Reports said that over 50 vehicles were damaged in stone pelting by Geelani followers at different places. The shutdown call was given Geelani seeking Jammu and Kashmir’s protest against the rival faction chief Mirwaiz Umar Farooq’s visit to Pakistan as also his efforts to enter a dialogue process, separately with India and Pakistan, over the Kashmir issue. On March 18, the Communist Party of India-Maoist (CPI-Maoist) called for a strike across four eastern Indian states of Orissa, Bihar, Jharkhand and West Bengal on March 20, to protest against the killing of 14 villagers by the police in Nandigram village of West Bengal, reports AFP. In a statement the outfit said, “The people must come to terms with the fact that governments in these states are agents of imperialist forces, and should rise to fight their anti-people agenda.” In Nandigram village on March 14, police had shot dead 14 protesters who were trying to prevent the compulsory purchase of land to build an industrial park.

On April 10, two encounters between cadres of the Communist Party of India-Maoist (CPI-Maoist) took place in the Gadchiroli district, reports Daily News & Analysis. In another incident in an unspecified place, Maoists tried to burn records inside a Panchayat (village level self-government body) office. No casualties, however, were reported in any of these incidents. The CPI-Maoist had called for a general strike on the day across the Gadchiroli, Gondia and Chandrapur districts to protest against the death of their cadres, killed in police encounters in the State in 2006.

Times of India reports that on April 21 (today), nearly 200 Communist Party of India-Maoist (CPI-Maoist) cadres seized the Narganjo railway station in the Jamui district for several hours after abducting the cabin master and porters to enforce a bandh (strike) called by them. The incident led to suspension of train services on the Howrah-Patna section of the Eastern Railway. Maoists claimed to have planted landmines on the tracks. Contingents of security force personnel were rushed to the spot following which the Maoists retreated without causing any damage to the station or personnel. The cabin master and porters were also set free subsequently.

Intelligence agencies suspect that Maoists, numbering more than 20,000, could target industries and the railways to disrupt the mining activity in Orissa, Chhattisgarh, Bihar and Jharkhand. The blockade was reportedly planned to oppose the formation of Special Economic Zones and the policies of Central and State governments, "which are playing into the hands of multi-national companies," said a Maoist statement issued in Orissa on June 20. However, the Central Committee of the party has not issued a statement announcing the blockade; the statements were issued by the State committees only. "We have noticed many posters announcing the blockade on the borders of Jharkhand with Orissa and West Bengal. We suspect that the naxals (left-wing extremists) could indulge in violence because they have been getting hit in Jharkhand and Bihar," Gauri Shankar Rath, Additional Director-General of Police, Jharkhand, told The Hindu.

Times of India reports that the two-day strike has been called by the Central Committee and the Special Area Committees of West Bengal and Bihar-Jharkhand of the CPI-Maoist. "The red flag bearing government of West Bengal has come out openly in support of the capitalists. It has started uprooting farmers and their families from the land to make room for industrialists," said a statement issued by the Bihar-Jharkhand special area committee secretary, Rakesh, and West Bengal state committee secretary, Somen. On November 19, CPI-Maoist cadres blew up an office of the Jharkhand Agriculture Marketing Board in the Hussainabad block of Palamau district while enforcing a 48-hour shutdown to protest the violence in West Bengal's Nandigram region, according to IANS. After bombing the building in Hussainabad, Maoists left pamphlets claiming responsibility for the blast, said a police official. Meanwhile, the shutdown evoked a mixed response in the State. While there was no impact on life in the urban areas, rural areas were affected. Long distance buses did not ply and although no train was cancelled, railway stations wore a deserted look. Mining activities were also affected. 'No untoward incidents, except the blowing up of a marketing board building, have been reported in the state. This time Maoists have not damaged railway properties,' said Gauri Shankar Rath, Additional Director General of Police.

According to sources, the Maoists are planning attacks during the week to make their presence felt in the three north coastal districts of Visakhapatnam, Vizianagaram, Srikakulam and East and West Godavari districts. They Maoists announced that they would target government properties and warned the tribals against helping the police and acting as informers.
