Wigneswaran has sought India's intervention to set up a federal Government system in the Northern and Eastern Provinces, reports Colombo Page on February 28. Describing how India intervened to rescue the Tamil people when they lived in a politically very dangerous environment, the Chief Minister expressed confidence that India will intervene this time also to accommodate his request. He further said that the then Government accepted the 13th Amendment to the Constitution brought about by the 1987 Indo-Lanka Accord because of India government's pressure. As a result of that Amendment, at least the North and East got two provincial councils albeit without the power, he added. Claiming that after the end of the war, the Tamil people have been caught in a storm again, Chief Minister Wigneswaran said India has understood that a federal Government is the only political solution for the Tamil issue.

President Maithripala Sirisena on March 12 handed over 701 acres of land to 700 original land-owners during a ceremony held at Nadeshvar College in Jaffna District, reports Colombo Page. At the ceremony, organized by the Security Force Headquarters - Jaffna (SFHQ-J), the owners of 490.91 acres of land in Kopai, 210.07 acres in Thelippalai and separate 6.2 acres from Jaffna Nadeshvar College premises received the title deeds. Accordingly, 650 families in Thelippalai and 50 families in Kopai were endowed with their rights for their homelands. Consequently, all lands in Kopai which were under the control of security forces have been released. Also, the Nadeswara Maha Vidyalaya in Thelippalai which had been using by the security forces during the time of war was released for the education of the children in the area and the proprietorship was bestowed to the Principals of the school after 25 years.Meanwhile, the Government Information Department said that Government will commence the next phase of the resettlement of Internally Displaced persons (IDPs) in the Eastern Province from Sampur on April 1, reports Colombo Page on March 14. Governor of Eastern province Austin Fernando has directed the Muttur Divisional Secretary to begin preparations for the resettlement of the remaining displaced persons in Sampur immediately. The Governor has expressed hope that the resettlement program could be completed with the relocation of Navy's Vidura camp on March 31. The Navy has also released the Sampur Madya Maha Vidyalaya premises. Arrangements have been made to re-open the school for educational purposes.

Police reports and health records show that the use of drugs in North is rapidly rising, the Northern Province Health Minister Dr. P. Sathyalingam said, reports Colombo Page on April 5. The official said the reason for the increasing drug use in the former war zone is that even though the war was over, the problems people are facing have not been resolved yet. Deaths of relatives, disappearances and missing, hopelessness, family problems and economic difficulties are the main reasons for people to resort to drugs, the Provincial Health Minister said. Dr. Sathyalingam told the BBC although his ministry has taken steps to introduce several programs aiming at minimizing the drug use among the people in the Province, they cannot be implemented by his ministry alone. While touring the Northern Province recently President Maithripala Sirisena said that the rise in drug use is more dangerous than the use of weapons. He said the government has launched several programs aimed at minimizing the drug use in the North.

Prabhakaran, reports Colombo Page. He said the LTTE's struggle was waged according to one individual's opinion and with his death there is no one to resurrect the terrorist organization although there are LTTE members in other countries. But it is not possible to organize another armed conflict in an environment without the guidance of the slain leader.

Northern Provincial Council (NPC) Chief Minister C.V. Wigneswaran presenting a Resolution on the Constitutional Reforms to the NPC on April 8 has proposed to set up two States in the country, one by merging the Northern and Eastern Provinces and the other by merging the seven other Provinces, reports Daily News. The Chief Minister further proposed to declare Muslim majority Districts within the Eastern Province as an autonomous region, and a similar autonomous region for Estate Community. The Resolution is to be handed over to Opposition Leader and Tamil National Alliance (TNA) leader R. Sampanthan. Wigneswaran observed no community should feel inferior to another community despite whether they belong to the majority or minority. He stated the need of a federal system to ensure proper power devolution in the country in a manner that everybody gets equal rights. The resolution also proposes a separate State Parliament for the North and the East. The legislation made by the central government should be directed to State Parliament and autonomous regions before implementation.

President Sirisena declared open a water scheme that will provide clean drinking water to 1500 families in the area. The water filtration system was constructed in the premises of the Bo Gas Wewa Army camp for the use of people. He also distributed water filters to 100 families affected by the kidney disease. President Sirisena vested with the public the Kankasanthurai, Keeramalai, Nallinakkapuram village, consisting of 100 houses, which is constructed under the first phase of the project to resettle 971 families in 31 welfare centers in Jaffna. Cabinet spokesperson Rajitha Senaratne said that steps have been taken to resettle 462 families in the north, and as there are less state lands in Jaffna, it was proposed that private lands to the extent of 20 perches for each family is purchased. He said that, in 2009, the then President of Sri Lanka had made a promise to Ban Ki-moon that the Government would undertake to ensure the welfare of the Tamil people in future. "It is good to examine whether the present government has honoured these pledges. Another pact had been signed in Geneva and it is relevant to examine whether what was contained in that pact for the betterment of the Tamil people has been implemented. A third describes how our country should change by 2030 and what should be done for the people. It is prudent for the government to show what changes they would make and what they intend doing for the people. What has to be done in accordance with all these pacts has not been done, and that had led to various problems. If what needed to be done had been done, we could forge ahead in peace and harmony," he said.
