According to a media report, the Sanmilita Janagosthiya Sangram Samiti (SJSS), a platform of approximately 18 non-Bodo organizations, has threatened to execute a 100-hour bandh (shut down) and disrupt normal life in lower Assam districts opposing creation of the Bodoland Territorial Council (BTC). A tripartite meeting of the Bodo Liberation Tigers (BLT), Assam and Union governments today on February 10, in New Delhi, is likely to approve creation of the Council. The deputy chief convenor of the SJSS, Brojen Mahanta, reportedly said that the step is against the wishes of 80 per cent of the non-Bodos living in the proposed Territorial Council areas. He also warned that the government would be responsible for any kind of 'situation' that may arise after creation of the BTC is accepted.

Left-wing extremists—Naxalites—of the People’s War Group (PWG) killed a former Naxalite at Akkannagudem village, Mulug mandal (administrative unit), Waragal district, on March 20. Media reports said a group of 10 Naxalites of the Lathakka dalam (squad) of the PWG went to the house of their former comrade, Allam Ramesh, and killed him after asking him to come out of the house. Enraged at the killing, irate villagers staged a road blockade at Mulug mandal headquarters. They also raised slogans against the PWG. Speaking to media persons, the Mulug Deputy Superintendent of Police (DSP) said tribals would rise in revolt against the Naxalites who were killing innocent people by branding them police informers.

Railway sources in Danapur said approximately 30 armed-Naxalites came to the station and asked the station master and other staff on duty to leave the building. They then blasted the building using dynamite. The blast was so intense that it brought down the entire station building and formed a crater of about two meters in diameter on adjacent railway tracks. The bandh was called to protest against alleged police atrocities. While most of the bus operators had cancelled long route services, MCC cadres set ablaze a truck near Bundu in Ranchi on the National Highway (NH) 33. In Hazaribagh district, armed MCC Naxalites raided the Baralanga railway station located between Barkakana and Ramgarh section of South Eastern Railways and snapped the power connection. The Naxalites also attacked the Rai railway station near Khelari in Ranchi and locked the office of the station manager, bringing the traffic of coal rakes to a halt throughout the night. The loading and transportation of coal from the mines of Central Coalfields Ltd (CCL) to the railway sidings in Khelari, Piparwar and Kujju was also disrupted during the shutdown.

In another incident, Naxalites set fire to the engine of a goods train at Bendi, Latehar district. In Bokaro, a group of MCC Naxalites raided Dhania railway station and assaulted the station master and forced him out of his chamber before locking it up. They also laid out blocks on the rail track. The Naxalites also made abortive attacks on Barlanga and Rai railway stations in Ranchi district. Official sources said most of the trains were running late due to these incidents. According to a press release issued by the secretary of the regional zonal committee of the MCC, Sonu, the outfit has withdrawn the bandh as it had recently enforced a "successful" bandh in protest of separate judgments delivered by Hazaribagh and Garhwa courts. The courts had earlier sentenced seven Naxalites of the MCC to death.

The 24-hour bandh (general shutdown) called jointly by left-wing extremists—Naxalites—of the People’s War Group (PWG) and the Maoist Communist Centre (MCC) in Jharkhand, Bihar and West Bengal affected movement of vehicles on highways and trains in Jharkhand and Bihar, on August 25. The bandh was called to protest the lynching of nine Naxalites of the PWG in Longo village in East Singhbhum district of Jharkhand on August 8. The Naxalites damaged the railway communication network at Gurpa in Gaya district in Bihar delaying several trains, including the Rajdhani Express. A goods train engine was set ablaze near Mangrahat on the Garhwa-Barkakana section under Dhanbad division halting train services in Jharkhand. Services in the Patna-Gaya line and the Danapur division were also affected through disruptive methods. Elsewhere, vehicular traffic on the national and State highways remained paralysed. According to media reports, private and Government schools remained closed in several parts of Bihar and Jharkhand. Loading and ferrying of coal from the mines was also affected.

Police reportedly detained approximately 200 activists of secessionist groups from different area in the Capital city. Among those who called for a shutdown were the estranged leader of secessionist All Parties Hurriyat Conference (APHC) and senior Jamaat-e-Islami functionary Syed Ali Shah Geelani, the Hizb-ul-Mujahideen (HM), the terrorist conglomerate United Jehad Council (UJC) and the Hurriyat. However, reports have indicated that the call evoked a partial response. While there was a near-total shutdown in the Civil Lines area of Srinagar, a number of shops were open in other parts of the capital city as also at five rural district headquarters and major townships in the Valley. Reports of a partial shutdown were received from Baramulla, Kupwara, Budgam, Pulwama and Anantnag where most of the shops remained closed but private educational institutions functioned normally.

The PCJSS has demanded a complete implementation of the peace accord signed in 1997 and resignation of Abdul Wadud Bhuiyan, a parliamentarian from the ruling Bangladesh Nationalist Party, from the post of chairman of Chittagong Hill Tracts Development Board (CHTDB). PCJSS chief Jyotirindra Bodhipriya Larma alias Shantu Larma has also threatened to intensify the agitation if the security camps were not withdrawn from the hills before December 31. The Himalayan Times has reported that educational institutions in Gaighat, Katari, Beltar and Basaha were closed due to low attendance. Schools at Janakpurdham in the Dhanusha district were also shut down. General-secretary of Private and Boarding Schools Organisation Nepal (PABSON), Rajkumar Thakuri confirmed that all educational institutions were closed in the eastern region affecting approximately three lakh students. The strike call was issued by the ANNISU-R on December 3. Their 27-point demands include among others, the release of central committee leaders who were arrested after the cease-fire collapsed on August 27, 2003.
