Telegraph reports that Communist Party of India-Maoist (CPI-Maoist) cadres shot dead Ramprasad Mondal, a local committee member of the ruling Communist Party of India-Marxist (CPI-M) and a primary teacher, in Madhabpur village under Chapra police station of Nadia district, on January 2. "The murder is the handiwork of Maoists. Police movement is difficult in the area because of poor road links. The Maoists are taking advantage of that to strengthen their base in Chapra," Nadia district Superintendent of Police, H.K. Kusumakar, said. Around 50 printed leaflets found at the incident site warned villagers against testifying in cases pending against the Maoists. Some posters also warned the villagers against co-operating with the police.

The Chandrapur district police arrested two Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Manoj Maroti Sonule and Vinayak Sonule, from Ramnagar on January 6, reports Hitavada. Police said that both are suspected to be members of the ‘Chandrapur Area Committee’ of the outfit. A hi-tech Chinese carbine gun, ammunition magazines and 135 live cartridges (9-mm) along with a large quantity of Maoist literature were recovered from the arrested Maoists. The Superintendent of Police, Cherring Dorje, informed that the literature includes Maoists posters and handbills, CDs, dairies having details of correspondence between Vishnu Shriniwasan and Warnan Gonsalves, two hardcore Maoists who were brought to Chandrapur recently from Mumbai for investigation into the offence registered there, and full report of ninth congress of the CPI-Maoist.

The Golaghat police arrested three suspected Inter-Services Intelligence (ISI) agents with American currency in their possession on January 6. According to police, the three persons, identified as Mohammed Ahmed Hussain, Ijal Haque and Abdul Khalek, were arrested while they were trying to exchange a bank draft of American dollar with a person in Golaghat. The three suspected ISI agents were trying to exchange the one million American dollar token which amounts to 4.5 crores in rupees. Police also recovered some documents relating to some Bangladeshi Jihadi groups from their possession.

The Hindu reports that the Devarakonda police unearthed a dump reportedly planted by the Communist Party of India-Maoist (CPI-Maoist) near a remote Kambalapally village in the Nalgonda district on January 9 and recovered two plastic drums. “There are about 50 books in one of the drums,” said the Deputy Superintendent of Police M. Srinivas. Apart from 125 electric detonators, a grenade launcher, about twenty four .22 bullets, a plastic cover, eight pairs of shoes, revolutionary literature was also recovered in the dump.

On January 9, Police arrested a Jama'atul Mujahideen Bangladesh (JMB) militant while photocopying a leaflet at Sardarpara in Jamalpur town, reports Daily Star. The militant, identified as Moazzem Hossain Mollah of Ghatbila village in Mollarhat sub-district in the Bagerhat district was subsequently produced before a court in Jamalpur which placed him on a 10-day remand on January 10. Police sources said that the leaflet contained 'motivational speeches' of executed JMB leaders Shaikh Abdur Rahman, Ataur Rahman Sunny and Abdul Awal. Following Moazzem's preliminary confession, police raided his rented house at Adipaita village in Melandaha sub-district in the district on the same night and recovered some more leaflets.

The police investigation team also found two unexploded bombs, one behind the RNR office and another behind the gup’s office, in the same compound. No casualties were reported. According to the press release, the RNR office was used as a polling booth during the National Council election held on December 31, 2007. The returning officer and the national officer for the upcoming National Assembly election on March 24 were residing in the gup’s office. An unnamed police spokesperson said that they have recovered leaflets of the Communist Party of Bhutan based in Nepal from the scene threatening to stop the National Assembly election in March.

The Jammu Police on June 4 arrested three militants of newly formed outfit ‘Panj Pardhani Group’ along with a large quantity of arms and ammunition from Dumi Malpur in the Kanachak area along Jammu-Akhnoor road and foiled their plot to kill two religious preachers of Punjab—Baba Gurmeet Ram Rahim Singh and Pyara Singh Baniyarawala, Daily Excelsior reported. Arms and ammunition recovered from their possession include one AK-56 rifle with two magazines and 150 rounds, five Chinese pistols with five magazines and 93 rounds. A large quantity of literature, written in Punjabi, including photographs of slain militant leader Jarnail Singh Bhindranwala, mobile telephones, diaries carrying telephone numbers of their contacts in different States and some other documents were also recovered from a car in which the three militants were travelling. They were identified as Malkeet Singh, Surjeet Singh and Harbans Singh. All three militants, who hailed from the Barnala district of Punjab, had collected a consignment of arms and ammunition from an unidentified smuggler at Akhnoor, who had received the consignment from across the border. The consignment of arms was reported to have been sent from Pakistan by Ranjeet Singh Neeta. Further, a ring leader of the Panj Pardhani Group, based in Barnala, has been identified by police on the basis of preliminary questioning of three militants.

The Senior Superintendent of Police, Raghubir Singh, said the militants intruded into the house of Ghulam Hassan Wani, the surrendered militant, in Bari Marmat village, and opened indiscriminate firing on the inmates killing three persons on the spot and injuring two others. Among the dead were Ghulam Hassan Wani, his wife Azeema Begum, 13-year old daughter Ashiva Bano and nephew Tauseef. Wani surrendered in 2002 and was acting as an informer to the security forces. The militants pasted a poster outside the deceased’s house asking the locals not to bury the bodies of the dead and warned of dire consequences if anybody did. However, under police cover, the bodies were later buried by the locals.

