CMEV has received a report that North Central Chief Minister S.M. Ranjith and his supporters had assaulted opposition supporters in Senapura, Mihinthale. The assailants have carried wooden rods and guns. The victim, Wimalasiri A.H.M. has been admitted to the Senapura Hospital. No complaint has been lodged. The CMEV said three explosions have so far been reported on the day of polls. The first was in Point Pedro reported and a second incident involved an explosion from Beruwala targeting a house of a Muslim businessman. No injuries were reported. The third incident is from Vavuniya where a grenade exploded near the Polling Station at Nelukkulam Kalaimagal Maha Vidyalaya. No injuries were reported and the police are investigating. It has been reported in Jaffna that the members of the government ally, Eelam People's Democratic Party (EPDP) were intimidating Tamil National Alliance (TNA) party members.

The local election monitor, Center for Monitoring Election Violence (CMEV) has received a report that ruling United People's Freedom Party (UPFA) Deputy Minister Sarana Gunawardena and a group of supporters have hit two women in Attanagalle electorate of Gampaha District, reports Colombo Page on January 8. The women were assaulted by the Deputy Minster and his supporters at around 1.00 pm near the Yatiyana Junior School polling center. The Deputy Minster and his group of supporters have been roaming the area in 7 vehicles, the CMEV report says.

The winner of the 2015 Presidential Election Maithripala Sirisena was sworn in on January 9, as the 6th Executive President of Sri Lanka, reports Colombo Page. Sirisena took oaths as the new President before Supreme Court Justice K. Sripavan at the Independence Square in Colombo. In his address to the nation following the swearing-in, the new President said he has no intention to seek a second term and said Sri Lanka will have friendly relations with every country. Opposition leader Ranil Wickramasinghe took oaths as the Prime Minister of Sri Lanka before Executive President Maithripala Sirisena at the same venue. Wickramasinghe earlier in the day addressing a media briefing called upon all Sri Lankans to join hands to welcome their new leader, Sirisena. He said Sri Lankan public has given a clear mandate to maintain a new political culture and good governance in the country. He urged the people to celebrate the victory without resorting to any violence or political revenge. "No group or person can be allowed to take the law into their hands and sabotage the existing system," he said. Meanwhile, despite hospitals being alert to possible emergencies during the Presidential polls that lasted from 7 a.m. to 4 p.m. on January 8, no incidents were reported, reports The Island. Director of the National Hospital, Dr. Anil Jasinghe when contacted said that the hospital had not received any patients with injuries sustained during voting. The Hospital had functioned normally despite large number of its employees taking time off to cast their vote.

Economic Times adds that an estimated 68 per cent of the electorate exercised its franchise in the first phase of panchayat elections in Chhattisgarh. The Maoist-affected Bastar division witnessed a low 47 per cent polling while rest of the regions registered 75 per cent polling. The highest turnout of 87 per cent was recorded in Durg district followed by Balrampur 86 per cent, Dhamtari and Koriya 83 per cent, Gariyaband 82 per cent and Janjgir-Champa 80 per cent. The Naxal-affected Dantewada witnessed the lowest turnout of 28 per cent. Rajnandgaon registered 76 per cent voting, Raipur 63 per cent, Bilaspur and Bastar 71 and 66 per cent respectively.

The first phase of panchayat (local self government) polls will be held in Chhattisgarh on January 28 (today) amid tight security, reports The Economic Times. "The preparations have been made for the first phase of polling for posts of 145 zila panchayat members, 1,134 janpad panchayat members, 4,163 sarpanch and 36,745 panch," said secretary, state election commission, I R Dehari. "The polling parties are on the way to destination amid tight security," he said. The elections would decide the fate of 1,22,384 candidates. Of the total 55,53,149 registered voters, 27,99,756 are males and 27,53,393 females while there are 11,884 polling stations for the first phase, he said. While 3,916 polling stations have been identified as sensitive, 1,670 have been identified as hyper sensitive. Helicopters will be used to ferry polling staff to some hyper¬sensitive stations. The polling time in the insurgency¬hit Dantewada, Sukma and Bijapur and Jagdalpur, Lohandiguda, Bastanar and Darbha blocks of Bastar district, Antagarh, Kayalibeda, Bhanupratappur and Durgukondal blocks of Kanker district, will be from 6.45 AM to 2 PM because of Naxal threat, and from 7 AM to 3 PM elsewhere. The next phase is scheduled for February 2. Paper ballot will be used for the voting. Maoists have asked the villagers to either support their candidates or boycott the elections. According to Police, the Maoists recently held meetings in the interior areas of Sukma, Dantewada, Bijapur and Narayanpur Districts.

The election watchdog emphasizing the need to abolish the PTA, which is "one of the most draconian legislations" in Sri Lanka, said revoking the PTA is the first step to create a civilized country. CaFFE Executive Director, Rajith Keerthi Tennakoon said that the PTA does not tally with the aspirations of a civilized nation. Tennakoon added that the PTA was used not only against terrorist suspects but also to suppress a significant number of political activists, human rights activists, student, and trade union activists. He noted that one of the main reasons that Sri Lanka was plagued with allegations of human rights abuses was the cruel treatment of those detained under PTA laws. Those detained were held ignoring judicial procedures and in many occasions detainees were not given access to legal aid, he said. The PTA was also used by Security Forces (SFs), paramilitary groups and Police to circumvent civilian law.

The Election Commission (EC) will publish electoral rolls of Jammu and Kashmir (J&K) after summary revision lasting four months on January 11, 2016, reports Daily Excelsior on December 29. Number of the voters has recorded nearly 3 lakh increase this year to touch 74 lakh. Official sources said that entire exercise like addition, deletion and corrections of electorates after inviting objections and claims has almost been completed by the Election Department (ED) of J&K taking January 1, 2016 as cutoff date for inclusion of new voters, who turned 18 by the date. Electoral rolls of other States will also be published the same day. “The electorates of Jammu and Kashmir were likely to reach 74 lakh after final publication of electoral rolls following summary revision. The electoral rolls will be finally published on January 11, 2016,” the official sources said. According to sources, the ED will segregate electoral rolls of areas falling under civic bodies, both urban and rural, the elections for which were proposed to be held by the Government in March for Urban Local Bodies and May-June for Panchayats (village level local self government institutions). “The voter lists of Municipalities and Panchayats will also be prepared separately from the summary revision so that if the process for elections was started before April 1, there will be no need for fresh revision of electoral rolls for the Municipalities,” sources said. The Government has already announced that it would hold elections to Municipalities in March and Panchayats in May-June, 2016. “The electoral rolls for all 78 Municipalities including two Corporations (Jammu and Srinagar), six Councils (Kathua, Udhampur, Poonch, Anantnag, Baramulla and Sopore) and 70 Municipalities will be completely ready after publication of final electoral rolls on January 11,” sources said, adding that similar would be the position for all 4098 Panchayats in the State. J&K has 4098 Sarpanch (head of Panchayat) constituencies (Panchayats) and 29402 Panch (member of Village Panchayat) constituencies taking total number of Sarpanch and Panch segments to 33,500.
