the Maoists set ablaze three mobile communication towers in Baragada area of Ganjam District on the first day of the two-day bandh (shut down strike) called by the Maoists in the State from January 4, reports The Hindu. According to Sub-Divisional Police Officer (SDPO) Binay Kamila, the Maoists set ablaze two mobile communication towers at Goudagotha village and another at Barada village, located near Ganjam-Gajapati-Kandhamal border where Maoists are trying to increase their hold. The Maoists also pasted posters asking people to make the bandh a success and to protest anti-Maoist operations. The Maoists also threatened the company officials and staff of the Vedanta Alumina Refinery to immediately give up their jobs and leave the area, adds The Pioneer.

Several posters written in red, blue and green ink were pasted by the Communist Party of India-Maoist (CPI-Maoist) cadres at public places and Government offices in Dandai and Chinia areas of Garhwa District in the night of January 6 asking the villagers, Government officials and newly elected panchayat (village level local self-Government institution) representatives to change their modus operandi, reports The Times of India. A day before [January 5], the Maoists also posted similar posters on the walls of Ranka and Ramkanda block (administrative division) offices, Ranka market, passenger shed, pramukh office and Udaypur bazaar of Ramkanda block. The posters also warned the Tritiya Prastuti Committee (TPC) to stop its activities. However, Police removed all the posters. Garhwa Superintendent of Police Michael Raj S said, "We have information that Maoists have been active in some parts of the district in a bid to consolidate their support base." Police are aware of the recent activities of the Maoists.

As the filing of nominations for the panchayat (village level local self-Government institution) elections began on January 7, Communist Party of India-Maoist (CPI-Maoist) posters were found in Nuapada District where the Maoists claimed that they would participate in the polls, reports IBN Live. The posters, written both in Hindi and Odia, were found in Nuapada and Komna blocks (administrative division) on January 7. However, in both the areas, the posters carried different messages. Posters written in Odia - issued by CPI-Maoist Chhattisgarh-Odisha division - were found in gram panchayats of Komna block, Bhainsadani gram panchayat of Boden block and Nangelbeda and Ghatmal gram panchayats of Sinapali block asking aspirants to take their consent for contesting in the polls. The Maoists also stated that those daring to contest the polls without intimating the outfit, would face dire consequences. In the posters written in Hindi - issued by CPI-Maoist Mainpur division and found in Dharambandha and Bharuamunda gram panchayats of Nuapada block - the Maoists have asked people to stay alert for the polls. The Maoists stated that those willing to contest ‘should be poor, committed for the cause of the poor, be truthful and honest’.

A close aide of executed Jama'atul Mujahideen Bangladesh (JMB) leader Siddiqul Islam alias Bangla Bhai was arrested at Uttara area of Dhaka City on January 9, reports Daily Star. He has been identified as Emadadul Haque Uzzal (40). Police also seized from his possessions several publications of the banned organisation and some books giving instructions on how to make bomb and operate firearms like AK-47. Nisarul Arif, Deputy Commissioner of Uttara Division stated that, "The theme of many of the publications is motivating people to wage jihad and form suicide squads”. Further, it has been reported that leaders and activists of banned JMB are trying to reorganise giving priority to collecting funds from their wellwishers and building communication with grassroots activists. Quoting detained Abu Talha Mohammad Fahim alias Bashar, a son of detained JMB chief Saidur Rahman, officials of Rapid Action Battalion (RAB) said the reorganisation attempt was taken at the directives of JMB acting ‘chief’ Sohel Mahfuz who is reportedly in hiding.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres abducted three labourers of a private construction company after setting ablaze five earthmoving machines at two places in Sitamarhi District on January 10, reports The Telegraph. The Police said about 25 armed cadres raided the construction site of Rajendra Singh and Brothers Construction (Private) Ltd Company at Maniari on Sitamarhi-Riga Road around 10.30pm [local time] and held the labourers captive. The Maoists also fired in the air and hurled bombs to terrorise the residents, who could not muster courage to challenge them. The Maoists later escaped from the area abducting three labourers. They also left pamphlets demanding money from the owner of the company. The abducted labourers were identified as Ram Lal Mahto, a resident of Purnahiya in Sheohar District, Harendra Singh of Musahari in Muzaffarpur District and Shishupal Yadav of Runnisaidpur in Sitamarhi District.

