country.

Media reports from Sri Lanka said, Sri Lanka Monitoring Mission (SLMM) Deputy Chief Hagrup Haukland said on July 15, in Colombo, that there was a re-thinking on conducting operations-at –sea. Reportedly, after the July 13-incident in which the Liberation Tigers of Tamil Eelam (LTTE) had taken hostage two Monitors and set them free after reaching to safety, Haukland expressed the view: "We have to rethink the concept of operation at sea." He did not say if there would be any change in the role of the sea monitors. He said, "It is possible, but yet to be decided".

A high-level United States (US) defence delegation would be visiting Sri Lanka between September 1 and 4, the US Embassy in Colombo said, on August 29, the state-run Daily News reported, on August 31. National Defence University Senior Vice President and former Assistant Secretary of State for South Asia Robin Raphel will head the team that will "assess the Sri Lankan military's educational and training needs and identify potential areas for future US assistance," the US Embassy said. The visit follows and agreement between US President George W Bush and Prime Minister Ranil Wickremesinghe during the latter’s July 2002-visit to the US. US Ambassador Ashley Wills said, "It is yet another demonstration of United States support for the government and the people of Sri Lanka as they seek to end the conflict and reform their institutions to address the needs of the country in years to come."

Reminding that the country is at a critical juncture engaged, as it is, in finding a ‘peaceful and permanent solution’ to the protracted ethnic conflict, he said, "We must not allow an issue of this nature (demand for separate council) to precipitate and scuttle the ongoing peace talks". Reminding that the peace talks have just commenced, he said, at the later stages of the talks, when devolution of power is discussed, the separate council issue could be taken up, Hakkem noted.

Media reports from the capital Colombo said clashes occurred between Sinhala and Muslim communities on October 30. These resulted in the death of a Muslim and injuries to 12 more. A curfew was immediately clamped on the area and subsequently lifted. Meanwhile, even as the government and Liberation Tigers of Tamil Eelam (LTTE) sat down for the second round of peace negotiations, on October 31, in Thailand, clashes recurred between the two communities and curfew was re-imposed. The clashes on the second day were reported while mourners were taking out the funeral procession of the person killed on October 30. In these clashes, a Buddhist monk was attacked, besides a Muslim wounded when police opened fire to disperse the crowd. A high-level security meeting was held in Colombo, on October 31, to assess the situation and was presided over by Prime Minister Ranil Wickremasinghe. Minister Tilak Marapone, Interior Minister John Amaratunge, the Inspector General of Police, Minister Mohamed Maharoof and top officials of the three armed forces attended the meeting. President Chandrika Kumaratunga, meanwhile appealed to people to stay calm and maintain peace. "There are people with selfish motives trying to incite the public. I appeal to you to remain calm and not be deceived by such rumours", Kumaratunga said in a statement, on October 31. She further said, "Any clash or conflict which has ethnic or religious undertones is an obstacle to national unity and progress. It is essential that we maintain a peaceful environment in and around Colombo, which is our Commercial Capital, inhabited by people of different communities and religions". Leaders of the Muslim community in Colombo, too, made appeals for peace and restraint.

The Committee that probed the October 9, 2002- Kanchirankuda incident––in which seven persons were killed and 14 more injured in a shooting by Special Task Force (STF) personnel––has submitted its report on November 8, and said STF personnel were justified in firing at a group of Tamils. The village is in Amparai district. Committee chairman Air Vice Marshal (Retd) Harry Gunatilake, addressing a press conference in Colombo, said the lives of STF personnel were in danger and there was also the possibility of destruction of public property by the Tamil mob, and hence STF personnel fired in self-defence to control the angry mob. The other members of the Committee were retired Judge Oliver Weerasena, Tamil member Samithamby Vivekanandan, senior Superintendent of Police and Committee secretary M. J. Savanagan. Vivekanandan said the STF had not taken non-lethal action preceding the firing, which should have been the last measure. He held that the STF had concocted evidence to support its case that, indeed, non-lethal action––opening tear gas and firing rubber bullets––was first taken and then fire was opened to disperse the mob. He also said evidence was concocted to create the impression that the mob was on a rampaging spree at the STF camp. Declaring that the guilty officers be punished, he said the STF should not be involved in law and order situations. He also wanted the camp to be removed and villagers rehabilitated with protection in the village from where they were evicted 12 years ago.

The LTTE and the government have already agreed to work towards a federal solution, but some powerful sections among the majority Sinhalese are opposing this. Peiris said, "Instead of amending the clauses of the present constitution, the government has decided to table a new constitution that will embody the new political framework." He went on to add, "Federal system is not something new in Sri Lanka", and recollected the various agreements and draft proposals that were made from time to time in the country. Prime Minister Ranil Wickremesinghe, on December 18, asked the people and the clergy to extend support in furthering the ongoing peace process with the Liberation Tigers of Tamil Eelam (LTTE). Addressing the International Islamic Conference on 'Justice and World Peace', in Colombo, he said, "We are now engaged in peace talks with the LTTE. We have sat down at the same table and opened our hearts out for the first time.''