Two militants were killed during an encounter with the Rapid Action Battalion (RAB) personnel at Mirzapur village under Atrai sub-district of Naogaon district on August 1, reports Daily Star. The slain militants were identified as Naser Ali of Atgram village and Saiful Islam Palowan alias Kajol of Jamgram village. Acting on a tip-off, RAB personnel raided a bush at Mirzapur where Naser, Kajol and some of their associates were holding a secret meeting at around 3:30 am (BST). In the ensuing encounter, Naser and Kajol sustained injuries while their accomplices managed to escape. The duo died later. While one RAB trooper was wounded, the RAB personnel recovered two revolvers, one pipe gun, 12 bullets, a sword, a 25-inch dagger, books, leaflets and other documents of the banned PBCP from the incident site. RAB and police sources said Naser was accused in five murder cases including that of the Manda Bangladesh Nationalist Party leader Mansur Ali Mridha while Saiful in many cases including three for murder.

Around 3000 leaflets were recovered from them. The detained were identified as Solaiman Kabir, Syed Ahmed Kabir, Abu Bakar Siddique, Nazmul Haque Rana, Abul Bashar, Khaled Saifullah Mamun, Habibur Rahman and Abu Hanif. The arrested were identified as Yusuf Ali, Ansar Ali, Mohammad Ali, Abdul Karim, Aiyub Ali Prodhan, Mobarak Ali and Saiful Islam. The Maoists, numbering nearly 12, also looted five self-loading rifles of the policemen. Five of the slain policemen belonged to the Special Auxiliary Police, a special force comprising ex-Army personnel created by the Bihar Government to combat the left-wing extremists. The other policeman was identified as S N Singh, an Assistant Sub-Inspector. Magadh range Deputy Inspector General of Police Praveen Bashist said the extremists had positioned themselves at strategic points near the bank and opened fire on the policemen the moment they got down from the jeep, giving them little time to react. The CPI-Maoist, in order to resurrect their image as social reformers, has started anti-liquor campaign at Chandil in Seraikela-Kharsawan district and Tamar-Bundu region of Ranchi. Anti-liquor consumption posters have been pasted by the cadres of the outfit with the tag of CPI-Maoist on them. Ranchi Deputy Inspector-General (DIG) Narendra Prasad Singh confirmed the poster campaign was started by the Maoists in Bundu, Tamar and Chandil. The posters asked Congress party leader Raghunath Patro to restore the adivasi (tribal) lands he is alleged to have possessed and return INR 700,000 he is said to have amassed during elections. The Maoists threatened to punish him with death unless he complies with directives. Some posters also asked the newly-elected Notified Area Council (NAC) chairman Ladi Someswar Rao to resign from his post and return lands to adivasis. The bodies of the three villagers, with their throats slit, were later found from Charka Patthal Bazar, some 300-metres from Kharik Maheshwari on November 16-morning. The RAB personnel also recovered 40 kilograms of nitric acid, 150 cases of improvised grenades, a large quantity of bomb-making materials and equipment, and over 2,000 books on jihad (holy war) from two houses in Mirpur and Shanir Akhra in the capital. Syed Kamal Shah, the caretaker of Hussainia mosque, his wife and seven other people sustained injuries in the first blast which occurred in the second-storey washroom of his residence. According to Hashtnagri police, three to five kilograms of dynamite was used for the explosion, which damaged a room and some other parts of the house. The other blast took place in the Pando area injuring one person. Mohammad Ashraf complained to police that two persons had called him out of his house just before the explosion. Naveed also said that after completion of the operation, the legal status of the 25 disputed villages in Michini would be changed and these would be considered as settled area where law-enforcement agencies would set up checkpoints to maintain law and order. He announced that there would be a special quota for people of the village in police recruitment. Colonel Shahid said that arms and ammunition seized from the Taliban included artillery and mortar shells, anti-tank rockets, 82m mortars, a variety of watches used in time-bombs, audio cassettes and literature, guide books for preparing explosives, suicide jackets, machines for preparing explosives and 20 cans of acid used in explosives.

Local people claimed that suspected militants belonging to the Tehrik-e-Taliban Pakistan (TTP) of Baitullah Mehsud were traveling in a vehicle when it hit a roadside landmine at Tiarza, around 25 kilometers north of Wana. Locals suspect that relations between the groups of Baitullah Mehsud and deceased militant commander Abdullah Mehsud soured during last couple of days, resulting in this incident. Earlier, a pamphlet carrying a message purportedly written by Qari Zainuddin Mehsud, the chief of Abdullah Mehsud’s Group, were distributed in Wana. In the said pamphlets, certain charges were leveled against Baitullah Mehsud accusing him of the killing other militant commanders and tribal elders. Police found threatening pamphlets published by the Jamaatul Tohid Wal Jihad Balochistan from a place where a bomb exploded on December 3-evening. The bomb had been planted near an under-construction building in the city centre near the police headquarters. However, no casualty was reported in the blast. Sources said that when policemen arrived at the scene, they found some pamphlets threatening women and shopkeepers selling CDs and DVDs and displaying women’s photographs. “We will punish women who go out… without properly concealing their faces,” the pamphlet said. The pamphlet urged CD dealers to abandon their business and remove women’s pictures from their outlets. “All shopkeepers must remove women’s pictures from their shops and markets immediately. Otherwise they would be our target,” the pamphlet said. It also warned book stall owners to stop selling magazines and newspapers carrying women’s photographs. The pamphlet also warned the pro-government Ulema (religious scholars) to stop “propaganda” against jihad.
