According to the Human Rights Commission of Pakistan’s (HRCP) Annual Report for 2014, around 592 people were killed in alleged encounters with the Police and Rangers, reported The Express Tribune on January 7 (today). In 2013, which the HRCP termed to be Karachi’s deadliest year with 3,251 deaths, around 184 were killed in encounters. The breakdown shows that nearly 457 people were shot dead in alleged encounters with the Police while roughly 135 were shot dead by the Rangers and two others died as a result of torture by law enforcerThe report claims that around 2,914 people, including children, were killed in 2014 which is almost 300 less than the year before. HRCP’s chairperson Zohra Yusuf claimed that deaths in these Police encounters were a human rights violation. She said that anyone killed extra judicially, be it the Taliban, was illegal. Yusuf said that in most of these encounters, the Police were not harmed while they claimed that they had to open fire in response to the criminals firing at them. She added that the Policemen who died last year were killed in grenade or targeted attacks, not encounters. “The Police do not trust the judicial system,” she said, adding, “They believe that courts will let the prisoner off and so they indulge in ‘police encounters’, however, this is no way to justify them.”The report further stated, In 2014, there was also an increase in sectarian attacks. The death toll went up to 120 as compared to 108 in 2013. The number of dead bodies found in 2014 was also slightly higher than the year before with 340.

The Express Tribune reported on January 7 that Over 8,000 seminaries have neither been registered with the Ittehad-e-Tanzeemat-e-Madaris Pakistan (ITMP),an umbrella of five schools of thought, nor with the Ministry of Religious Affairs, raising a serious question over their curriculum’s legitimacy and their source of funding. Following the National Action Plan (NAP) committee’s recommendations, officials associated with provinces’ Auqaf departments are gathering data about madaris/makatib which have never been registered with the ITMP, Ministry Of Religious Affairs or with the Provincial Auqaf Departments.Around 8,249 seminaries which have enrolled 0.3 million students are not registered across Khyber Pakhtunkhwa (KP), Punjab, Sindh and Balochistan, revealed officials, who will brief Federal Ministry of Interior next week. “This non-registered madaris/makatib did not fulfil the basic criteria set by the ministry of religious affairs,” a senior official said. Around 4,135 madaris or makatib are operating without getting proper registration from the designated authorities in KP, the official said, adding that some 2,411 seminaries are unregistered in Punjab, 1,406 in Sindh and 266 in Balochistan, he explained. At least 31 madaris are not registered in Islamabad where all seminaries are built on encroached land, he revealed and went on to say that even Jamia Hafsa, adjacent to Lal Mosque, also failed to fulfill basic requirements of registration. The official claimed that “Madaris operating in KP did not cooperate with us.”The ITMP officials also confirmed that some members of seminary boards – Barelvi, Ahle Hadith, Shia and Jamaat-e-Islami – affiliated with the Ittehad Tanzimat Madaris-e-Deeniya – had also refused to comply when it came to regulating their syllabus in the Pervez Musharraf era. The problem exists in non-registered seminaries where there is no check on literature being taught there, a cleric said on condition of anonymity. The Ministry of Religious Affairs registered 26,131 madaris by September 2014, according to official figures obtained by The Express Tribune. Around 14,768 seminaries are registered in Punjab, 7,118 in Sindh, 2,704 in Balochistan, 1,354 in KP and 187 in the Islamabad.

Though there was a decline in militant attacks in the wake of the operations in Karachi and North Waziristan Agency in March, 63 terror incidents were reported in different parts of the country which left 100 people dead and 162 injured, Dawn reported on April 2. This was stated in a monthly report released by the Pakistan Institute for Conflict and Security Studies (PICSS) on April 1. “In March, there was over 23 per cent decline in militant attacks, almost 12 per cent in deaths and more than 19 per cent in the number of injuries compared to February.” The report added that militant attacks had been decreasing since the start of the operations in FATA, particularly post-National Action Plan (NAP) after the attack on the Army Public School in Peshawar on December 16, 2014. According to the report, security forces conducted 97 actions across the country in which 230 people (mostly suspected militants) were killed, 43 others injured and 667 arrested. Report says compared to February, there was over 23pc decline in militant attacks and 12pc in deaths.

The Human Rights Commission of Pakistan (HRCP) in its latest report stated that killings in Karachi, in the last three months, have witnessed a 33.5 per cent decline as compared to last year, reported The Express Tribune on April 16 (today). According to the HRCP report, from January to March 2015, around 532 people were killed or died in incidents of violence in the city. This includes men, women and children who were killed in sectarian attacks, personal enmities, robberies, police encounters and karo-kari. Last year in 2014, between January and March, nearly 800 people had been killed. Talking to The Express Tribune, HRCP’s vice-chairperson in Sindh Asad Iqbal Butt said that there was a decline in killings as compared to 2014 as Law Enforcement Agencies had become more active. “Political activists who were involved in criminal activities are being arrested by law enforcers,” he said, adding, “This has brought down the total number of killings and murders in the city.” He added that while numbers for targeted attacks and killings had gone down in Karachi, street crimes such as robberies had increased.