The Hindu reports that while the training programme for first time MLAs and MLCs in Visakha Agency was coming to an end on January 11, cadres of the Communist Party of India-Maoist (CPI-Maoist) pasted posters at Chowdupalli in Chintapalli mandal (administrative unit) of Visakhapatnam District in the early hours of January 11 demanding the people's representatives to pass a resolution against mining of bauxite in the Agency. The posters appeared as the officials and the Police were preparing to receive Chief Minister N. Kiran Kumar Reddy at G.K. Veedhi mandal to call on Tribal Welfare Minister P. with just a few weeks to go before panchayat (village level local self-government institution) elections, Maoists have started campaigning against the polls in Koraput District, reports The Times of India. The Maoists have put up posters and banners in various parts of the District, urging voters not to participate in the poll process. A number of such posters were spotted at Dandabadi and Ramagiri areas under Boipariguda Police limits and at several areas under Narayanpatna Police limits on January 16. Maoist fear in Narayanpatna is evident given that single candidates have filed nominations in six out of nine panchayats in the block for the post of sarpanch (head of panchayat). Similarly, seven out of nine posts of samiti (block level local self-government institution) members are uncontested in the block. Sources said people preferred not to file nominations in the Maoist-dominated panchayats in Narayanpatna. "It is quite possible that the rebels might have selected the candidates where single nominations have been filed and no other candidate dares to contest the election against the candidate chosen by the Maoists," said a block level official, engaged in the election process at Narayanpatna.

On information, the team of Rab-8 raided the house of one Al Amin at Rupatali in the city and arrested him along with two other cadres – Sumon Mollik and Khushi Akter. They were holding a meeting at the house, Rab sources said. Later, the same team arrested Rob Mistri, Shafiqul Islam, Zahirul Islam Tuku and Hanif Hawlader when they were distributing leaflets of their organisation at Chowdhuryhat Bazar in Uzirpur. The Odisha Police killed a senior Communist Party of India-Maoist (CPI-Maoist) leader, identified as Subash alias Satish (45), from Chhattisgarh, wanted in several cases in an encounter in Mukhiguda-Majhiguda forest under Chandrapur Police limits in Rayagada District on January 21, reports Indian Express. Satish was the second in command of the Bansadhara Committee of the CPI-Maoist, headed by Nikhil. Girish, a resident of Giridih in Jharkhand, was involved in more than two dozens of cases of Maoist violence, the Bargarh Police said Girish was wanted by both Odisha and Jharkhand Police after his successful jail break attempt in 2011. The Jharkhand Police had announced a cash reward of INR 400, 000 on his head. “The District Police got a reliable input regarding movement of Girish Mahato along with his associates in Canal Road area under Attabira Police Station. A special District Police team raided the place and could be able to arrest the Maoist and his associate Shankar,” said Kabita Jalan, Superintendent of Police, addressing a press conference at Bargarh. Jalan said the Police recovered a small fire arm with 12 live cartridges, compass, maps of Odisha and Bargarh, hand sketches of the District armoury of Bargarh and Bargarh Police Station, cash worth INR 2, 290 and literature and leaflets containing anti-government writing from their possession. Girish was earlier arrested on November 14, 2007 at Bariatu under Ranchi Police Station of Jharkhand. However, he escaped from Chaibasa Divisional Jail on January 18, 2011 along with comrades Motilal Soren alias Sandeep and Raghunath Hembrom alias Nirbhay, and went underground in Saranda forest for a few months. Subsequently, he took over Maoist organisations in Sambalpur, Bargarh, Deogarh, and Sundargarh District. The Police said Girish along with Sabyasachi Panda, Brijlal Anchley alias Azad, Satrughan Biswal alias Mangu and Sekhar had strengthened the Maoist organisations in the State during the past two decades. The recoveries include 12 Chinese grenades and 36 Improvised Explosive Devices (IED), 100 kilograms of gun powder kept in two bags, a couple of country-made pistols and equal number of rifles. Around 1,400-metre wire, a detonating cord generally used in mining, electric wire and detonators were also recovered during the operation. Confirming the recovery, IG Mallik said the SFs had been combing in the area for the past few days to ensure the release of Suresh Ram, the abducted bodyguard of Garhwa District Council chairperson Sushma Mehta. The Maoists had abducted Mehta along with Ram and her two associates on January 21. Three days later Mehta and her two associates were released. "The amount of ready-to-eat-food and food grain seized from the training camp and bunkers show that at least 50 rebels used to stay there," said a source.

The Border Security Force (BSF) patrol parties seized 23 kilograms heroin, valued around INR 1150 million, near the India-Pakistan border in Amritsar and Ferozepur on February 4, reports The Times of India. While 10 kilograms heroin, worth around INR 500 million in international market, was found near the Ghoga border outpost in Amritsar sector, 13 kilograms contraband was found in Ferozepur sector. The BSF also seized a pistol and a magazine in area falling under Ferozepur sector. The BSF Deputy Inspector General Sanjeev Bhanot said a patrol team spotted some suspicious movement near the border outpost and found a catch of 10 kilograms heroin packets left behind by Pakistani smugglers. Investigations revealed that narcotics smugglers had put a 12 feet long pipe, of five inch diameter, across the border fence to drop packets of heroin on the Indian side. They fled when spotted by the border force.

