The Sindh Government on July 2 issued an order to detain four persons convicted in the kidnapping and killing of a United States (US) journalist Daniel Pearl, whose sentences were overturned by the Sindh High Court (SHC), earlier in April, reports Dawn. Two officials in Central Prison Karachi and the Sindh Home Department, which issued the order, said, while speaking on condition of anonymity, that a British Pakistani national, Ahmed Omar Saeed Sheikh, as well as the co-accused, Fahad Naseem, Sheikh Adil and Salman Saqib, will be detained at the prison till September 30. The move comes days after the Supreme Court paved the way for Sheikh's release by rejecting a Government request for an immediate hearing of an appeal against his acquittal in the 2002 murder of US journalist Daniel Pearl. The order of detention has been issued under Section 11-EE of the Anti-Terrorism Act of 1997. It empowers the Government “to arrest or detain suspected persons.”

The Sindh Home Department on July 15, extended the detention order of Ahmed Omar Saeed Sheikh, the prime suspect in the 2002 kidnapping and murder of The Wall Street Journal reporter Daniel Pearl, and three other suspects for another three months, reports Pakistan Today. In April, 2020, the Sindh High Court (SHC) had overturned the murder conviction of all four suspects, the other three being Fahad Naseem, Sheikh Adil, and Salman Saqib who were earlier sentenced to life in prison, including British-born Sheikh, saying the murder charges against him were not proven. The Home Department said that the accused have been detained under Article 11EEE of the Anti-Terrorism Act, 1997, fearing the accused may form a new militant network if released from prison. The Supreme Court last month had refused the Sindh government’s request to suspend the SHC verdict to acquit the suspects. It also refused to immediately hear the appeal and instead said to hear it on September 25, 2020.

The Sindhudesh Revolutionary Army (SRA) claimed the responsibility of twin grenade attacks on the Pakistan Rangers’ headquarters in Shikarpur city (Shikarpur District) and Jacobabad city (Jacobabad District) on August 10, reports The Balochistan Post. In a media statement, Sodho Sindhi, the SRA ‘spokesperson’ said that 14 August – the Independence Day for Pakistanis – is the day of “national slavery for the Sindhi nation, the day on which Punjabi imperialist occupied our land on the basis of state coercion.” The spokesperson further said that the Sindhi nation will never accept the “Pakistani (Punjabi) occupation on our motherland.” The statement reminded the Sindhi nation of its much-repeated caveat, saying that SRA forbids the Sindhi nation of participating in the flag marches and rallies organized by pro-Pakistani factions on 14 August. The spokesperson paid tribute to “Shaheed Bashir Khan Qureshi” and concluded that the SRA “vows to continue its resistant struggle till the complete freedom of Sindhudesh.”

The Government of Sindh barred on August 23, at least 142 ‘firebrand’ speakers and scholars from leaving their Districts, reports Samaa TV. According to a notification issued by the Home Department, the speakers and scholars are banned from entering all Districts in the Province. The list includes speakers from all schools of thoughts. The decision is aimed at blocking them from creating a law and order situation in the month of Muharram. “The movement of these persons within their residing districts will be restricted for purpose of delivering any speeches within their respective districts,” read the notification. The notification stated that the order will remain in place for 60 days with immediate effect. “There are reasons to believe that they will make inflammatory speeches or indulge in activities prejudicial to public safety and maintenance of public order in the other districts of Sindh,” it read.

Bilal Farooqi, a senior journalist associated with English-language daily The Express Tribune, was allegedly taken into custody from his home in DHA neighbourhood of Karachi, the provincial capital of Sindh, by Defence Police in the evening of September 11, reports Dawn. Karachi Police Chief, Additional Inspector General Ghulam Nabi Memon, confirmed that "Bilal Farooqui of Express Tribune" had been "arrested by the station investigation officer (SIO) of Defence police". Memon said Farooqi was "wanted in FIR No. 613/2020 u/s 500/505 PPC of Defence police station, dated 9.9.2020”. According to the contents of the FIR reviewed by Dawn, the complainant, Javed Khan, a resident of Majeed Colony in Landhi, said that he is a machine operator at a factory in the Landhi area. He said he visited a restaurant in DHA Phase-II Extension on September 9 where he checked his Facebook and Twitter accounts and found "highly objectionable material" shared by Farooqi on the two platforms. The complainant claimed that "highly provocative posts" had been shared by Farooqi against the Pakistan Army and that the same also contained material pertaining to religious hatred. Khan alleged that Farooqi had "defamed" the Pakistan Army and such social media posts may be used by hostile elements for their "nefarious designs". Therefore, legal action should be taken against him, he said.

Tens of thousands of anti-Shia protesters including demonstrators linked to Sunni extremists rallied in Karachi, the provincial capital of Sindh, on September 12, in the second day of protests that have sparked fears of sectarian violence, The Times of India reported on September 13. Vast crowds of men thronged downtown Karachi, many of them waving pro-Sunni flags and chanting Sunni-power slogans. The rallies follow a raft of blasphemy accusations against Shia leaders in Sunni-majority Pakistan after a broadcast of an Ashura procession last month showed clerics and participants allegedly making disparaging remarks about historic Islamic figures. A security official said crowd in September 12 rally was estimated to exceed 30,000 people. There were no immediate reports of violence. The rally was organised by the Sunni organisation Jamaat Ahle Sunnat and by the hardline Islamist party Tehreek-e-Labbaik Pakistan (TLP), which has organised huge and often violent protests over alleged blasphemy in the past. "If you play with the religious sentiments of the Sunni, we will not tolerate it," Karachi TLP chief Allama Abid Mubara told the rally.

A University of Karachi laboratory on December 7 came to the conclusion that explosive material was used that caused the collapse of a multistorey building in Gulshan-i-Iqbal Town on October 21, killing nine people and injuring 22 others, reports Dawn. Initially, the Sindh Police’s Bomb Disposal Squad (BDS) had declared that the explosion was caused by gas leakage, however, Sui Southern Gas Company (SSGC) had denied it. Gulshan-i-Iqbal Town Station House Office (SHO) Safdar Mashwani said that the investigators had sent different pieces of evidence to KU’s HEJ Research Institute of Chemistry, including a piece of pipe. The officer confirmed that the Police have received report from the KU lab, which revealed that TNT explosive material was used in the blast. The officer said that in light of new findings, the Police would invoke the Anti-Terrorism Act and the case would be referred to the CTD for investigation as it was an act of terror.