The Human Rights Commission of Pakistan (HRCP) issued its annual report titled “State of Human Rights in 2014” on April 17 revealed that 1,723 Pakistanis lost their lives and 3,143 were injured during 2014 in 1,206 terrorist attacks, including 26 suicide hits, reports Daily Times. The report stated that Pakistan in 2014 witnessed surge in sectarian violence, attack on minorities, media censorship, and remained the worst polio-affected country. The report stated that no laws were made by the Federal Government to safeguard the interests of religious minorities. According to the report a total of 144 incidents of sectarian violence were reported from across the country, out of which 144 were sectarian-related terrorist attacks and three sectarian clashes. On freedom of thought the report stated that 11 Hindu temples and churches were attacked in Sindh, two attacks were carried out against the Zikri sect in Balochistan. The HRCP annual report said that Shia pilgrims’ buses passing through Balochistan and passenger buses and vans plying between Gilgit-Baltistan and the rest of the country had to travel in convoys under security escorts. Pakistan was termed the most dangerous country in the world for media, with 14 journalists and media workers killed in 2014 alone. The country recorded 627,116 cases of crimes against people and property during 2014 as against 634,404 in 2013 – a nominal fall. Sindh Police registered 1,261 cases of kidnapping of women for forced marriages in 2014. There were 114 cases of acid attacks in Pakistan, involving 159 victims, reports said. According to the report, 1,723 people were killed and 3,143 were injured during 2014 in 1,206 terrorist attacks – including 26 suicide hits. Sectarian violence killed 210 people, 45 members of polio teams — vaccinators and their facilitators —were killed. No laws were made by the Federal Government to safeguard the interests of religious minorities and only two bills related to minorities were passed at the provincial level by Khyber Pakhtunkhwa, report said. According to the report under ‘Law and law-making’ section, parliament made 10 laws, less than half the previous year’s 22, nine presidential ordinances were promulgated. Khyber Pakhtunkhwa passed the highest number of provincial acts and ordinances followed by Sindh, Punjab and Balochistan in 2014, the provincial legislation amounting to 137, and provincial assemblies performance were better than national assembly. There were 3,392 encounters in 2014 as against 2,616 in 2013 in Sindh. 925 suspects were killed in shootouts and 160 personnel of Police and Rangers fell in the line of duty in Karachi. Khyber Pakhtunkhwa Police killed 26 persons in encounters. Punjab Police killed 276 suspected criminals and arrested 322 while 27 Policemen died and 59 suspected criminals and 73 Policemen got injured in 283 encounters in 2014. While, 231 persons were sentenced to death by the courts.

Police investigating the April 29, 2015, murder of Karachi University Assistant Professor Waheed-ur-Rehman have formally conducted the forensic examination of the bullets used in the killing and found no past record of the weapon in any other case, said a senior Police Officer on May 6, reports Dawn. “The investigators have received a forensic report that suggests that the weapon used in the killing of Assistant Professor Waheed-ur-Rehman of the Mass Communication Department last week had not been used in other murders in the past,” said Central Senior Superintendent of Police (SSP-Investigation) Arab Mahar. The investigating team held discussions with the faculty of the Karachi University Mass Communication Department, the slain professor’s students, his close friends and relatives. They all were of the opinion that Rehman alias Yasir Rizvi was a “thorough gentleman” and he had no enmity with anyone, the Police officer said. The police were probing the murder from different angles and it was not appropriate to share initial findings of the investigation with the media at this stage, said SSP Mahar.

The number of suspects killed in Police encounters in Karachi has shown an increase of over 64 per cent in the first six months of 2015 as compared to the same period during 2014, according to Human Rights Commission of Pakistan Report released on July 15, reports Dawn. The report states that while 191 people were killed in Police encounters in 2014, the number of those killed in Police encounters jumped to 255 during the same period in 2015.The report, however, says that the overall number of those killed in the first six months of last year was 1,558 and the number of those killed during the corresponding period this year was 1,040, a drop of over 34 per cent. There has been a drastic drop in the number of targeted killing of non-political people. While 403 such people were killed last year, the number of such people killed during the current year was 128, a drop of around 68 percent.Further the report states that 79 political activists were killed in 2014 while the number of those killed during the current year was 33, 58 percent less than those killed last year. The number of dead bodies found this year also dropped by over 46 percent as compared to that of 2014, when 201 bodies were found, while 109 bodies were found during the current year.

Police have ‘neutralised’ more individuals and gangs allegedly involved in heinous offences in Karachi, the provincial capital of Sindh, in the first seven months of the current year than the criminals they had eliminated last year, reports Dawn. According to the performance report on the ongoing Karachi operation prepared by the Sindh Home Department, Police have already recorded 935 shootings against criminal gangs and individuals by the end of July, which are 66 more than the 869 encounters last year. A total of 596 gangs have been busted – 118 more than the 478 gangs eliminated last year, while 386 ‘criminals’ have been ‘neutralised’ – 125 more than the alleged criminals gunned down in 2014.

