The Liberation Tigers of Tamil Eelam (LTTE) announced on April 20 that it will not attend the Geneva peace talks scheduled to be held on April 24-25. The outfit’s political wing leader S. P. Tamilselvan told the media after his meeting with Norwegian peace envoy Jon Hanssen-Bauer at Kilinochchi, that the LTTE has informed the peace envoy that they cannot "attend the talks on the scheduled dates because of escalating violence in Tamil-majority areas." He also warned that claymore bombs would explode until the Government stops acts of violence. "If the government stops violence in the North and East there would be no need for claymores," said Tamilselvan. He added that they could think of fixing new dates only after meeting their regional ‘commanders’.

According to Daily News, the Sri Lanka Monitoring Mission (SLMM) said that they would remain in their present stations in all conflict affected districts including Kilinochchi, denying reports of alleged threats from the LTTE. Reports claimed that the LTTE has refused to provide security to remaining monitors, who come from Norway and Iceland, the two non-EU nations in the monitoring team. Tamilselvan, according to The Hindu. They reportedly discussed the opening of A-9 highway closed for several weeks following escalation of hostilities resulting in hardship to thousands of citizens. Tamilselvan emphasised the seriousness of the situation due to the closure of many other routes too and told the SLMM chief that people were being killed in large numbers and that displaced persons were facing untold hardships. He is also reported to have said that disappearances were taking place at an alarming rate and that Colombo was implementing an economic blockade denying people them basic food and medicine.

The Sri Lanka Monitoring Mission (SLMM) stated that Sri Lankan troops opened fire on a group of agriculture students at close range in Vavuniya district on November 18, killing five, after a deadly LTTE ambush on Government forces. The SLMM spokesperson Helen Olafsdottir told Reuters, "These soldiers fired indiscriminately at a group of students who had thrown themselves on the ground seeking safety after an LTTE (Tamil Tiger) Claymore mine blast nearby. Witnesses say that soldiers jumped over the fence, into the agricultural school premises, and opened fire. They shot from close range, five of the students were killed and at least 10 others were injured." Meanwhile, a Military spokesperson said ground troops told him the civilians were killed in crossfire after a LTTE blast which killed five soldiers and that Police were investigating. As reported earlier, an explosion targeting a military truck killed four soldiers and four students from a nearby agriculture institute in Vavuniya. Meanwhile, the LTTE rejected a Government request for a guarantee that a convoy of essential items to be sent to the northern Jaffna peninsula by road would be allowed to pass safely through the LTTE-held territory. “We reject the government plans to send a on-off aid convoy. Our demand is for the road to be permanently opened,” said LTTE spokesperson Daya Master. Rambukwella told Reuters that Nordic truce monitors and a U.N. envoy have misled Sri Lanka's main financial donors about cease-fire violations by the Military. He said, "The co-chairs would have been influenced by Allan Rock and the SLMM (Sri Lanka Monitoring Mission) and that is misleading… Obviously on the basis of national security, we have to react on certain issues. That can be ... systematic erosion or violation of the ceasefire. But this becomes inevitable unless the LTTE change their stance of terror." He was commenting on the co-chairs earlier statement in which they said, "The co-chairs view with alarm the rising level of violence in Sri Lanka that has led to significant loss of life and widespread human rights violations. The co-chairs condemn the continued and systematic ceasefire violations by government of Sri Lanka and LTTE.