The Police recovered 3600 cartridges, 1,000 ml of Trio nitrate methane explosive, one packet of sodium bicarbonate, five packets of naphthalene, two rocket-propelled grenades (RPG), one rocket launcher, three magazines and 20 litres of other chemicals. The Police also recovered INR 334,000, 17 cell phones, a Bolero jeep and 100 gloves, besides Maoist literature from the incident site. Rakesh belongs to Jehanabad District while Toofan hails from Palamu in Jharkhand. Director General of Police Abhayanand said the two Maoists revealed during interrogation that one of their colleagues, Arjun alias Munna alias Manni, had gone to Latehar in Jharkhand with a huge cache of arms. Police have seized a Maoist poster, two photo identity cards of his with different father's names, a VHF set, charger, mobile set, several other papers and a new motorcycle from him. Sabara was working as a teacher in Barada, near his village, since the past seven years, the Police said. He was working as an over-ground worker and transporter for the Maoists in Ganjam, Gajapati and Kandhamal Districts and was a courier to top Maoist leader Sabyasachi, the Police said. Sabara was working for Maoists, including supplying grocery items and medicines to them, for the past three years, the Police added. "There is a sizeable incriminating evidence linking him to Maoist activities in the area. We are planning to interrogate him further," said Gajapati Superintendent of Police Sarthak Sarangi. "We came to know during preliminary interrogation that Jhikania is not his real name. He was working as a teacher in the name of a person who had died in 1994," the Police said. Ghodai, a resident of Nandigram in West Midnapore District of West Bengal, was arrested around 4am at Gian village, 70 kilometres from Jamshedpur. He was on his way to Dalbhumgarh, with an aide. Sub-Divisional Police Officer (SDPO) Naresh Prasad said they were tipped off that two Maoists were planning to cross the Subernarekha at Golaghat from Ghurabandha. The Police were able to arrest Ghodai while, the other managed to flee. The Police seized a loaded pistol and an empty cartridge from Ghodai’s possession. Prasad said Ghodai divulged that he belonged to the 15-member squad led by Maoist ‘zonal commander’ Kanhu Munda, which is active in Ghurabandha. “Ghodai revealed that the two were headed for Dalbhumgarh to carry out a poster campaign and a recce for planting explosives,” said Prasad. An AK-47 rifle, some rounds of ammunition and some Maoist literature were recovered from him. He was produced in a District court and remanded in Police custody for seven days. Senior Police officers said the arrest of Bikram, a State Committee member and secretary of the Bihar Jharkhand Odisha Border Regional Committee of the CPI-Maoist, was the biggest achievement of the joint security forces after the elimination of Polit Bureau member Koteswara Rao alias Kishanji in a November 2011 encounter in West Midnapore District. Inspector-General of Police (Western Range) Gangeshwar Singh told The Hindu on the phone that he was an important organiser, with his activities spreading beyond West Bengal. “His arrest is a major setback to the CPI (Maoist) as he was one of the most important leaders in charge of operations here, after Kishenji’s death. The posters, bearing anti-Central Reserve Police Force (CRPF) messages in red ink, were pasted on the boundary walls of school buildings and at marketplaces as well as in Chaulibasa and Ghagri villages in the interiors of Chowka, known to be an industrial hub and also a Maoist stronghold. The posters condemned the CRPF and bore names of those who had been killed by the Police or Paramilitary Forces. "People should ensure that girls observe purdah in public places. If we spot any woman without purdah we will sprinkle acid on her face," handwritten posters of the outfits warned. The posters, appearing at many mosques in Shopian District a few days ago, threatened, "If we spot any girl using mobile phone, she will be shot dead." Warning sarpanches (head of panchayat, village level local self Government institution) and panches (members of panchayat) in South Kashmir to relinquish their posts or face dire consequences, the posters asked them to announce their resignation during Friday prayers. Official sources said many grassroot-level representatives have announced their resignation during the Friday prayers but have not put in their papers before the authorities concerned. The Times of India adds that the poster of al Qaida Mujahedeen has criticized the panchayati raj institution as "un-Islamic" and has set an ultimatum for all sarpanches and panchayat members to resign within a week. The hand written pamphlets, bearing the outfit's stamp, appeared in Shopian's villages of Tehlipora, Krenz, Turkiwangam, Mool Chitragam. Acting on a tip off, the SFs, raided the village and detained the 29 persons attending a closed-door meeting convened under the banner of Left Wing outfits like Janwadi Kisan Sangh and Janwadi Vikas Mazdoor Sangh to discuss problems of the local people, Additional Superintendent of Police (ASP) Sanjay Kumar Singh said. Naxal [Left Wing Extremism (LWE)] literature, mobile phones and several vehicles were seized from the spot, Singh said. Police sources said the arrested youths — Aqib Rashid Paul, 20, and Adil Rashid Koka, 21, both residents Shopian District — were over ground workers of a little known militant outfit Lashkar-e-al Qaida on whose behest they were pasting the posters during wee hours. “Police had been following their movements for some time and finally managed to nab them on Friday [August 31],” they said. The pamphlets, warning the sarpanchs (head of Panchayats) and the panchs (members of Panchayats) of dire consequences in case they did not tender their resignations within a week had appeared in several villages of Shopian District in August. The handwritten posters, bearing a stamp of the little known al-Qaeda Mujahedeen, militant outfit had ordered the panchayat members to resign within a week and apologize publicly in mosques, during the Friday congregational prayers or else face dire consequences. The posters had also issued a diktat to women asking them to strictly adhere to the purdah (veil) and not to use mobile phones in public.