The DIG's reached Dubai on October 4, 2015, and recorded the statements of the Bhaila brothers, Arshad and Shahid, the owners of the garment factory Ali Enterprises in Karachi's Baldia Town. They had refused to visit Pakistan for the investigations. According to the initial report prepared by the JIT after recording statements of the factory owners, it was revealed that the attack was the work of an organised gang of extortionists in Karachi that elaborately planned and executed the attack. “We had been providing them extortion money before the fire incident but the relations turned sour before the incident,” an unnamed senior Police official quoted the owners as saying. “They [extortionists] warned us that they will set our factory ablaze as their demands were not being fulfilled.”

The Home Minister said that law and order situation in Sindh will be maintained at all costs and no one will be allowed to take law in hand or deteriorate peace and harmony in Province. Anwar Siyal presided over meetings of police officers of various districts, particularly Sukkur and Larkana division, after Karachi to review all security arrangements at sensitive places and law and order in province during Muharram. The meeting also urged upon the religious scholars of all sects and representatives of civil society and citizens to play their respective role for peace and brotherhood. Suhail disclosed that due to terrorism threats in province security high-alerted on 8th, 9th and 10th Muharram to avoid any untoward incident added that the religious sects should promote tolerance, peace, tranquility and unity of all sets of Muslims on the occasion. According to the Police deployment in Karachi about 26542 Police will be high alert to perform their duties, while 5724 will be responsible for patrolling and 18557 officials will be deployed in various areas during Muharram. The meeting told that about 9488 Police personals in Sukkur and 10791 in Larkana will be deployed on the occasion. According to Human Rights Commission of Pakistan (HRCP), the incidents of targeted killings, both on political and apolitical grounds, in Karachi have dropped by 63 percent while sectarian killings also went down by 28 percent until the third quarter of this year, reported Daily Times. According to the statistics compiled by the HRCP, a significant decrease in the number of targeted killings, on apolitical, political and sectarian grounds has been recorded. Moreover, the casualties of Policemen also decreased by about 39 per cent. In the last nine months, 208 people with no political affiliation were killed as compared to 568 last year, showing a decrease of 63 percent. Similarly, the number of people killed with political affiliation this year was 40, as compared to 107 in the corresponding period last year, showing a decline of 63 percent in the number of incidents. Sectarian killings also showed a declining trend with 69 people shot dead in the nine months of this year as compared to 97 in the corresponding period of 2014.

The Sindh Counter-Terrorism Department (CTD) published seventh edition of its Red Book containing list and details of the most wanted terrorists, including the names of eight accused involved in the May 13, 2015, Safoora Goth massacre tragedy, reports The News, quoting TV host Shahzeb Khanzada on October 20. The Anti-terrorism Department announced PKR 0.8 million rewards on capture or providing on information about each of these terrorists. Syed Arifeen said the CTD published the seventh edition of the Red Book after a period of two years. The book has two parts containing 92 names. The first part has the names of 67 while the second has the names of 25 terrorists. The first name in the Red Book is Moti-ur-Rahman alias Abd-ul-Samad of the Lashkar-e-Jhangvi (LeJ), Harkat-ul-Jihad-al-Islami (HuJI) and al-Qaeda in the Indian Subcontinent (AQIS). The head money for Moti-ur-Rahman is RPK 11 million. This man remained involved in attack on the president (Pervez Musharraf) and a number of other terror acts. He is, at present, hiding in the tribal areas of Pakistan or Afghanistan. The LeJis now divided; one of the two groups is headed by Ata-ur-Rahman alias Naeem Bukhari, while the other is headed by Rizwan alias Arif Chotoo. The head money for both of them is PKR 5 million and PKR 2.5 million respectively.

According to the figures, the Province also has more terrorists awaiting execution than the rest of the country. Until the last week of November 2015, Sindh carried out capital punishment in 106 cases, followed by Punjab with 64 terrorists. The Islamabad Capital Territory, Khyber Pakhtunkhwa and Balochistan each have sent one terrorist to the gallows. Not a single death punishment has been carried out in the Federally Administrated Tribal Areas (FATA), Gilgit-Baltistan (GB) and Pakistan Occupied Jammu & Kashmir (PoK) during this period. Same is the case regarding the number of terrorists awaiting execution. Here, Sindh stands out with 98, Punjab 81 and Khyber Pakhtunkhwa 25. Balochistan and Islamabad each have one condemned prisoner. There is no terrorist on death row in FATA, PoK and GB.

A total of 1,577 encounters took place during 2015 and 544 suspected militants, gangsters, criminals, were killed. The number of Policemen who lost their lives in armed attacks so far is 83, while 89 were wounded in the outgoing year. It further said that the number of people killed in targeted attacks during 2015 was 986. In 2014, a total of 1,925 people lost their lives in targeted attacks. Meanwhile, Pakistan Rangers Sindh claimed to have arrested at least 4,074 suspected criminals during a total number of 2,410 raids and operations conducted during the year 2015. According to Rangers spokesperson, out of the 4,074 arrested, 2,198 were formally handed over to Police for persecution. "Those handed over to Police included 887 terrorists, 268 target killers, 97 extortionists and 49 kidnappers," said the statement issued by Rangers. 19, 2944 rounds of ammunition of different caliber was also recovered.