A suspected cadre of the Communist Party of India-Maoist (CPI-Maoist) was killed in an encounter in the forests around Kulkunda, near Kukke Subramanya, in Dakshina Kannada District on September 5, reports The Hindu. According to Anti-Naxal Force (ANF) officials, around 2 a.m., personnel patrolling in the forests spotted a group of alleged Maoists and opened fire. One died on the spot, while the others fled. ANF Inspector-General of Police Alok Kumar said the Maoists returned fire. The ANF did not report any injuries. “We are still uncertain about the identity of the Maoist killed. Operations have been intensified to find the others still in the forests,” said Kumar. After the brief encounter, the ANF intensified combing operations and unearthed a camp. Though only a country-made rifle was found at the camp — and a weapon seized from the slain person — the forces also found pamphlets about Maoist ideology in Tamil and Kannada. Sources said the man killed was aged around 35, and was probably from Kerala or Tamil Nadu.

A cache of ammunition including a rifle bearing the Indian Ordnance Factory mark was recovered, the Police said. "The district police team was conducting an anti-Naxal [Left Wing Extremism (LWE)] operation near a hill early morning when it came under fire from ultras. After an exchange of fire for 35 to 40 minutes, the Naxals fled to Andhra Pradesh through Pranhita River," Superintendent of Police (SP) Mohammed Suvez Haque told reporters. Haque said Police found a rifle bearing the Indian Ordinance Factory mark along with a magazine and ten live rounds. "We recovered twenty SLR rounds, ten detonators, 20 pistols, utensils and Naxal literature in Telugu language from the spot," he said, adding at least 20 Maoists belonging to 'North Telangana Dalam' of Andhra Pradesh might have been involved in the encounter.

The proscribed militant outfit Lashkar-e-Islam (LI) on November 26 asked residents of Bara tehsil of Khyber Agency in Federally Administered Tribal Areas (FATA) to dissociate themselves from pro-Government peace committees and threatened attacks against those ignoring the warning, reports Dawn. The LI men distributed threatening leaflets among people and pasted posters in the area over the past two days. Most of the areas where the pamphlets were distributed are under curfew for quite some time. The pamphlets have been distributed at a time when the local administration has announced reinstatement of 600 Khasadars who had resigned after they received similar warnings a week after the start of a military operation in the area in September 2009. In some places, the posters were hanged in trees, apparently to attract maximum attention. The pamphlets warned people of dire consequences if they were found ‘guilty’ of supporting, patronising and helping pro-Government Lashkars or peace committees. “All the so-called peace activists are on our target list and they will be attacked in due course of time,” the pamphlet warned, saying people of Bara should voluntarily sever contacts with peace committees.

Security Forces (SFs) have seized fresh pictures of Prashant Bose alias Kishenda — the No. 2 in the Communist Party of India-Maoist (CPI-Maoist) hierarchy — during a raid in Chhattisgarh recently, reports The Indian Express on November 29. Officials engaged in anti-Maoist operations believe the pictures, found in a CD, will help hunt down Bose, who carries a reward of INR 700,000 on his head announced by the Chhattisgarh and West Bengal Governments. The Central Reserve Police Force (CRPF) seized the pictures of Bose along with Maoist literature during a raid at a Maoist camp. The forces also recovered a CD containing videos of the 2010 Dantewada massacre in which 75 CRPF personnel were killed. The Maoists had captured the entire operation on camera and a person was designated to record it, said officials.

Nagesh, a resident of Usari village in the District, was involved in the ambush that killed Afzal Khan, a Police Head Constable at Malnar village in the District on November 18. During interrogation, Nagesh revealed that he had been working in the Maoist Sangham group before 2010. After joining Maoist group he worked as an active member of Mardapal Dalam (armed squad). According to the Gadchiroli Police, the Maoists opened fire on a Police team that was carrying out a combing operation in the forest along the Maharashtra-Chhattisgarh border and when the Police returned the fire the woman cadre was killed. However, the Maoists managed to take away the dead body of their aide, the Police claimed.
